Mark was born on July 30th of 1954, Streeter Illinois. He attended Kinsman Grade School and Mazon High School. Mark married Doreen Mills in 1989. They have two children together: Kaitlyn and Perry both of Kinsman. The son of a farmer, Mark grew up on the family farm where they grew corn and soybeans. He raised sheep as part of his 4-H and FFA projects. After high school he helped his father farm until Mark retired from farming in 2017. Mark was a longtime public figure in Grundy County. He served as the Mayor of Kinsman of over 30 years and served as the Highland Township Road Commissioner as well. He was a member of the Grundy County Farm Bureau and a volunteer with the Verona Kinsman Fire Department. Mark will be remembered as a friend by everybody, especially for answering his phone at any time of the evening or day. Whether it was to help post flooded road or plow someone's driveway after a big storm, I think we can all remember those individuals in our community who would go above and beyond. Members, it's an honor for me to be here presenting this Resolution today before this Body to remember a person in my community that made a difference and left a long lasting impact. He truly was somebody who would give you the shirt off his back if you needed it. Mark is survived by his wife, Doreen, and his children, Kaitlyn and Perry, who join us today in the gallery right behind me. This team is really special to me, first of all because I live in Murphysboro, but secondly because my daughter played for the Murphysboro Middle School for three years, sixth grade through eighth grade. And she also had to put up with Coach Lane, right, who can sometimes drive these girls pretty hard. But… I will tell you ladies, Coach Lane pushes you because he wants the very best for you and we can see that this comes out, not only in your winning of the state championship, but also you should be applauded because of your combined GPA. And I think we mentioned that you… that you're… that your average GPA is 3.7 to 4.0. That is even more applaudable than what you’ve been able to do at an athletic level. And yes, this is the father of Coach Nick and Lance Irvin, who is here with us today, as well as their sister Cindy Irvin. Mack Irvin was not only a member of the Illinois Basketball Hall of Fame, he's known as the godfather of Chicago… of the Chicago basketball community. He's the innovator and creator of high school club basketball, many of us know and understand what AAU basketball has become today. But many of us don’t know where this stated, actually started right here in the State of Illinois with Mack Irvin. He started in… Representative Evans just eluted to it, he started Mack Ervin Fire which featured and continues to feature the top basketball talent in our state. He was the first coach really in our state to really target and embrace a traveling team. Many of these kids from intercity Chicago never having been outside the four-block radius of their neighborhoods, and he picked this not to exploit their talent, but to expose them to different cities, different states, different people, and different cultures. He was one heck of a coach, not only did he coach a lot of folks here in the State of Illinois, he coached the likes of Kobe Bryant, Shaquille O'Neal. He also coached internationally. This man is really a coaching icon and an ambassador for the game of basketball. Many of us who kind of pay… pay attention to this stuff, I know all of us don't, but many of us know the tremendous impact that Adidas and Nike has had on basketball programs. You see their apparel being featured not just in college, but also now high school and at grammar schools. A lot of this was all started by Mack Ervin. Honestly done just a tremendous job with his own kids, and he always taught them and… youth in his community to work hard. You can be successful, you can achieve your dreams, but you have to work hard. Her community activities include Henry County Farm Bureau volunteer at the Henry County Fair. She also is a great cook. She works with the Henry County Pork Producers and makes some great, wonderful pork chops. She's also a Seth Ernst Memorial Soccer Slam volunteer and Illinois State Fair Swine Birthing Center Volunteer. Her special recognition: she's an Illinois State Scholar, an AP Scholar. "Thank you, Mr. Speaker. The U.S. Constitution is a living document that can be amended to reflect changes in our society. It is well pass time for women to have the Constitutional backbone to protect our rights. The Equal Rights Amendment was introduced by Alice Paul in 1923, 95 years ago. Illinois would be the 37th state out of 38 required to ratify the ERA since it was passed by Congress four decades ago. The Equal Rights Amendment would ensure that all people benefit from our democratic principles. These are not just women's issues, they are everybody's issues. This would mean that not only are all men created equal, but we are all created equal and we have equal justice under the law. For more than two centuries women have been fighting to win the rights that have been guaranteed to others. The first and still the only right that the Constitution specifically affirms equally for women and men is the right to vote. Federal laws like the Equal Pay Act, the Civil Rights Act, fair housing, the Education Amendment of 1972, Pregnancy Discrimination Act, and family and medical leave could all be repealed by Congress. The advances that generations of women have fought for are vulnerable without the ERA. We need the ERA to prevent a rollback of women's rights and to promote laws and court decisions that fairly take into account women's as well as men's experiences. Unless we put into the 10000135.docx 13 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 135th Legislative Day 5/22/2018 Constitution the bedrock principle that equality of rights cannot be denied or abridges on account of sex, the political and judicial victories that women have achieved for the past two centuries are vulnerable to erosion or reversal at any time, now or in the future. With a simple majority Congress has the power to make laws that replace existing laws. Therefore, many of the current legal protections against sex discrimination can be removed by the margin of the single vote. Within the first few months of this presidency, Donald