We know 1,800 young Illinois soldiers perished in the battlefields of Korea. The Korean War Memorial in the… Springfield stands to pay tribute to their sacrifice, but to me and my fellow Koreans, it is also a monument binding the Republic of Korea and Illinois for long. Built on our camaraderieship in the wartime, mutual trust, shared values and six decades of commitment, the Korea/U.S. Alliance present days is as robust as ever and the ties between our two countries has never been closer. Even six decades after Korean War, the (unintelligible) the Korean/U.S. Alliance keeps growing as the anchor of peace and security on the Korean peninsula as you know against the North Korean security threat and in the Asia Pacific region with changing geopolitics. It is also notable that with increasing capabilities of its own, South Korea's contribution to the alliance has continued to grow over the decades wearing a significant cost over stationing of the U.S. policies in Korea. Based on the strong alliance, South Korea and the U.S. will continue to closely cooperate to reserve the pending security challenges posed by the North Korean nuclear and missile capabilities. North Korea's participation at the Winter Olympics opens a window for inter- Korean dialogue. We hope the momentum will lead us to further engagement so that North Korea nuclear stress could be addressed through dialogue and negotiations soon. Distinguished Representatives, in addition to our staunch alliance relations, it is noble that the Korea/U.S. economic ties another key pillar when… whenever all alliance relations are reviewed. South Korean is the sixth largest trade partner of the United States. And the U.S. is South Korea's second largest trading partner. The Korea-U.S. trade agreement which came in force five years ago proved themselves indignant instrumental in the expanding vital trade raising the market share over the U.S. products in the Korean market. It also greatly contributed in the expanding market for agriculture and meat products from Midwest of the U.S. On instance is that South Korea emerged as the second largest export market over the U.S. beef from last year. Thanks to the Korea/U.S. free trade over the month, Korea's private investment to the United States has increased 2.6 times for the last six years creating thousands of new jobs and contributing to the export of U.S. products to other countries. "Well, as everybody knows, this is really the kickoff… the beginning of the month to African-American history month. And as our tradition is every day that we're in Session, we read something about a prominent African American that has 10000097.docx 12 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 97th Legislative Day 2/6/2018 contributed to the greatness of this country. And so, I'm going to start by talking about someone, who actually all of us may have to deal her invention at some particular point, Dr. Patricia Bath. Dr. Patricia Bath, ophthalmic surgeon, inventor, and activist for patient rights was born in Harlem, Ney York in 1942 to Rupert and Gladys Bath. She developed a love for books, travel, and science and excelled in high school, and began to show her aptitude in biology, where she became editor of the Charles Evans Hughes High School Science Paper. In 1959 at the age of 16, she participated in a summer program offered by the National Science Foundation at Yeshiva University and gained notoriety by deriving a mathematical equation for predicating cancer cell growth while in high school. One of her mentors in the program, Dr. Robert O'Banard incorporated her findings into a paper he presented at an international conference held in Washington, D.C. in 1960. Bath earned a BA from Hunter College in 1964 and then went to medical school at Howard University in Washington, D.C. She finished her MD in 1968 and returned to New York as an intern at Harlem Hospital followed by a fellowship in ophthalmology at Columbia University from 1969-1970. She began to notice differences in the patient population in the hospitals where she worked. Essentially, all the other hospitals that she had privileges at had very high incidents of African-American patients who were blind. But at her hospital, where she was the head of ophthalmology, it was markedly lower. And what she did at that point was started a new discipline called community ophthalmology of which is now studied and practiced worldwide. In 1981, Bath conceived of the invention of which 10000097.docx 13 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 97th Legislative Day 2/6/2018 she is become famous. As many of you know, at one time, if you had cataract surgery, they kind of cut you up, and you were infirmed for a few weeks. Well in 1981, she invented the Laserphaco Probe which was a surgical tool that uses a laser to vaporize cataracts via a tiny one millimeter insertion into a patient's eye. After using that Laserphaco Probe to remove a cataract, the patient's lens could be removed and a replacement lens inserted. Many of you who have had maybe surgery on your eyes or know other people that have, also know about the YAG laser, yttrium-aluminum-garnet laser. She pioneered the use of the YAG laser and ophthalmic surgery also. In 1983, she was named Chair of Ophthalmology Residency Training Program at UCLA, and she was also elected to the Hunter College Hall of Fame in 1988, and named Howard University Pioneer in academic medicine in 1993. So those of us, like myself, who've seen floaters or those of you who have had cataract surgery or will have it, you can owe the fact that you will recover 100 percent because of Dr. Bath. So, that is actually the start of many entries that we will make this month in African-American history month. And remember, African-American history is American history. Thank you."

So, I'm pleased to be able to follow that. But to say something good about the State of Illinois, about two weeks ago I attended the installation dinner of the Arlington Heights Chamber of Commerce. And it was reported that the… in Arlington Heights last year, 2017, 80… 8-0 new businesses located in Arlington Heights. And those would be small businesses, the heart blood of the American economy, small businesses. Now, lest you think that Arlington Heights is an island in this sea of doom and gloom that we call Illinois. Let me read from an economic report from another area of this state, and I hope my distinguished colleagues from the DeKalb area will not mind too much if I steal some of their thunder. But this is a report from the DeKalb County Economic Development Council talking about 2017. This was written in December of last year. This year was highly productive for investment and job creation in DeKalb County. Capital expenditures exceeded 135 million and more than 433 thousand square feet of industrial space was developed. This development resulted in the creation of 800 new jobs for the second year in a row, the highest level in decades. These recent employment gains have driven the annual average unemployment rate down to the lowest level since 2007. So look, I'm not minimizing the challenges we face in Illinois, but I guess the condition around the state are not quite as bad as some would have us believe. Thank you, Madam Chair."

As many of my colleagues have probably heard and many of you… of the colleagues that served with him know, the Peoria area lost a huge icon over the weekend. Former Senator… former State Senator George Shadid, who served this state and the Peoria area honorably for many… many years, was a gregarious voice and larger than life personality in the entire Peoria area. This is someone that never had a college degree, but someone who lived life large, was incredibly intelligent, started his career as a Peoria police officer, went on to become the Sheriff of Peoria County, and then later became State Senator for many years. Madam Speaker, we will have a Resolution in the coming weeks to certainly recognize this leader, but I just wanted today to say that our thoughts and prayers are with his entire family. And again, the Peoria area lost a massive icon and he will sorely missed. So, if we could please have a quick moment of silence for state… former State Senator George Shadid."
