We have issues all throughout this state, but one issue I think that we could resolve for sure is congestion and just inefficiency on our roads. You know one of the reasons why I appreciate the Speaker for appointing me to the Transportation Committee is I wanted my legacy to be how can we address congestion. Living in the City of Chicago and the Chicagoland area, moving around costs millions of dollars of traffic and congestion. And I urge all our universities, all our transportation and technology think tanks to truly come together to address this issue. How can we move people more efficiently throughout our Chicagoland area, throughout the State of Illinois, you know, or for commerce purposes? Years ago we increased the speed limit for the State of Illinois for what purposes? To increase proficiency, to increase economic stability of the state. Let's talk about congestion. I'll be going back to Spring… Chicago at some point once we resolve this and I'll probably be stopped on I-55 in traffic. Not spending time with my family, not being productive. So, I urge you all to just keep this in mind that we can stop this problem with congestion. We can make it more proficient. "Thank you, Mr. Speaker. So, we've just ran through probably 15 Resolutions. I'd like to know why my Resolution, HR139, is still bottled up in the Rules Committee? HR139 was a very reasonable, bipartisan Resolution that would… that asked that we actually do a task force related to property taxes. Now, I filed this Resolution back in February, but I've been working on the Resolution for over two years, over two years. And I have spoken about elements of how unfair property taxes are and the assessment property for three years. And only now have you seen a number of Democrats, high… high level Democrats come out and talk about the unfairness of the system based on the Chicago Tribune's review of property taxes in Chicago. Now, some of the headlines that came out of the Tribune seminal work are Cook County property tax system helped wealthy homeowners at others’ expense. The appeals process made Cook County property tax system even less fair. Under the last assessor, property valuations failed to meet legal requirements and on and on. The headlines are devastating. And it now seems that every Democrat Governor candidate is concerned about property taxes. And yet, my 10000061.docx 19 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 61st Legislative Day 6/22/2017 Resolution… a very reasonable ask to look at our assessment system, understand that is needs to be modernized, brought into the electronic area where we're not doing things on slips of paper shoved into a… a back drawer that can't be found or verified or vetted. How we need to do this. So, I'd like everybody's help on both sides of the aisle to get my Resolution out of Rules Committee so that we can discuss modernizing our property tax system so that it is fair. It's fair for everybody. Whether you're in downstate Illinois, where there's also a court case going on now over property taxes and how they were assessed because they used an assessor… or they hired an assessment consultant that didn't know what he was doing, to Chicago where you've got wealthy individuals getting tax breaks at the expense of lower income individuals that are literally getting taxed out of their house in south suburban Cook. I'm concerned about this. As a matter of fundamental fairness we need a task force to look across the state at our property tax system and I'd appreciate support from your side of the aisle on getting on my Resolution and getting it out of Rules Committee so that we can vote on it today. We've done another… a number of other Resolutions today that, quite frankly, are not as impactful for the citizens of Illinois as my Resolution, would be. I think it's a quote that should be repeated today, tomorrow and every day going forward. It's a great quote; my favorite quote of the week. It comes from House Leader Jim Durkin. It starts like this, it says, there will be a Governor's election in a year and a half, let the chips fall where they may. But listen up, Members, there's the important part coming along. But the fact is, everybody needs to lay their arms down for a little bit, put things aside, think about the welfare of the state. I'm here to tell you, Speaker and Members of the House, I put my arms down. I don't even have any arrows left in the quiver. I am not armed for battle. I am here to do the work of the people.
