Pamela Sue Knight, of Dixon, who passed away over the weekend. Like most of you here, we did not know Pam personally, but was introduced through… to her through the tragedy that took her life. On the afternoon of September 29, Pam Knight, a wife, a mother, and a friend to many, devoted her life to serve others through her work at the Department of Children and Family Services and Lutheran Social Services, was brutally beaten when attempting to take a two-year-old boy into protective custody from an unsafe environment in Milledgeville. The boy's father physically and violently assaulted her. Officials stated, that Pam Knight was kicked in the head and the beating fractured her skull causing permanent brain damage, injuries that she would never recover from. Since the attack in late September, her husband, Don Knight, and her daughter, Jennifer Hollenback, have stood by her side. They have prayed for her to awaken from her coma and kept vigil while she endured numerous surgeries. They watched as health care workers tried to teach her new ways to communicate with her eyes, when she could no longer speak. And while she underwent hours of physical therapy in an attempt to regain her movement in her arms and legs, last week on February 8, her condition worsened and she sadly succumbed to her injuries. Pam Knight devoted her life to serving others through her work with social service agencies. She studied family social services at Northern Illinois University in DeKalb. She went on to become a welfare specialist at Lutheran Social Services for nearly 20 years before coming to the Department of Children and Family 10000099.docx 4 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 2/13/2018 Services 11 years ago. Pam literally gave her life trying to protect our most vulnerable. Pam Knight was a member of AFSCME Local 448, and was given a Public Service Award from AFSCME Council 31 at the Union's 20th Biennial Convention in October, here in Springfield. That award reads, in recognition of exemplary dedication to the mission of child protection and family support, for going above and beyond the call of duty, and providing to all Illinois citizens a powerful reminder of the vital work that public service employees perform every day. With our deepest gratitude, admiration, and hope for the future, we hold you in our hearts. The Sterling office, where Pam Knight worked, has been devastated and completely shaken by the loss. I want to commend AFSCME Local 448 for their support to Pam's husband and daughter Jennifer, and bringing social workers to help her workplace family deal with this tragedy that has very personally affected each one of them. Unfortunately, Pam Knight's attack and death is not an isolated incident within our social services network. DCFS workers, Adult Protective Services workers, and many others put their safety at risk every day to protect those who cannot protect themselves. According to state news report, a dozen DCFS workers have been attacked or seriously threatened as they have entered homes to protect children or investigate mistreatment allegations since 2013. It is our responsibility, as Legislators, to do what we can to enact laws that may help protect those that we serve. In response, we have introduced two Bills, HB4147 and HB4586, to strengthen criminal penalties for the people who commit these unforgivable and heinous acts. And the fact is, we can no longer say, oh, that's just Uncle Mike. That's how he is. We need to stand up as a General Assembly and say we are better than this, we are not going to tolerate this. It is not enough to just say #MeToo. It's not enough just to say we have a task force. We need to stand up and we need to do what's right by the women in the State of Illinois. One question that everyone has on their mind when moving to a new city is, is it safe. Not only does this affect your decision to move to a place, it also affects the way you feel after you have settled down. By focusing on safety, people looking for a new city, feel more secure. They look for a place to establish themselves, raise a family, and improve their lives. Let me give you a list of the 10 municipalities in Illinois that made the list. Number six the City of Wheaton. Number 15, my home municipality of Arlington Heights. Hoffman Estates was number 16. Palatine was number 17. Mount Prospect was number 20. Des Plaines was number 35. Obviously, the North West Suburbs are well represented. The city of Naperville, not only did it make number 41, but it was also #3 most successful city in the United States, according to the career resource website Zippia. Tinley Park was number 46. So, I agree with Representative Drury. We have a problem in the State of Illinois. We have a problem with our culture, we have a problem with our Leadership that just allows this to continue. "Oh, wow, thank you so much, Mr. Speaker. I rise today… I'm sorry, we have to get this right. I rise today on February 13 to recognize the birth of my son Isaiah Bruce Shelton. Fourteen years ago on the best Friday the 13 of my life, I gave birth to this beautiful, beautiful boy who is a lovely athlete and an aspiring mathematician. He currently is the statistician for the girls' basketball team at his middle school; and I think that that's very fitting. And as we move further into Black History Month, I thought I would share with you and him, when he sees this video, about the first African American to receive a Ph.D. in mathematics, and his name was Elbert Frank Cox. He was born December 5, 1895 in Evansville, Indiana. After graduating from Indiana University in 1917, Cox served in World War I and then pursued a career in teaching. In 1925, he earned his Ph.D. in mathematics from Cornell University, becoming the first African American to earn the degree in the United States, and in fact, the world. You hear that Izzy? The world. After earning his degree, Cox taught at West Virginia State College and then at Howard University where he remained until his retirement in 1965. Ten years later, the Howard University Mathematics Department established an Elbert F. Cox Scholarship Fund to encourage young black undergraduates to pursue mathematics studies at the graduate level. Cox died on November 28, 1969. The Senate overrode the Veto last week with a vote of 48 to 2. This is a Bill that helps a small business in my district. It's a restaurant run by a husband and wife team who put together their life savings to open this restaurant in the neighborhood in my district and it is on the site of a formerly condemned building. They are struggling to get return customers because they cannot sell a simple glass of wine with the meals at their restaurant. The establishment is supported by local officials and the church that is within a hundred feet of their entrance. I had those letters of support, which I brought with me when we first passed the Bill. I understand that the Governor has an issue with piecemeal exemptions such as this, but Senator Nybo has filed a Bill to address the Governor's concerns and that will be coming into our chamber for consideration later on. We currently don’t have this Bill. And so, in the meantime, we do need to support a small business and the local economy in my district. So, it's important that this Bill be passed.
