The biggest problem we have in the State of Illinois is a pension problem. And anymore it's your pension, your job, or your home. You cannot have all three. And I'm not talking about state pensions, I'm talking about local pensions, which this is a factor in. The other thing that you should be cognizant of, is this perfectly shows you the control that Springfield has over local municipal governments. They had to come to Springfield to fix something that is paid for at the local level. This nonsense has to stop. It has to stop. You need 401Ks for all public sector employees going forward and this is a perfect example of why the Springfield Legislature has far too much control over what happens in local government. The point of the Bill is to say that if a waiver request from the school board could result in a property tax increase then that waiver request should come to this General Assembly. Without this Bill, it's possible that the State Board of Education could approve a waiver request that's going to raise your citizen's property taxes. And I think we all went on record unanimously to say we don't want to let that happen. This is a very limited Bill that only carves out three very specific situations in which a waiver request would come to this Body rather than be left with the State Board or with the smaller panel. "Thank you, Representative. Firstly, the Bill passed with 70 votes and I think that was overwhelmingly necessary. Two, It's attached to an Act it's called the Postsecondary and Workforce Readiness Act that was introduced in 2016. We are now using their curriculum, their energies to make sure that beginning in sixth grade young people are preparing themselves for their lives. One of the things that are very, very interesting in many of our communityies parents are looking for their children to work as early as 14, 15, 16 and they have no idea of what work is. This particular programs give a reality for the young person and the family what is needed to work in the workforce here in Illinois and in our great country."
"And then why should this be taught in junior high school instead of having it be taught in high school? Why would we mandate that on local school districts?"
"Young people start working in high school and actually earlier grades with volunteering, with internships. It is important that they understand what work ethic is to them and how it makes them prepared for their careers and their opportunities."

"Okay. To the Bill. It appears that in my analysis here, it has to do with specifically Chippewa Ventures, which is… appears to be a residential area. But my curiosity is that a TIF district prevents other taxing bodies, an example the school district, for not getting increment. So, if a residential area has children those children do not have any… their education's not paid for. You know, when there's no increment that means the school district goes along, does not get increment on the property for a residential area. It means that other people that live in the school district subsidized the education of the children who live there and it's not paid for. And then… further, I think that we do need significant TIF reforms. We have to address these issues and I would love to work with the Sponsor on this, but I don't think this is the right avenue. I urge a 'no' vote."

"Thank you, Mr. Speaker. I'll speak to the Bill. I remember the debate on this issue the last time. I understand the City of Chicago (unintelligible) desire, but this is a blanket statute. It affects the factors for disconnection. Understand, in my view, this is not a TIF debate. This is not about whether you like TIF's or dislike TIFs. This is a question of how we do disconnections from municipalities in Illinois. Right now there's a factor analysis. What the chord or what the statute requires is that you look through the underlying impact to the municipality in determining whether or not disconnection should be allowed. So they look at how the overall shape of the village will be left, whether there will be significant damage to the municipality's tax base, the valuations, whether their bond… bonding is impacted by it. And then the court takes all of that into effect, rolls it all into a ball, and makes a determination. And if this Bill added the TIF as one of those factors I would have no problem voting for it, in fact I suggested that. But the Bill has not been amended to reflect that. So now we have one factor, whether a TIF exists or not, that will kill a disconnection. That's not a good practice. It should be one of the factors, no problem with that, but as drafted it kills a disconnection without any other reasoning. As such, I recommend a 'no' vote. Thank you."

