It actually resulted from some con… a constituent issue in Downers Grove Township where there was some discussion and confusion over the hour requirement, the 600 versus a thousand hours. There was confusion about it and I think the… and… or initially the Bill, if you… the initial Bill was for all. To eliminate pensions for all part-time elected officials. The definition of part-time became contentious. And so, we reviewed the current language and agreed an Amendment to bring everyone up to this thousand hour standard."

"Thank you. In honor of Women's History Month coming to a close, I must say, I've really enjoyed the historical facts on the back of the Calendars. If you haven’t read them, I would encourage you to check them out. But also, I'd like to show abo… share with the Body a story of the first female Senator in the Illinois General Assembly. She mentioned she was called to public service by the need to push out the walls of her home to include the community. Senator Florence Fifer Bohrer of Bloomington dedicated more than 50 years of her life to helping her neighbors. Along the way, she formed a mother's club, which developed into what is today the PTO, the Parent Teacher Organization. She also helped establish a tuberculosis sanitarium in Bloomington and was the local director of the American Red Cross, locally, during World War I. Finally, when women were finally granted the right to vote, she was approached to run for office and won the seat to the 10000031.docx 14 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 31st Legislative Day 3/29/2017 Illinois Senate in 1924. Her impact on Illinois history extends beyond being the first female Senator. She also ran on supporting agriculture, improving roads, making it easier to pay property taxes by splitting it up into two installments, and she introduced a Bill which made Illinois the first state song. She continued her civic work after office, was also helped in forming the League of Women Voter's chapter in McLean County and when asked to sum up her career in public service, she said I saw a thing to do and I did it. So, this month, in closing of Women's History Month, I think it's important we remember the women of Illinois who blazed a trail for the rest of us. So, thank you and happy Women's History Month."

Many times people rent apartments or homes from landlords and they never know that the apartment or home is in foreclosure. We believe that it is good policy and good public policy for consumers to know whether or not they're renting a property that’s in foreclosure. There's no opposition to this Bill. So, right now, once a bank files a foreclosure, they're limited to the number of times that they are able to renegotiate the foreclosure. So, what we want to do with this is open it up so that the banks will have the ability to renegotiate on more than one occasion. It's good for the borrower and it's good for the banks because once the issue is closed, then banks are not able to renegotiate twice."

"And I apologize for making you repeat anything, but just give me again the core of what you… what the Bill is doing and exactly, if you can explain, what you think their objection was."
"The Bill, right now as the statute stands, it requires the state mandated SAT score to be placed on a student's transcript. The issue with that is that some kids take the ACT for their college exams, some people take the SAT two, three times. And the only score that goes on is the first one. And so, some of the districts and parents have an issue with that, saying why is it on there to begin with. So, the original Amendment said that the parents can… that the school shall not put it on. It was a 'shall'. And ISBE said, well, there might be a reason why a parent wants it on there. And so, then we talked about having an opt out. The opt out became a mandate so that was some of the Amendments. So, we got rid of the mandate. I worked with the Illinois Association of School Counselors on this Bill. And their thought was that the best way to have no mandates and still leave it open for schools and parents to have the most flexibility was to cross out that language and just leave it up… give local control to the schools and the parents to decide what to do."

What this Bill is attempting to do is change the requirements for technical and vocational educators. Currently, there's some restrictions in the Code that prevents skilled tradesmen and people that have been in the field from teaching in the vocational schools. So, basically what this does, it removes the pr… allows the required 60 semester hours from regionally accredited institutions of higher education, but they can also be accredited from a trade and technical institution. Currently, an applicant… currently, an applicant for endorsement must have at least 60 hours of course work and it's required only from an institution of higher education. And it would eliminate that and adds test work for proficiency that can be taken in lieu of a basic skills test. Again, I've said this is with the Educational Career and Technical Administrators. "Thank you, Mr. Speaker, Ladies and Gentlemen of the House. House Bill 2496 makes certain changes to provisions regarding disability benefits provided by the State Employee Retirement System. These are… are some technical cleanup. So, under current law, the first change is that only physicians can authorize medical reports associated with disability benefits. House Bill 2496 allows qualified medical professionals to authorize medical reports relating to disability benefits, including psychologists, advanced nurse practitioners and phys… physician's assistants. It also changes some application deadlines regarding occupational and temporary disability. Under current law, they must file a application within 12 months of the disability. However, there are certain instances where… and very, very limited instances where SERS maintains that there are people who are so incapacitated by illness that they miss the deadline even though they were well entitled to that disability benefit. So, this would remove that restriction. And it also makes a change to retroactive payments and application deadlines also for non-occupational disability. Right now, SERS requires that applications for non-occupational disability benefits must be made within 90 days, this would change that to comply with their current practice that allows, in these instances, eliminating the 90-day rule for non-occupational disability 10000031.docx 41 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 31st Legislative Day 3/29/2017 benefits. And it change… makes a change to Social Security, the age change also for temporary and non-occupational disability. Current law provides age of 65 is full retirement age and the language of this Bill would remove the number 65 and replace it with the term full Social Security retirement age as that age is obviously changing. And then one last change, it makes a technical change to language regarding what hearings are, how the hearings are held and there are two different types of hearings for disabilities. This would merge them all into one since they're virtually the same anyway. That’s what the Bill does. I know of no opposition. And I ask for an 'aye' vote.

"In a manner of speaking, yes. There was a problem with the 12-month deadline, like I said. By the time they were well enough to apply for them, the deadline had passed. So, this cures a very, very small amount of people."
"Okay. But your Bill is not… your Bill, while it corrects for those few that you may assert are essentially comatose and can't apply for benefits, your Bill actually opens it up to absolutely anybody. Anybody who has had a disability to… can comply… can actually apply for it at any time. So, you… you've taken what you want to do as a narrow… narrow correction that you think is in the system and you've opened it up to everybody to have a wide time frame for which to apply. Is that correct?"
"Well, Representative, this is a codification of current practice. Again, these are so limited cases. The vast majority of members already filed within the 12 months that they're required to file. So again, it's… and again, these are not long-term, these are temporary disability benefits, occupational benefits. Most of these people will go on, if it is a more permanent situation, to receive workers’ compensation or… or some other form of benefit. This is that small gap and at the time, most of these people were so injured that they… again, they were unable to meet that deadline. "Okay. Mr. Speaker, to the Bill. So, this Bill, you already have an issue with dis… disability claims being meted out for anybody and absolutely, there's little control right now. This Bill makes that situation even worse where you're going to actually allow psychologists, nurses, physician assistants to sign off on disability benefits rather than a medical practitioner like… that's qualified as a physician to do it. This Bill actually… it… it gives a wide range for temporary benefits to be given to… to somebody rather than the narrow range that it should be. Twelve months is sufficient amount of time. They should not have to have it any longer than that for temporary. As the Sponsor actually said, typically those people that have long-term disability issues are going into the work comp system. So, you're… you're essentially adding a lot more… there's a lot more capability for somebody to actually be gaming the system under this situation. We cannot afford to do this and… given our current state of affairs and I urge you to vote 'no' on this. We have a decent amount of restriction for people on disability right now. We do take care of them and there's no need to widen his pool. Thank you."

And so, I… the basis of the Bill came out two years ago. The World Health Organization declared bacon, yes, bacon, a Class I carcinogen. Nothing could be further from the truth. And so, we needed to defend our bacon producers. So, this Resolution acknowledges the importance of bacon and pork and the pork producers to our state.
