"Mr. Speaker, I rise today to honor the life of Chief Petty Officer William 'Ryan' Owens who grew up in the 73rd District, attended Illinois Valley High School in Chillicothe, and just over a week ago was the first American combat death of 2017. Ryan Owens was fatally wounded during a night raid against al-Qaida in Yemen with his elite counter-terrorism unit, SEAL Team six. Ryan played football and baseball for the IVC Gray Ghosts and wanted to be a Navy SEAL ever since he was a freshman in high school. He wanted to serve his country and just over one week ago, he made the ultimate sacrifice doing just that. The sent… our Defense Secretary James Mattis praised Ownes service recently saying that he gave his full measure of devotion for our nation and in performing his duty, he upheld the noblest standard of military service. Chief Owens will soon be awarded the Purple Heart as a tribute to his bravery and flags will stand at half-mast beginning today through Friday to honor his sacrifice for our freedom. And so, I found it particularly appalling and upsetting over the last couple of weeks of some of the things that have been going on in our nation’s capitol. Two weekends ago, a ban was put into place relative certain… to certain people who wanted to come to our country. Many of them were actually legal residents of Illinois. Even a couple of citizens of Illinois got caught up in the mix. And this was visited by large cities all over America where we at large portions of that weekend saw on our TVs, huge numbers of people gathering because many people were detained at many of our nation's airports. Even when asked about this over that weekend, members of the Trump administration on television talk shows like Meet the Press and Face the Nation could not even answer simple questions about whether those that had green cards were included whether they were not included, who was included, who was not included, who does this apply to, who does this not apply to, and have left us with a mess in our country and more than the mess, it left us with an appalling view of our own country that has welcomed immigrants into our country for many years, hundreds of years, that has welcomed the diversity in our nation. I would tell you that of all of the 118 House Districts in the State of Illinois I come from the most diverse district. There are 80-plus languages spoken in my district. And so you can imagine the consternation among my constituents when the President of the United States simply shut down this process of immigration to this country, legal immigration. And basically laid upon us what many have called a Muslim ban. Now many say it isn’t, but clearly there's a tinge of religious persecution and discrimination involved in the President's edict, an edict that was not thought out well, an edict that has been interpreted by one court then another court. The most recent judge that pontificated about this and stopped this process 10000013.docx 8 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 13th Legislative Day 2/8/2017 was called a so-called judge by the President of the United States; thereby, showing his total disdain for the different branches of government. This unfortunate and in my view, disgusting Executive Order issued by our new President cannot go as unnoticed. People were hurt by this. Residents, legal residents of our own state, were hurt by this. Our economy was hurt by this. The view of the United States in the entire world was damaged by this Executive Order and many of us stayed silent while this was going on, many of us did not. The Governor of the State of Illinois while this was going on was sipping wine in California with the Koch Brothers and said nothing about the obsession by the President of the United States of America in his zeal to keep us safe, made us actually less safe. On the same weekend the President announced that we were now going to build that famous wall between our country and the sovereign nation of Mexico. And he… and if that wasn’t bad enough because, as you know, we already have a wall separating the United States from Mexico; if that wasn’t bad enough, the President said, well, we're going to get the Mexican Government to pay for it and when the Mexican Government laughed in the President's face, the President said, well, we'll just put 20 percent tariff on all the goods; thereby, starting a trade war, thereby raising the price of products that American citizens buy and thereby costing us thousands of American jobs. What is he thinking, what is his goal, how isolationist should we be in the process of improving our country, which we all want to do. I think it bears some thought. I think it bears some thought that the President of the United States in his campaign referred to 10000013.docx 9 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 13th Legislative Day 2/8/2017 many of the people that come from Mexico as rapists. I think it bears repeating that the President of the United States has a great disdain for that kind of immigration into this country. And if that weren’t enough, at the same time this was going on, World Holocaust Remembrance Day took place. And on World Holocaust Remembrance Day, the State Department had prepared a statement for the White House to issue. And the White House did not issue that statement before they first scrubbed it of any reference to Jews, scrubbed it of any reference to the Jewish people, scrubbed it of any reference to the reason for the Holocaust. As you know, the White House has brought on, as a very important close consultant… advisor to the President, a gentleman named Steve Bannon, a white supremacist from the alt-right who has been known to make anti-Semitic comments. And you just know his fingers were on that release as it came out of the White House. As they said to the world that Jews were really not at the core of the Holocaust and that the 6 million people who were brought to death by Hitler and the Nazis during the Holocaust were not personally and culturally sought out for destruction to destroy an entire religion, an entire race of people. The President’s act by doing that and listening to his alt-right adviser, a white supremacist Mr. Bannon, said to all of us Jews no longer matter in the White House. And so, put all of this together. Immigrants don’t matter in the White House; Jews don’t matter in the White House; Muslims don’t matter in the White House. All that's right and good about the United States of America no longer matters in the White House under President Donald Trump. Security at what cost? The alt-right agenda