There are members who have died for as little as reading and I'll call a few of them. His name is Profit or Hercules. Either America will destroy ignorance or ignorance will destroy the United States of America so written by the great doctor, W.E.B. Dubois. Literacy and learning could equal death at one time in this great country. At the heart of Black History Month is the importance of education. According to the Association for the Study of African American Life and History, their annual theme for this 2017, the crisis in Black education is especially relevant today given the heated controversy surrounding the hearings and confirmation of Secretary of Education, Betsy DeVos. It is no underestimate to say that this appointment by President Trump has sparked tremendous concern in regard to the fate of public schools for minorities and the poor. The Association shares this concern and also emphasizes that the problem of educational inequality has a long history in America. In the days of slavery, State Laws deemed it illegal. And I said State Laws deemed it illegal to teach slaves to read and write. Thank you, Mr. Chair. I'm not sure if Black History is not important to people in the chamber, but I would hope that you would give me a few moments to acknowledge those who have gone before me. In Connecticut, in 1833, the white educated Prudence Crandall founded her school. She founded that it was burned to the ground because it was dedicated to the education of young Black girls. The legal case of Roberts v. City of Boston, in 1850, represents the story of the courageous Roberts family and of the large Black communities protest efforts against the city's segregated public schools. In the public schools in the Southern states as well as, in the Northern states and such cities as Chicago, Detroit, Philadelphia, Boston, and many other cities. Racial inequality has been a target of civil rights litigation throughout the twentieth century. Indeed, litigation and newspaper coverage today calls attention not only to unequal resources, but also incidents of racial prejudice in urban public schools. The Association further urges greater resolve towards addressing the existing problems in regard to education of Black persons at both the K through 12 and the college and university levels. These problems are multiple and varied in nature. They include the lack of resources in inner-city schools, the pipeline to prison reality for many youth, the summer learning gap, the too often placement of Black male children in special education classes, the severe financial challenges at many historically Black colleges and universities, and not least of all, the failure to teach correctly, if at all, the experiences of the contributions of African Americans in this nation. The Association further believes that to refuse to acknowledge the education of Black people as a crisis belittles the importance of many efforts to confront and combat the problem. It is not good enough to commemorate a particular person in Black history. It is more important to commemorate the fight and struggle for liberation and freedom of Black people in the United States. "Thank you, Mr. Speaker, Members of the House. This is a Resolution honoring Officer Blake Snyder, who is… who was a St. Louis County Officer, but he grew up in my district. Actually, our son… my son, he played soccer together. Officer Snyder was responding to a disturbance call in October, this past year, when he was ambushed by the person that caused that call to be made. And he didn’t even have a chance to defend himself and he was fatally wounded. During the funeral procession from St. Louis County, which had over 200 cars and motorcycles in the procession. There was a tremendous amount of support from members of the Alton-Godfrey community who knew him, knew his family. And there were over… there were thousands of people that lined the bridge… the entrance to the bridge all the way up the river road to… you take a turn to his final resting place. And I think this is a fitting tribute to Officer Snyder and to his family. I ask for its adoption."

He served as an emergency medical technician with the Ash-Clif Ambulance Service. At approximately 8 a.m., he responded to a medical emergency call in his personal vehicle. He was 31 years of age and survived by his wife and by his two children. Dana was honored at the National Fallen Firefighters Memorial in Emmitsburg, Maryland, in 1989 and at the Illinois Fallen Firefighters Memorial in Springfield. So, it's all fun and games here, but really the truth is if you really want to help with natural disasters maybe you join a search team in your local township area. Maybe you join the National Guard 'cause they help respond to natural disasters. Maybe you actually put on the uniform and do something like that. But I mean, this Bill is like incredibly misplaced at a time when our budget is in such dire straits. All the fun and games on the floor really need to stop. And just for a little bit of a reference here, in 2016, as a reminder, Illinois finished with the regions weakest job growth rate and the highest manufacturing job losses. In fact, in Illinois only 28,400 jobs were created in Illinois in 2016. That sounds like a lot, but it isn't. It's just under .5 percent annual job growth rate. And that rate… that rate puts us last in the region for payroll jobs. Every one of our neighbors did better. More specifically in the last four years, Illinois lost 18 thousand jobs, while Michigan created over 59 thousand jobs; in Indiana, nearly 32 thousand jobs and yet, we have the fifth largest economy and we can't even compete with our neighbors that have much lesser job growth strength. And so, this may sound like fun, but if you're really concerned about disaster, the national disaster that's happened in Illinois is all economic and it's all our doing. And I hope the Governor appears here before us next week and present to us for the first time since he's been Governor, a budget. I would love to see that from our Governor, from the CEO of our state. But, we also have to recognize that natural disasters happen. And they can happen at any time. And it is very important that we be prepared. That we're all prepared. And if we need to do something like Zombie Apocalypse Month, Zombie Preparedness Month, to get people's attention to an important issue like preparing for a natural disaster, then sobeit. I think this is a good Resolution. I'm proud of my colleagues on the other aisle who support it. And I ask that we all approve House Resolution 30."

"Thank you, Mr. Speaker. Just really quickly. On this Resolution, we met with Representative Yingling's constituent in committee yesterday. Just want to bring up a lot of these things, they feel good, but there are unintended consequences. Plenty of stories of consumers, you know, we all talk about the need for education on public health and foodborne illnesses and things to that nature. And many of the consumers that bring their own bags, they're doing so because they want to be… you know, do good for the environment. And if you all recall, last month or about six weeks ago we debated a Bill on saving electricity and power usage. If you're using your own canvas bags, just remember they need to be washed. If you're not washing them, you put yourself, your family, and others at risk of foodborne illnesses. So, what does it take to wash them? Well, you've got to use electricity. You've got to use detergent. We ask that you use fresh water. You're using natural gas for hot water and such. And so, you know, while these sort of things are well intended, they're not as environmentally friendly as people would like to think. I think it'd be better if we just encourage people not to litter and to reuse the bags that they get from the store. Thank you."
