"I don’t want to be one to rise just to hear myself talk but after a 25-minute Session yesterday, I must rise today to express my frustration and disappointment. Like many of my fellow freshman Members, I arrived in Springfield to work to make a difference for my district. We knew it wouldn’t be easy. We knew we were going to have to make some hard decisions, and we knew we were going to have to take some tough votes. I may be naïve but I honestly thought that in today's environment here in Illinois, we all believe the situation here is very dire. We would be voting on Bills that would help our districts and the people of Illinois. Instead, we have been voting on Bills that we cannot fund. Bills that give false hope. Bills that are self-serving and drafted to hurt each other. This is not about us. Where is our sense of urgency, our sense of honesty, and our sense of good? Coming from local government, I know how important it is to have a balanced budget. For Savannah, it has allowed us to plan for the future and do long-term projects that we're doing today. It allowed us to execute day-to-day operations without interruption. It allowed us to deliver services to those who depend on them. We all know, even those that aren’t listening, that we have three weeks before a statutory deadline for us to pass a budget. We have made no progress in the House. And this week, I wonder why we are here. We have done very little on the floor and Session has even been canceled for tomorrow, which some of you are very happy about. People, time is running out. We have to work more, not less, to pass a balanced budget with reforms. The Fibromuscular Dysplasia Society of America was founded in March of 2003 and they've been active with a number of awareness efforts. There's still much needed awareness and research of the disease that is needed. And during the month of May each year this association organizes a global observance of the issues associated with Fibromuscular Dysplasia. "It seems to me that this week in Illinois, in this House, the only thing we've been doing is Resolutions; however, there is one Resolution… there's one Resolution that this Body ought to consider and that's House Joint Resolution 9. This Resolution calls for the removal of the Auditor General Frank Mautino. And it's incumbent upon everybody in this place to understand exactly what happened on Monday. Because on Monday 10000045.docx 22 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 45th Legislative Day 5/11/2017 the State Board of Elections found that Auditor General Mautino willfully violated the State Board of Elections order to amend the disclosure reports filed in 2014 and 2015. Specifically, the responding committee willfully violated the board's May 18, 2016 order vis-à-vis failing to amend disclosure reports filed in 2014 and '15 to a) reflect an accurate breakdown between gas and repair made to his… his account, 2) identify the actual recipients of itemized expenditures and 3) identify the specific purpose for the expenditures. Their recommendation, which is all that they can do, is to fine the Auditor General. But make no mistake about this, our Auditor General should be removed by off… from office by this Body. This Body put him into the office, only can this Body with the Senate take him out of office. And it is our duty to do so at this point. The investigation into Mr. Mautino's campaign account began not long after he took office on January 1, 2016. While in office… while in office, Mr. Mautino has done the following things: He has failed to answer questions from Members of the General Assembly on multiple occasions. He has violated our own FOIA statute. He has delayed answering questions from the State Board of Elections. He has refused to sit for a deposition related to the State Board of Elections inquiry on the grounds that it… he… he was protected against self-incrimination, which means he basically pled the Fifth. And our Auditor General, our top watchdog, is currently under federal investigation. However, last year, a society of the pavilion, Yoko Ono, released the sculpture called "Sky Landing". Her first permanent public art instillation in the United States. This is part of Project 120 Chicago which could lead to the revitalization of the Garden of the Phoenix in Jackson Park. Japanese in Illinois have also contributed to economics. Did you know that the very first doctorate ever at the University of Chicago was given to a Japanese, Eiji Asada, a scholar of Old Testament Biblical Studies received the first doctorate in 1893. Over 100 years later at the same university, the Japanese born professor, Dr. Yoichiro Nambu received the Nobel Prize in Physics in 2008 for his work in subatomic physics. Such achievements have inspired Japanese students to come… to come abroad to Illinois. There are more than 400 Japanese students studying in Illinois each year. In Japan, Illinois is perhaps best known for President Abraham Lincoln. Every year, hundreds of Japanese students from Springfield's sister city, Ashikaga, participate in a competition. They read the Gettysburg Address, write an essay about what it means to the 21st century, and memorize the speech. A few lucky students are selected to travel to Springfield. It is these shared values that are at the foundation of Japan/U.S. relations. In his 5th year in office, Prime Minister Shinzo Abe has provided stability and the confidence for the Japanese economy through his Abenomics plan. GDP has increased by 44 trillion yen, approximately 400 billion dollars. The labor force is growing and unemployment has fallen to 2 point 8 percent, the lowest in 22 years. The participation of women in the labor force has also improved nearly 4 percent over 4 years. In February, Prime Minister Abe and President Donald Trump met and reaffirmed the commitment to the Mutual Security Alliance as well as the importance of deepening our trade and investment. In April, Vice President Mike Pence met with Deputy Prime Minister Tarō Asō in Tokyo and began an economic dialogue. They will continue to discuss a possible bi-lateral frame up which would promote trade, economic growth, and high standards throughout the Asia/Pacific Region. Our bi-lateral cooperation is demonstrated by Japan's relationship with Illinois. Altogether, there are 630 Japanese business facilities in Illinois which employ over 44 thousand people. The Aisin Group in downstate Marion is a great example that illustrates of a combined success. In closing, let me turn our attention to a more contentious international situation. Lately, the world has been alarmed by the increasing frequency of the provocations of North Korea. You may recall that a ballistic missile was fired into the Sea of Japan while Prime Minister Abe was visiting President Trump at the Mar-a-Lago in February. We fully appreciate the strong determination demonstrated by the United States to address and solve the situation in our region. When Vice President Pence visited Japan in April, he warned North Korea not to test the resolve of the U.S. military while aboard the U.S.S. Ronald Reagan. The USS Ronald Reagan is home ported in Yokosuka, Japan, which is the headquarters of the United States Seventh Fleet.