at what price to American citizens. Most of us in this room… in fact, if you go back far enough, all of us in this room come from immigrants. And yet, the Donald Trump White House would have you believe that immigrants are the cause of every problem in society that we face today. I'm here to tell you that's not true. I'm here to tell you on behalf of my constituents, and on behalf of your constituents, that they don't believe that; that they believe that this is a country that’s welcoming, a country that's open, a country that believes in the diversity of man, the diversity of mankind, and the cultural desire to make America their home because this is the place they want to live. To say to Illinois residents who are legal you can't get off a plane at O'Hare and go home, is beyond any thought that any of us could ever have. And those who do not speak out against this are the problem. Those who do not speak out against this injustice add to the injustice. And I want to read something that was spoken during World War II. During World War II as Hitler was gathering up Jews for extermination, a minister named Martin Niemöller who was admittedly at one time in his life anti- Semitic, and later changed his mind, recanted and realized his terrible error, said this. First they came for the Socialists, and I did not speak out because I wasn’t a Socialist. Then they came for the Trade Unionists, and I didn’t speak out because I wasn’t a Trade Unionist. Then they came for the Jews, and I did not speak out because I wasn’t a Jew. And then they came for me and there was no one left to speak for me. After the November election, the Trump victory and his hateful, divisive rhetoric set off an immediate surge of fear across the entire immigrant community, regardless of their legal status. It caused tragic and devastating actions in classrooms, businesses, and public space against individuals already feeling… feeling hopelessness and dread for their families. I was told give it a chance, give it a chance. Maybe it was just that rhetoric. By the time the President gets into office and gets sworn in, it’ll be a different… it’ll be a different conversation. Why are we not getting that information of the contributions of our immigrants and what they do to our country. "Never forget. This was a phrase taught to me as a child, growing up and learning about the Holocaust. As a young Jewish girl, I learned about the history, the people who perished, and the people who survived. I learned millions were massacred just because they had different beliefs and followed different traditions. But I grew up with a sense that this could never happen here, this could never happen again. I now know this was a false sense of security. Today I represent parts of Skokie, home to many who are Holocaust survivors. 10000013.docx 13 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 13th Legislative Day 2/8/2017 Also, in my district, is the Holocaust Museum. The Museum tells many stories that took place during World War II and the Holocaust. We are bearing witness to the fact that this type of atrocity can happen again. Six million Jews died in the Holocaust: family members, friends, people who are just like you and me. I was outraged when on Holocaust Remembrance Day our newly elected President left this fact and any reference to anti-Semitism out of his Remembrance Day speech. To add insult to injury, shortly after that, a ban was put on refugees coming into our country. I have a story about another time our country turned its back on innocent people trying to escape certain death. The date is May 1939. A ship filled with Jewish passengers escaping certain death in Europe called the SS St. Louis arrived on our shore. Our country refused to let them disembark. The ship arrived back in Europe in June, just as the war broke out. The rest is history; a history I will never forget and we can never repeat. If you've never been to the Holocaust Museum in Skokie, I encourage you to visit. Not only does it tell the story of the Holocaust, but it tells the stories of genocide that continue to take place take worldwide. The Museum teaches an important lesson. It is a lesson our children can practice when faced with the bully and as adults, we should follow when our elected officials encourage discrimination against others. Be an upstander; do not be a bystander. The results of not standing up for what is right can be the difference between life and death. We need to stand up for what is right and remember the words I learned as a child, never again."

Like my colleagues who have been sharing their thoughts and feelings about what happened in our country in the last couple of weeks, a surreal and undeniable occurrence that ignited outrage in our country. I know I speak on behalf of many people who welcome the stranger. And the National Association for Jewish Legislators has released an statement that I would like to read a piece of. And I know I speak for my colleagues on this side of the aisle, many of them in the Jewish Caucus especially who feel very strongly about this for reasons that were just mentioned by Representatives Lang, Hernandez, and Fine. We strongly affirm the principle of religious freedom guaranteed in the United States Constitution. Throughout our history, the Jewish people have been persecuted for being a stranger in a strange land; however, our Jewish tradition is rooted in the belief that we should welcome people seeking shelter and safety. The Presidential Executive Order issued authorizing a wall on the Mexican-American border blocking certain refugees and other people from entering our country based on their nationality or religion is wrong and it's un-American. The orders in essence black list Muslims, create a state sponsored religious hierarchy, and promote confrontation and hate, not cooperation and diplomacy. It was particularly unfortunate that the Executive Orders were issued on Holocaust Remembrance Day and that the White House failed to mention the murder of six million Jews and others show of victims in its observance statement. As Jews, we have seen the devastating impacts of the United States refusing refugees fleeing for their lives. As mentioned by 10000013.docx 15 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 13th Legislative Day 2/8/2017 Representative Fine, the turning away of the SS St. Louis in 1939 to quotas against European immigrants seeking refuge here. We should never repeat the mistakes of the past. We reject policies violating core American values that result in discriminatory action against people based on their