And today I'd like to reach back a little bit in history, if I may. Last week, our nation remembered the Reverend Dr. Martin Luther King and his life and unfortunate and tragic assassination, in Memphis, 50 years ago. And Dr. King fought for civil rights and equal rights for all Americans, especially of course for African Americans. I will tell you that if we all practiced what Dr. King preached, I think our world would be a lot better place. But I reference that because, talking about civil rights, it's worthwhile to note that the 13th Amendment to the Constitution, to the United States Constitution, is the Amendment that abolished 10000112.docx 10 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 112th Legislative Day 4/10/2018 slavery and involuntary servitude in the United States. And if you fast forward 100 years to 1964 and the Civil Rights Act of 1964, it is widely recognized that that monumental piece of legislation passed in large part because of the efforts of Illinois Senator Everett McKinley Dirksen. "If you could have the Body just give me a moment here of silent… or of calm. However you get control, Sir. Yesterday, Don Knight and his family, were missing from the gallery to hear a Resolution to honor his wife, Pam Knight. I asked Pam's family to attend yesterday so we, as a Body, could express our condolences and thank… and thanks. But I also asked him to attend yesterday, so we could give… so he could give Pam a voice in the Jud - Crim Committee. Pam Knight deserved so much more than she got when she gave her life for the protection of another. The very least the committee could 10000112.docx 12 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 112th Legislative Day 4/10/2018 have done was given her husband some respect and some time to express his concerns with our current law. The current law that allows people to attack and harm DCFS and adult protection service workers that protect our most vulnerable with very little penalty. I was told by Members of the majority that Bills increasing penalties are not being considered in committee. The committee leadership has a strong desire and a goal to reform our criminal justice system. That is great, but reform by definition means to improve, not ignore. Our jobs… our jobs here are to give the tools to our schools and our communities to stop crimes from happening and to protect individuals who live, who work, and who support Illinois. I find the timing of these actions extremely unfair and hypocritical. Yesterday the committee did pass a street gang loitering Bill that was initially good, but amended to the point that it's now ineffective in my opinion. But the majority has passed several pieces of legislation, just last month, that were not heard in committee and that will add penalties for those that are currently law- abiding citizens. Unlike those politically driven gun control Bills, Pam Knight's Bill, HB4586, has bipartisan support and 43 of us are cosponsors. It has no opponents, but still did not get to be heard. HB4586 adds protections to DCFS and adult protection service employees. This Bill is not an overreach and just makes harming our workers an aggravated assault and it would give state employees, AFSCME members, the same protections as our police, our fire and other emergency responders, the same. Another Bill, also very important that was not heard yesterday in committee, was HB4588. Zachary's 10000112.docx 13 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 112th Legislative Day 4/10/2018 Law is named in honor of an 18 year old, Zachary Phillips, who was murdered by a parolee who was out for only 7 days. He gained access to his parole host's gun. HB4588 simply holds parole hosts accountable for breaking an agreement that they sign. Under this commonsense legislation if a parolee gains access to a negligent parole host's gun, and uses it to commit a crime, the host may also be guilty of a crime. A negligent parole host. In today's environment, it is more important than ever to enforce and prosecute, enforce and prosecute those that are not responsible gun owners. The people of Illinois do not want us playing politics with this issue. My ask today is that the Chairman and Democrat Leadership reconsider and call both Pam Knight and Zachary Phillips' Bills to be heard. We need to bring real reform, improvements, to the floor and stop trying to hurt each other politically. We can all do better. We were elected by the people and it is passed due time that we act like adults and work for the people, all of the people. Thank you, Speaker."

We have Grace Green, Savannah Thompson, Anne McKenna, Maggie Meyer, Grace McGrath, Molly Murrihy, Natalie Davidson, Katie Hogan and Grace Reilly. "Allen Frederick Bennett, passed away on Wednesday, November 29, 2017. Mr. Bennett was born to the late Leo and Donna Bennett on August 29, 1943 in Mt. Vernon. Mr. Bennett earned a bachelor's degree in business commerce from the University of Illinois in 1965. And graduated law school from the University of Tennessee and received his Juris Doctor in 1967. Mr. Bennett, shortly thereafter, served as the Public Defender in Macon County. In 1976 he was elected to the Illinois State House of Representatives. Mr. Bennett also served as an Assistant Attorney General and later lobbyist for the Fraternal Order of Police, Trooper's Lodge #41 and Illinois Fraternal Order of Police, State Lodge. Mr. Bennett served the people of Illinois by being one of the few to serve in all three branches of Illinois Government: the General Assembly, Executive, and Judiciary. Mr. Bennett practiced law privately in Sullivan, Decatur, Springfield, and Shelbyville before being elected Resident Circuit Judge of Shelby County, 4th Judicial Circuit in 2012.
