Head Coach Keith Peoples is with us as well as are managers; Mollie DeBoard and Elizabeth Stimac, Principal Gail Lewis, the athletic director Phil Sexton, and Cheerleaders Tamara Kriening, Sarah Lukas, Sara Switzer, Jessalyn Gonzalez and Regina Hinkle. These young ladies… Coach Peoples knew that these young ladies were on the cresp of a special, special season. Schlarman Academy is a school in Danville, Illinois with an enrollment of 99 students. Yet, they scheduled this year Springfield High School, Springfield Sacred Heart- Griffin, Chicago Simeon, the story program at Chicago Marshall with their nine state titles, and Champaign Central; and they defeated each of those schools. Chicago Marshall won the 2A state title, Schlarman beat them by 20 points in January. These young ladies are not only a special group of athletes, but they are tremendous students. They are very visible and very active in the Danville area community and they are young people that we could not be more proud of. First team all-staters, Anaya Peoples and Capria Brown; third team all-stater, Sydney Gouard; honorable mention all-stater, Janiah Newell. Coach Keith Peoples was the coach of the year named by the Champaign News Gazette and Anaya Peoples, the player of the year for the second consecutive year. "Thank you. I wanted to introduce the Members of the House today to my guest Gary Niebur. He's in the gallery. If he could stand. Thank you. He's joined today by his wife Debbie, his daughters Ashley, and Abby, and Amanda. Unfortunately his son Andrew couldn’t make it. Also joined by his son-in-law Josh and his adorable granddaughter Blair. And we're recognizing Gary today… giving a little bit of a personal story why it's so important for me to recognize him. I moved to Edwardsville in 1994 after a quick visit and fell in love with the place immediately. Luckily for me, Mayor Niebur had been elected in 1993 and he continued to serve until 2013 making him the longest-serving mayor in Edwardsville's 200- year history. He oversaw the population growth of Edwardsville from a village of 14 thousand to the huge town it is now with over 25 thousand people. It was named a top ten place to raise a family by Family Circle Magazine and I can echo that sentiment. He worked tirelessly along with a lot of Representatives here in this chamber, including my colleague Jay Hoffman. Expanded State Routes 159 and 157, which helped promote business growth and he secured nearly $50 million in funding in order to do that. We draw folks in from all over the area to take part in things like roller skating and rock climbing and swimming in both indoor and outdoor pools, thanks to the hard work of Gary Niebur. In 2007, our YMCA was given an excellence in facilities award by the YMCA of the United States of America. I don’t think Edwardsville would be the amazing place it is to live had we not had Mayor Niebur backing our city for such a long time. And I want to thank him for all his hard work and dedication. Cara is a 2018 IHSA all state academic team member, 1 of 26, only 26 student athletes across the state that have been honored with that. She ranked first… is ranked first in her class this year. Is a four-year member of both the Lady Bullet's cross country and track teams as well as a four-year member of the scholastic bowl team and is President of the Class of 2018. Specifically it’s called the Brownfields Redevelopment and Intermodal Promotion Act, which is modeled after an effort in the Elwood area near Joliet, where a rail developer used a mechanism that allowed for future employees… you kind of monetize what they otherwise would be contributing, it creates some dollars that are then reinvested into the property for the purposes of remediation and redevelopment. What we tried to do… at least what I attempted to do was specifically for areas in my district around the Canadian National Intermodal. And after reviewing it, we saw an opportunity for development in the City of Markham, but in order to capitalize on this effort there needed to be some technical tweaks. So, the Department of Commerce and Economic Opportunity approached with this particular piece of legislation to offer what the technical changes… offer the technical changes necessary so that we can move this forward and utilize it to its potential in the south suburbs. Municipalities that file their annual audit with the Comptroller's Office using a cash basis or modified cash basis method of a county will find themselves financially impacted by a recently enacted policy change by the Comptroller's Office. Under current State Law, municipalities have the option to file their annual audit reports with the Comptroller using either the accrual or cash basis method of accounting. The option has been both statutorily law and the policy of the Comptroller's Office for decades. However, in June 2017 the Comptroller's Office notified municipalities that there will no longer… they will no longer accept audit statements prepared using the cash basis or modified cash basis accounting method. The policy shift undermined existing law and decades of precedent. Municipalities currently use generally accepted auditing standards when preparing their municipal audits and the Illinois Municipal Code requires audits to be GAAS compliant. Cash basis accounting is GAAS compliant. Requiring that audit statements must be submitted based on the accrual basis method of accounting will add unnecessary complexity and cost to municipalities that utilize cash basis accounting for their audits. A forced conversion will simply… will impact smaller communities the hardest. Now, the legislative history reveals that Legislators focused on the auditing standards rather than the accounting principles. "Mr. Speaker, House Bill 4637 applies to consolidation of townships in McHenry County. That's the primary feature of this Bill. And what it says is that there are two ways that voters can actually approve a consolidation of a township. One is that the township board actually puts it on the ballot or if there is a backdoor referendum if more than five percent of the people voting in the last comparable election want to put it on the ballot, they have to approve that. The responsibilities are picked up by McHenry County. The McHenry County Board Chairman, our former colleague Jack Franks, is supportive of this Bill. There’s also a provision that the county for road districts can negotiate with municipalities to pick up responsibilities. So that’s the primary portion of the Bill. I worked very closely with Chairman Yingling. We have a provision that was added for McHenry and Lake only that actually would consolidate into the township road districts with less than five… 15 center miles, which would apply to five different townships. And the answer is absolutely yes on the township 15 miles from us that applies to McHenry and Lake. But what I have said to a number of people, and I'll say it today is I have no plans to call any other townships Bills this Session. I’m focusing on my district, mostly in McHenry County. I believe giving the ability of citizens to consolidate local governments is a positive thing. I would appreciate a 'yes' vote. Thank you very much."

"I, too, wanted to make some remarks as it goes for HB4637. I was unable to do that since it was on Short Debate. I think… I think, though, my remarks should be noted by this Body as we look towards doing more consolidation. And I'd like to point out that DuPage County, which initiated this entire consolidation process, has actually claiming to consolidate but doesn’t claim to necessarily save taxpayers money. And so if you're… you're going down this route, if you're in McHenry County and you’re looking at consolidation, you should make them prove up that they’re going to save money. Two prominent examples, Fairview Fire Protection District was a ‘paper’ fire district. It was consolidated, but the 187 property owners never saw any tax savings at all. In fact, what they saw was their property taxes increased because a special services area tax was immediately put on. The latest is last week DuPage County, once again, claimed that it consolidated another fire protection district. All it did was relieve the $300 thousand of debt and then charged all of the county $11 thousand per year, instead of just that one special district. So, if we’re going to do consolidation, let's make sure that we're saving taxpayers money. And that's the statement I wanted to make and that’s the warning to all of you who are in favor of consolidation. Thank you."

LIMITATIONS ON INCOME TAXATION (a) A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the rate shall not exceed the rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed. (c) For the purposes of this Section, a tax on or measured by income does not include retirement income, and there shall be no such tax imposed by the State upon retirement income. "Retirement income" as used in this subsection (c) means income derived from pension or any other retirement plan. SCHEDULE This Constitutional Amendment takes effect upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act. (b) Subject to the provisions of subsection (d) and such limitations as the General Assembly may hereafter prescribe by law, counties with a population of more than 200,000 may classify or continue to classify real property for purposes of taxation. Any such classification shall be reasonable and assessments shall be uniform within each class. The level of assessment or rate of tax of the highest class in a county shall not exceed two and one-half times the level of assessment or rate of tax of the lowest class in that county.
