I recently became the Chief Sponsor of Senate Joint Resolution 50, which declares the domestic violence is a public health priority for the State of Illinois and urges the state to make available all necessary resources to combat this epidemic. Now, this is a critical issue that affects women, but not only women, it also impacts men and it impacts families all across our state. This is a critical issue and I wanted to raise light through this Resolution. But I wanted to speak today because I am so pleased to have the executive director of Family Shelter Service here with us today, Judy Caribeaux. And she is in the gallery, if she could stand. Judy is an outstanding individual who works every day to serve the victims of domestic violence, men and women, across DuPage County. Today, I started my morning just like any other morning, got my coffee, got ready for the day, and then I opened up my Southern Illinoisan newspaper app. and… on my phone, and just trying to read about the things that are going on back home. Not surprisingly, SIU Carbondale is back in the news. It's… in fact, Southern Illinois University's been in the news a lot lately. So, I took my… ever since I took my seat in the General Assembly, it's been an ongoing pro… ongoing issues, some good, some bad. And as we went through the state's budget impasse and as that dragged on, and we saw program cuts and layoffs and potential closures, potential loss of accreditation, bond… bond issue status and status issues and more. We saw more and more that in the southern Illinois and the pages were filled as well in the Daily Egyptian, the student newspaper. Then there was the news recently about the hiring of a new chancellor who brought forward a proposal to reorganize and reinvigorate the Carbondale campus. And you'd think that that would be good news, but you'd be wrong. Because for months the news that followed the new chancellor's hiring was all about how SIU president Randy Dunn and Carbondale chancellor Carlo Montemagno weren't getting along, and how they couldn't agree 10000132.docx 5 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 132nd Legislative Day 5/17/2018 with moving forward with implementing the reorganization or that plan. That filing package I have referred to and continue to refer to as the attack SIU package. And that coupled with a failed plot by SIU President Randy Dunn to divert $5 million away from SIU Carbondale have all worked to harm recruitment efforts and the overall added… the overall sense of chaos and dysfunction at the Carbondale campus. So, today, on today's news about SIU, an opinion piece in today's Southern Illinoisan and includes a screenshot of an email sent by President Randy Dunn to Vice President Duane Stucky, SIUE Chancellor Randy Pembrook, and SIUE Budget Director William Winter that was quite revealing in why we've seen some of the things that are going on with the SIU system. So, I'm going to quote from an article and, again, I mean no disrespect when I say this. These are not my words. These are direct quotes from President Randy Dunn that says, 'Budget related documents acquired through the Freedom of Information Act show that SIU President Randy Dunn actively concealed from SIU Chancellor Carlo Montemagno his plan to transfer $5.125 million from Carbondale to Edwardsville campus. He sought to use the fictitious 60/40 split formula to shut the bitches of Carbondale.' Did you hear what I just said, Members? "I'd like the full attention of the Body. This past weekend, my family suffered an indescribable loss. A member of my extended family took his own life, leaving behind a bereaved wife, a devastated mother and father, and four inconsolable siblings. My brother-in-law was 55 years old and had suffered for many years with pain and illness. I share this tragedy with all of you, not for sympathy or pity, but to draw attention to the interplay between mental illness and physical illness, and the need for easier access to healthcare and greater attention to the provision of mental health services for those in need. May is Mental Health Awareness Month and today there are advocates in the Capitol for Mental Health Advocacy Day. By sharing my personal family experience with you on these issues, I hope to encourage all of you, your families, and constituents to remove the stigma from addressing mental health issues, bring discussions about psychic pain, depression, and anxiety out into the open. Recognize that there is a strong connection between mental health and physical pain and that addiction and behavioral health issues are inextricably tied to illness and self- medication not weakness and failure. Luckily, thankfully, a school resource officer from the Dixon Police Department was on campus at Dixon High School and immediately sprung into action and immediately responded. Office Mark Dallas is a school resource officer at Dixon High School and has been for several years. He's known by all the students and staff. He's a tremendous part of the community, a well-respected officer of the law, and a person who really brings the best that law enforcement has to offer to our young students in the community of Dixon. Officer Dallas pursued the gunman. The gunman fired shots at Officer Dallas and Officer Dallas returned fire, struck the gunman and disarmed him. Thankfully, no lives were lost in what could've been a truly harrowing experience. Students and teachers and faculty and staff at Dixon High School were in danger. And in the moment that they needed a hero, Officer Mark Dallas responded. I'm preparing a Resolution to honor Officer Dallas, but I wanted the Body to join me in saluting Officer Dallas, school resource officers across the state, and all of our local schools and law enforcement organization who practice, who drill, who plan, who work together so that if a moment like this happens, and I hope it never does, but if a moment like this happens, they all know what to do and they don't hesitate to spring into action. We're all grateful that no lives were lost. We're grateful that a greater tragedy was averted. "Yesterday, I was honored to be able to substitute into the House Human Services Committee. The House Human Services Committee, yesterday, passed the Equal Rights Amendment. Unfortunately, it was only passed on a partisan vote. We saw the headlines. This Bill cannot yet be called for a vote on the floor because not enough of my colleagues in this chamber are prepared to give women equal rights in the United States Constitution. But here's something else I saw yesterday. Governor Rauner's response to women who have spent decades fighting to ratify the Equal Rights Amendment, and I quote here, 'I've made my position clear. I support equal rights for everyone.' Governor, if your intention is to clear and if you truly believe in equality for all, you must state your definitive support for the ERA and encourage Members of your caucus to look past the smokescreens and do what is right. Vote to put women's rights in the constitution. Women, regardless of their profession, should be paid the same as their male counterparts. By putting the ERA in the constitution, it will be much harder to try to justify paying exceptional, professional women less just because of their sex. It is our responsibility to ensure that women have access to proper recourse when they are faced with sexual harassment or discrimination at the workplace or in schools or in their private lives. Women deserve access to justice and should not be forced to rely on laws that are being weakened and repealed. The rights and protections need to be codified in our constitution to make sure that no woman is ever forced to feel like their experience is less important than others. Equal rights and the Equal Rights Amendment is not, and I repeat, it is not about abortion. It is not about gender neutral prisons. It is not about the military draft. It is about equal access to opportunity and justice for women. Again, I am urging all of my Republican colleagues and the Governor… and Governor Rauner to do the right thing for women and to support the ERA. Thank you, Madame Chair."

