He wanted to know why it took so long for us to start that. He's just several other friends that want to come back to work and he wanted to know what we could do to bring jobs back to Illinois. And I told him some things that we'd tried to work on in the Illinois House but got killed in the Illinois House, especially with coal. And I just wanted to report to you, you know what his starting wage is, Mr. Speaker? Twenty-seven dollars an hour. He wanted to thank me because now he's… he's been unemployed but now he's got a job, he has respect for himself. And he's doing so much better. Why is it so dad gum difficult in this state for us to work on good paying jobs? Thank you, Mr. Speaker, for this moment."

But has since been revised because when we revisit the measures of equality and economic justice that Dr. King talked about 50 years ago, we still see disparities amongst race and gender. And so, I just want to read briefly what Reverend Dr. William Barber has stated about this 50th anniversary and about this 2018 movement. And he states, 'With the realities of systemic racism, systemic poverty, ecological devastation, the war economy and the often false moral narrative of Christian nationalism, we are in a moment in time which we need a deeply moral, deeply constitutional, anti-racist, anti-poverty, pro- labor transformative fusion coalition where people of all different races, colors and creeds come together and work together to engage in moral direct action, massive voter mobilization and power building from the bottom up state by state and even in the U.S. Capitol. We need this to change the narrative and insist that we will no longer engage in attention violence against the poor and other interlocking injustices that connect to poverty.' That is what our fellow Illinoisans are here and… for today and throughout the next several Mondays for Moral Mondays across the nation. So, our State Capitol will be continued to be ascended upon by individuals who are fighting to give voice to those who live in poverty. And fighting to talk about the interconnectedness of our racial injustices and our economic injustices in this state and in this country. This comes from the U.S. EPA and they just announced their first annual National Federal Facility Excellence in Site Reuse Awards. And of the four sites that they mentioned two of them are… are in Illinois. One is the Glenview Naval Air Station, which is now… has projects of… of 2 million square feet of office and retail, four hundred acres of green space and a 165 thousand square foot community center. I wanted to ask the Sponsor, this registry of unfounded have you done any analysis on the impact… the disparate impact of children in DCFS that are reported as mandated and maybe unfounded? Meaning, African- American children are reported to DCFS at a higher rate than other children and this may impact employment. Have you looked at that at all?"

When you are added to a registry that makes it publically available to employers and others that could impact the outcomes of employment if I am studying child welfare, if I'm in school for child welfare, pre-school, head start, or any other child related case. This policy could have an unintended consequence for people who are going into this field of study. And it also could have unintended consequences for a parent who may be employed currently and end up on this registry. It is something that we should study before we add registries. Registries are often not studied once they are implemented. We do not study the impact of people being on registries and we also are concerned about how long once they get there. And so, unfortunately, I have to rise in opposition to this because it is regressive in its action, not because of the young person who unfortunately was a victim of DCFS's lack of responsiveness and resulted in the death of this child of whom is distantly related to my daughter, as I rose to speak to this when this came to our knowledge. But that is not going to solve the problem of DCFS. And so, I rise asking for a 'no' vote on this Resolution… on this Bill… on Senate Bill 293, because it doesn't answer the critical question about the impact of a person inadvertently ending up this registry. And the impact of their economic outcomes as a result. And so, with that I ask for a 'no' vote on Senate Bill 293."