faith, race, or national origin; an attack on one is an attack on all. The Executive Orders issued should be rescinded and instead we ask the President to work together with Congress to develop better immigration policies that maintain our democratic values of freedom and tolerance. I'm going to give you a couple examples, and I want to applaud my colleagues for standing up and not being silent. My… my daughter… my… my god daughter Lauryn Gorski got married two weeks ago and she converted to Muslim, and they're afraid to take a vacation outside this country, her and her husband, ‘cause they don’t think they're going to get back into the country, one. Really sad, very, very sad that I've got to tell her I don’t trust the fact that you’ll be able to come back even though you're an American citizen. The next thing is I had the pleasure and honor of being around about 80 Girl Scouts at the Islamic Center in Naperville. We are affecting so many people by… by the ignorance of shutting out the diversity that's made our country so great and rich. And it’s a shame that I even have to stand up and give you a story about these poor little girls and the fear that was in their eyes. And they are born here. They are born here. They're American citizens. And as a veteran, we stand up for everybody's rights, whether you're gay, lesbian, transgender. Whether you're Christian or you're Atheist, we believe in America ‘cause America believes in its people. We must stand up and fight the issues that are going on in this country, and it's for all of us. It's not a Republican; it's not a Democrat; it's not a Greenpeace, it's not any… it's all of us together in this boat, and we should stand up for our fellow man ‘cause you never know how it's going to affect your family. And last, and I'll go to closing. I was at a restaurant, a favorite restaurant in Aurora and… and the lady is Egyptian, her name is Hasna, beautiful woman, absolutely beautiful woman. She goes up to one of her clients, that's a regular Caucasian guy sitting there having a good time. She goes, how's it going? And the family behind him, beautiful family of five all Hispanic, all speaking Spanish. He goes great now ‘cause we have a President that will get rid of all these people behind me. "Growing up in a Jewish family being raised Jewish, one thing that I have always learned and was always told that you have to continue to share the stories of our heritage and our history. And so, today I want to share a story that was conveyed to me recently by one of my closet friends in the world related to the topics that we’re talking about. By mid- 1938, Edith Gumpricht was getting increasingly desperate. A German–Jewish housewife with three small daughters in 10000013.docx 18 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 13th Legislative Day 2/8/2017 Hamburg, Germany, her husband could no longer find work, her children could not go to public school, and they were feeling increasingly unsafe in Nazi Germany. Edith was urgently trying to find a way out of Germany. And while she had one relative in the United States who would sponsor her family, she needed another. And she had numerous other administrative hurdles to jump. She reached out to anyone she could find in the United States who might be a distant relative, people she had never even met. After years of these efforts Edith, her husband and three daughters including her youngest Vernante, escaped Nazi Germany, in mid-1941 for safety in the United States of America. They were incredibly lucky having found a second sponsor who did not know them but answered their pleading letters. We know the fate that Edith and her family would’ve suffered had they stayed in Germany, as Edith's father stayed behind was deported in November 1941 to the minsk ghetto at where he died before he could be sent to a death camp. Edith's family’s forever grateful to the United States for taking the Gumprichts in. But we are all well aware that tens of thousands of others were persecuted Jews facing death were denied entry in part because they were Jewish. It was a very dark time in our history; a time that we should never forget. While the situation today is different from the circumstances of the Holocaust, and we must work to keep our country safe, the measures that have been signed into the Executive Order go against the very principles that are written on the Statue of Liberty. As a country, we… we must make sure to never turn our backs on those in need. We are a country of immigrants. And you probably have recognized over the years that in February Members of the House Black Caucus, and I’m sure it happens in the Senate Black Caucus, take a point of personal privilege to talk about some moment in Black History that’s important or just to share some information or knowledge. And so, as the first speaker of this year's Black History Month, I'm hoping to set the tone and the stage. Now, prior to me, you’ve heard several Members talk about some challenges that they have experienced or are noticing in terms of trends that are happening across the entire… entire country. The common theme of that, which I hope that everyone got is that what they're talking about is challenges against diversity and in the… in the United States. If anybody knows history, even the little that we may have learned back when we were in elementary and high school, we should recognize immediately that diversity is a very, very important part of the United States. And it says history is often reduced to a handful of memorable moments and events. In Black History, those events often include courageous stories like those of the Underground Railroad and historic moments like the famous ‘I have a Dream Speech’ by Dr. Martin Luther King Jr. But these are only a few of the significant and important events to know and remember. In an effort to honor this expansive and growing history, Black History Month was established by way of a weekly celebration in February known as Negro History Month. For instance, before there was a Rosa Parks, there was Claudette Colvin. Inoculation something that we use as a way to try to stay healthy was induced… introduce to America by a slave. We will talk about the diversity of historically black colleges and universities in the role that they have played to educate African-Americans throughout their existence. Many of you may not know that the iconic cartoon character knowns as Betty Boop was actually inspired by a black jazz singer in Harlem. And of course, we all know that the first licensed African- American female pilot was named Bessie Coleman.
