There were many people in the General Assembly, the House and the Senate, that participated. There were three individuals who were our top three for the trophy. And you know, the National Guard has been in the news a lot recently because of actions that are being taken at the Washington level, but the Illinois National Guard, and specifically the Air National Guard, deserves two notes today. One, the 126th Air Refueling Wing down at Scott Air Force Base was awarded an Outstanding Unit Award by the Air Force for its participation and its actions and its readiness to support activities throughout the world in refueling aircraft. And at any given time, if a aircraft needs to be refueled, 50 percent of the time they're going to be refueled by a National Guard tanker. And the other Unit in the Air National Guard that deserves recognition today is 183rd Airlift Wing up in Peoria. The 183rd Airlift Wing in Peoria was noted the best... the best Airlift Wing in the Air Force. Active, Reserve, National Guard, the 183rd in Peoria. Two good news for the Illinois Air National Guard. "Thank you, Mr. Speaker. It is with great sadness that I rise today as we learned of the death of former Illinois State Representative Thomas B. 'Tom' Berns who passed away on February 19, of this year, at the age of 72. Representative Berns graduated from the University of Illinois in 1968 with a bachelor's degree in civil and environmental engineering and began work as engineer. He founded his own firm that's located on Main Street in Urbana today, Berns, Clancy and Associated (sic-Associates). Which is regarded as one of the premier engineering firms in East Central Illinois. Representative Berns taught surveying at the University of Illinois as an adjunct instructor and around the state for the Engineering Extension Service. In 2000, Representative Berns was appointed to the Illinois House of Representatives to fulfill an unexpired term of then State Representative Tim Johnson and after completing that term, he was reelected and 10000111.docx 6 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 4/9/2018 111th Legislative Day served one term. During his brief time here, he sponsored 64 House Bill, 20 Senate Bills, 27 Resolutions. Throughout his career, Representative Berns earned many awards including Young Engineer of the Year, Distinguished Service Award from the Illinois Professional Land Surveyors Association, and the list goes on and on and on. Tom Berns was a gentleman's gentleman. He was a professional's professional. I don't think I ever had the privilege of interacting with Representative Berns when he did not have a smile on his face, when he did not have a good word for everyone in the room. He served with enthusiasm and distinction in his home community of Champaign-Urbana for many, many years. He was a longtime member of the Urbana Rotary Club and its past President. He was team manager for the Prairie Little League for years. He served on boards of the Champaign County Chamber of Commerce, the Illinois Chamber of Commerce. He was on the board of the Urbana Schools Foundation, the Champaign County Bell Tower Committee. And he served on the board of the Champaign County Forest Preserve District Foundation, the Urbana Park District Foundation. And again, it's a list that is very, very extensive. Representative Berns was a member of the St. Patrick's Roman Catholic Congregation in Urbana for over 50 years. He was a lifelong and enthusiastic Illini sports fan and enjoyed playing golf, tennis, fly fishing, and spending time with his beautiful family. There are still a few Members of this august Body that served with Representative Tom Berns. And I'm sure you will agree with me that I don't know that I've ever met a nicer man than Tom Berns. He was here for the right reasons. He was positive. I believe at one point I looked at his career in Champaign County and he had worked on almost every project for probably 40 years in Champaign County. One building or another has had his footprint on it. And so he will truly be missed. To his family, certainly our deepest sincerest condolences. And I will ask my colleague to add me to this Resolution as we move it to his family and recognize the work of Mr. Berns."

He was, as Chad said, a gentleman's gentleman and I really enjoyed my time with him. He lost an election, but the fact is he acquitted himself with great, great honor and respect and never looked back and said that I could of done this or that. He enjoyed life. He enjoyed giving back. There's an expression that we've all heard over the years is that good guys finish last, not in this case. Tom Berns was a good guy and he finished first. And if you read his accomplishments, you realized that he did cross the finish line with grace and dignity and honor. Thank you."