And that plan would place the burden of over 85 percent of the burden to redo our infrastructure back on the states. We know that if we go back in history, it's always been a Federal Government has taken a lead with regardless of transportation, and we know with Illinois being in the middle of this country located strategically in the heart of the Midwest that we need infrastructure improvement and we need infrastructure improvement help from the Federal Government. So, that plan is not adequate and we're asking congress, not in this instance, to attack the President, but in this instance, to communicate to the President that we have to have a real robust federal assistance with regards to our transportation. The American Society of Civil Engineers graded Illinois as a C minus. That means that we're in dire need of additional help with regards to transportation. It is not my opinion, but it is a fact that we need a robust transportation plan from the Federal Government, and we need a robust transportation plan in our budget from the State of Illinois. We cannot wait. Other states have taken action. We need to take action. I plan to do that and advocate for that here in Springfield, but we definitely need our federal partners to see Illinois as the core. If we're focusing on water waves, we've focused on our coastal cities, our costal states, but when it comes to transportation, we are the hub of the rail, we are the hub of the roads. And I have the honor and the privilege of having a family member come in and testify in committee last week, she lost her daughter two weeks ago in my district. The little girl, she could play the piano… she was 10 years old, she could play the piano backwards. That's how talented she was, and we lost her to this horrible disease. And they calculated that a property tax equal to one percent… one percent of a home's value could plug the state's pension gap in ten years. This is a… I don't know the exact word to say that's greater than horrific, horrible, stupid. This would cause an immediate 15 percent in property values. At today's mortgage rates, a house currently valued at $240 thousand would need a $37 thousand drop in value to keep the same monthly payment with the 1 percent increase in property taxes, a $37 thousand drop. The economist actually state that prices would go down quickly. They admit that real estate prices would go down quickly, real estate values. And they actually reason and state that people considering moving to Illinois would find that the higher taxes would be offset by the increased in home affordability thanks to lower prices. The difference is, is when you buy an expensive house and you make a payment, you're building equity. You're not building equity when you pay a property tax bill. Secondly, they actually state that current homeowners would not be able to avoid the new tax by selling their homes because the prices would go down so quick. It's actually stated in the article. For some people, the home is their largest savings account. This would take some or all of that equity. In many cases, it would put some Illinois citizens upside down on their property. For commercial properties, it would greatly disincentives investment, especially for manufacturing and businesses that have a large real estate footprint. I rise today to call attention to the Blue Collar Jobs Act, legislation pending here in this chamber to generate construction projects in the State of Illinois and create good paying jobs for middle income families in our state. Helping the middle class is a pretty common talking point for elected officials across the whole country. While there are a lot of proposals that claim to do that, nothing helps the middle class more than creating good paying jobs. That's precisely what the Blue Collar Job Act does. It sends a message that Illinois is open for business by putting our highly skilled construction workers to work. It's a win for the State of Illinois. It's a win for Illinois businesses. It's a win for construction workers in our state. And it's also a win for the permanent workers that are hired after a new or expanded facility is completed. I helped put in place our state's current EDGE program which is an economic development tool that incentivizes long-term job creation. The Blue Collar Jobs Act helps by prioritizing our state's highly-skilled construction and trades workers and incentivizing the projects that put them to work. The program would work under the same structure as the recently upgraded EDGE program. The Blue Collar Jobs tax credit value is 50 percent of Illinois income tax withheld of construction workers during the project. That tax credit value rises to 75 percent of Illinois income tax withheld of those same construction workers if the project is located in an underserved area that meets certain poverty, unemployment, and federal assistance rates. The Blue Collar Jobs Tax credit is issued to the organization that builds, renovates, or expands the building just as the EDGE tax credit goes to the company hiring the workers. The tax credit is meant to incentivize the company to construct new buildings or improve existing buildings which can't be built without the use of Illinois labor. The Blue Collar Jobs Act is incorporated into four existing programs: the EDGE program as I discussed earlier; the River Edge, Historic Preservation Tax Credit Program; High Impact Business; and Enterprise Zones. I cannot emphasize enough one critical point. The tax credits only become available after the work has already been fully completed. In other words, the company can't earn the tax credit until the construction worker has been paid first. It's important that we show that business and labor in Illinois can work together to improve our economy and at the end of the day generate much needed economic growth in every corner of Illinois from Chicago to the suburbs to downstate is what we're about. It is important to realize that Illinois has one distinct advantage which doesn't get enough attention in this chamber, and that is our workforce. We have an advantage over almost every state when it comes to how well prepared and well educated our people are. I believe it is what primarily has Illinois still in the running for amazing projects like Amazon's HQ2. We want to make Illinois as competitive as we can and the Blue Collar Jobs Act would be a step in the right direction to do that. At home in the district that I represent, the 50th district, we urgently need economic development and more jobs. With changes at Caterpillar, Butterball, and Dial, we need to have every tool available to put people to work. The Buddig Company who recently purchased the Butterball facility in Montgomery, which brought 250 much needed jobs, applied for an EDGE agreement for their long-term staffing commitment.
