"Introduction and First Reading in full of House Joint Resolution Constitutional Amendment #38. RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to add Section 5 to Article VIII of the Illinois Constitution as follows: ARTICLE VIII FINANCE SECTION 5. RATE OF GROWTH OF APPROPRIATIONS (a) In no fiscal year shall the rate of growth of General Revenue Fund appropriations over the preceding fiscal year exceed the rate of growth of the Illinois economy. For the purposes of this Section, the rate of growth of the Illinois economy is the average annual growth rate of per capita gross domestic product in the State over the preceding ten calendar years, using data reported by the federal Bureau of Economic Analysis, or its successor agency, before December 31 immediately preceding the beginning of the fiscal year. The General Assembly shall provide by law for the implementation of this subsection (a).