Trump revoked the Fair Pay and the Safe workplace Executive Order. With this specific Constitutional guarantee of equal rights through the Equal Rights Amendment it would be much harder for Legislators and courts to reverse the progress and eliminating sex discrimination. The ERA would simply clarify the status of sex discrimination for the courts. It would treat sex the same as race, religion, or national origin. The ERA does not make men and women into the same people, but throughout American history it has been incumbent on women to prove that they deserve equal treatment. The ERA would establish equality between the sexes as a baseline. These aren't just women's issues, they are everyone's issues. My son's need to know that their mother is not only equal in their eyes, but I am also equal under the Constitution. I ask Governor Rauner to stand with me and encourage Members on both sides of the aisle to vote to ensure that Illinois is the 37th state to ratify the Equal Rights Amendment. "We just heard from one of my colleagues in support of ERA. I just was handed this flyer that came through from the Illinois Family Institute. All of you here on the House Floor know that I have been working tirelessly bipartisanly on anti- gun violence issues. To see a flyer like this to be presented to go against ERA with women in the cross hairs of a gun target is extremely offensive. This is ridiculous. How on earth the Illinois Family Institute thinks this is going to make a difference. Yes, we may have differences and opinions on the ERA, but to use a gun target targeted at women is unforgiveable. I call out the Illinois Family Institute to cease using this kind to flyer to make their point. This is not making anybody's point. Gun violence affects everyone, and to use this on a flyer against ERA is unacceptable. Stop this now."

"Standing behind me today for her last official 4-H Legislative Connection is Deb Stoker. Deb Stoker started with the University of Illinois in February of 1980. In June of 1981 she became the first 4-H advisor in Clinton County. In 1991 she joined the staff of the… at the state 4-H office at the statewide events coordinator focusing on team leadership. She developed the Speaking for Illinois 4-H program, the young people today represent that program, and supported the evolution the Illinois 4-H Legislative Connection that you also see here today. After 37 years Deb Stoker is retiring after the 2018 Illinois State Fair. So, first of all government has no responsibility, this is not a priority of government to actually go ahead and put out loans and set together deals where you can lend money to people to put in clean energy. So, if this company comes to a municipality and wants this subsidized loan they… just ask for it. There is a certain vetting process but there is no credit check. There's no information that goes like a normal bank loan. So, if you're going to a bank to get a mortgage or you get a loan you're going to have to give them your credit information… you're going to have to give them business information on it. This is all going to be FOIAable, so it's not something that's ever disclosed to the municipality. So, the municipalities get stuck with bad loans that don’t get paid back, and unfortunately a lot of these fail, and it's all going to be on the taxpayer's burden. "Thank you, Mr. Speaker. This year I introduced House Bill 5139 which would create a regulatory sandbox for financial products and services. This would help Illinois grow as a global business hub and emerging center of tech innovation, while also increasing consumer choice and consumer protection. The House of Representatives voted 93 to 4 in favor of the regulatory sandbox Bill. This overwhelming bipartisan support shows that nearly every Member of this Body recognizes the benefits to the Illinois economy and Illinois consumers. Unfortunately, HB5139 has stumbled in the Senate. Some consumer advocacy organizations have called the regulatory sandbox a Trojan horse that will allow unscrupulous companies to take advantage of Illinois consumers. They are simply wrong. The Illinois regulatory sandbox is part of a global initiative that has already taken hold in Arizona, the United Kingdom, Singapore, the United Arab Emirates, and Australia, among other locations. This Bill will provide the Illinois Department of Financial and Professional Regulation, our state financial regulatory agency, the tools it needs to create customized regulations for innovative products that benefit Illinois consumers. Companies young and old, large and small are using new technology to create innovative consumer finance products that can lower costs for consumers. The regulatory sandbox would change this. My Bill allows the state regulatory agency to thoroughly examine a technologically innovative product, which has no comparable widespread use, and allow it to come to market on a limited scale for a short period of time. Every applicant will be thoroughly vetted before being issued a license that can only affect up to 5,000 Illinois and for a period up to 18 months, and it will be closely watched during that period. To keep the product on a short leash, the regulators would conduct examinations of the company at any time and immediately shut it down the product if a problem arises. The regulatory sandbox encourages companies currently operating under the radar without regulatory oversight to come into the regulated space where our state regulator can provide consumer protection. It will also provide an incentive for business to expand in Illinois or come to our state for the first time. Additionally, the sandbox acts as a global beacon to companies around the world to bring their innovative products to Illinois and build up their companies as part of our state economy. Unfortunately, anti- innovation forces have convinced some Senators to disregard the bipartisan support of the House of Representatives and oppose the regulatory sandbox. Illinois' financial community, our state regulatory agency IDFPR, and all other proponents of innovation, consumer choice, and consumer protection remain ready and willing to set the record straight. There is no question that the regulatory sandbox is pro-business and pro-consumer. It will enable IDFPR as our state regulator to better protect consumers.
