I am a small business owner and a NFIB member for more than 25 years. My father was a small business owner and a NFIB member for multiple decades. Even my grandfather was a small business owner and a NFIB member years ago. If you haven’t dealt with NFIB, you have to understand that this is a member-driven organization. It states in the Resolution itself that the policies of NFIB that advocates for small business are member mandates. Seventy percent of members have to agree on an issue before NFIB will advocate for it. It's truly designed to be a small business owner's voice within Springfield and Washington. "Thank you, Mr. Speaker. Ladies and Gentlemen, I wanted to take just a moment to remember a wonderful public servant, who lived and worked in Sangamon County. I first met Judge John Schmidt when I was a cub reporter here in Springfield, and he was the Sangamon County State's Attorney. He was always kind, accessible, and willing to spend extra time to make sure I understood the case or the situation. Before he became the State's Attorney, he had worked in the office as an assistant and prior to that in the U.S. State's Attorney's Office. For the last seven years or so, he served as a judge in both the Circuit and the Appellate court. All the while, he was a loving husband and father. The last time I saw him was at the beer tent at the Illinois State Fair, and he told me how proud he was for some of the votes that I had been taking recently. He was always one to reach out and make sure that you knew that he was proud of you. I met and served with his wife, Robin, on the Springfield Park District Board as well. And she's quite a lady too. As a couple, they loved Sangamon County and served the public every chance they got. Ladies and Gentlemen of the House, it is with sad duty today to report to you that Illinois State Police Lieutenant Richard Kozik, badge number 4929 of Cadet Class 96, yesterday suffered a medical emergency resulting in him being transported to a hospital to further medical treatment. Lieutenant Kozik later died at the hospital. Words that describe this man were dedication, mentor, leader, commitment, sacrifice. Richard was a deeply religious Catholic, who never missed mass. He was always found in good spirits, and he cared deeply about the Illinois State Police Building in Memorial Park. He inspired their annual motorcycle fundraiser. And yesterday, at the hospital, he was surrounded by his fellow command staff and members of the motorcycle enforcement crew. From what I understand is, it was a very somber moment, and it was a show of what this man was actually like. The men and women of the… that he commanded are devastated today. One of the troopers said on Facebook last night, they were devastated, and that Lieutenant Kozik exemplified what was best of the State Police. He was a caring trooper that spent countless hours helping and caring for others. He was a type of person who would go to the extra mile and never ask for anything in return. And as you know, Chicago is on that list. So I decided to do a little bit of research, about those other 20 cities on the Amazon list. Now, if income taxes are the sole determinant of where Amazon is going to locate, then there are three, maybe four cities that they would go to, which would be Austin, Dallas, Miami, no income tax, Nashville doesn’t have an income tax, but they tax capital gains. But my guess is that since states are throwing money at Amazon in the billions of dollars, that income taxes are not the sole determinant of where Amazon is going to locate. So, I looked at the other cities on the list and compared Illinois income tax rate, which we know is 4.95 percent… 4.95 percent to… with no county or state income tax to the other cities on the list. Let's look at those other cities on this list: Atlanta-6 percent, Boston-5.1, Columbus, Ohio-7.4, Los Angeles-12.3, Montgomery County, Maryland-8.95, Northern Virginia-5.75, Philadelphia-6.9, Pittsburg-6, Toronto-13.1, Washington, D.C.-8.95, Illinois-4.95. Gosh, doesn’t look too bad compared to our competitors does it? Thank you very much."

Our appropriations committees don’t do the work they should do in a bipartisan, collegial, collaborative manner to actually demonstrate a budget reflects all of our priorities. So with that, I will begin asking that we consider truly adopting a revenue estimate and following the process, which we all know will serve our constituents and the state in a better way. These members of the UAW, who pay their dues, are not being protected by their leadership. By no means is this a… union… this is by no means a union-busting Resolution. This is about sexual harassment and getting rid of corruption in a union for the union members. Floy Clemmons was born in Memphis, Tennessee. At the age of three years old, she migrated with her parents to Chicago. She was one of three Representatives from the 22nd District. It wasn’t until 1958, 82 years after the first black male was elected to the General Assembly, that Floy Clemmons began her service in the Illinois General Assembly. If you can imagine, 1958 wasn’t so long ago. In fact, 1958 was 140 years after the inception of the General Assembly of Illinois, 140 years before the first black woman to serve in the General Assembly. I'm putting an emphasis on time, because it reminds us from whence we've come.