And you cannot just do this, on a one-off basis, for one municipality who thinks that they're going to have a problem with this. And, in fact, I see the reverse happening. It's quite possible that the local governments, typically school districts which make up 70 percent of the property tax value, will actually see an enhancement in their revenue if they are… if this particular piece of property is disconnected and developed outside of a TIF. That could actually be a boon to the school districts. So I really urge a 'no' vote on this. And I think the 10 year date offers a higher level of certainty with regard to our process. And again, working with the Hospital Association, which I eluded to that does support this measure, they are very much interested in working to try to bring reforms to this process. Which if… for those that say that there are… I wouldn't say problems but like with anything over time there is always a need to possibly reform a process. And they want to work collaboratively to reform the process. I definitely want to work with them to do so. But I think with regard to what we have in place, the idea of looking at a longer sunset date also provides those systems an opportunity to plan out. It's my understanding that sometimes they plan out those moves upwards of three, four, five, six years ahead of time. So if we know that at least for the next 10 years we have a process in place, and I think that provides a greater level of certainty for those systems as they are looking at trends and looking at how the health care system is going to move forward, it gives them certainty of what's going to happen in Illinois at least for the next 10 years. And along those lines, anyone who is familiar with health care knows it is a very dynamic business and it's changing rapidly. Look at the merger we had recently between our largest health care provider, Advocate Health Care, with a system up in Wisconsin. And my point there is, you're setting in stone a bureaucratic process which is a hurdle that is costly in terms of personnel, costly in terms of legal services, costly on all those terms. You're setting in stone for another 10 years a… a bureaucratic obstruction to do something that no other business really has. So I encourage you to look at this. I encourage a 'no' vote on the override. It doesn't have to be done this year. We can come back next year. We can make changes to the… to the CON process that are beneficial both to the people of the State of Illinois as well as to those health care providers that are providing those services. If a local diagnostic facility wants to expand the number of screens available they can't do that without going through this bureaucratic process. "Thank you, Speaker. I'd like to speak to the Motion and maybe expand a little on comments made by my colleague from Arlington Heights. I think that… well let me first go back. I was a relatively new legislator when we last went through the extension of this Act. Setting it for 10 years bringing us to an extension that would end at the end of next year. At that time I recall discussions and debates about the fact that there were aspects of the delivery of medical services that were changing. It is a dynamic field. We are seeing a lot of growth in the area of specialized outpatient type clinics, urgent care centers. How do they fit into this model that was often driven by larger more centralized facilities? Was it at all clear? And there was certainly discussion that we probably ought to be doing something about it. Well here we are a decade later, and I don't feel we've really addressed changes that have continued to be made, other types of specialized services, consolidations within the hospital industry probably beyond what many of us imagine were going to happen 10 years ago. These are all real substantial changes to how health care is delivered and using a board that I think really belongs in a past era of how we deliver health care. I'd like to see us really sit down, really say, How do we best deliver these services in the 21st century? Let's not just go right ahead and do an extension. Let's take the time and really look and see where health care is today and make sure we're delivering it in the best possible way for the people of Illinois. I urge a 'no' vote."

"Representative Davis, when this Bill originally came up this spring I spoke in opposition to the Bill and I voted 'no' on it at the time. Today I'm in a position to support your Motion for the override of the Veto, but I want to talk a little bit about why that's the case. As has been mentioned by a few different speakers through the course of this discussion, some people have brought up some suggestions that the Certificate of Need process, there might be somethings we could do to change it to make it more responsive to the conditions we find ourselves in. The Bill that you have extends the sunset of that but it doesn’t get to that second piece of issues. I just want to have a discussion between the two of us. Is this something we can work on in a bipartisan way over the next General Assembly?" Davis: "Well, the simple answer to your question is yes, but let me just add, again, if there has been a desire to bring forth reforms, nobody has ever spoke to me about it. So I think there has always been a willingness, if there was a need for reforms to have a dialogue about it. To my knowledge, no one has ever approached the agency about it, not myself. Again, I know the IHA, I guess based on their broad look across the country, sees how things can be improved here in Illinois. So I think there's always been a willingness, but we just haven’t gotten there yet. But next Session we will definitely get there."

You know, one of the examples that I cited, and when we talked about this last spring, was right now we're in the middle of a Hospital 10000146.docx 33 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 146th Legislative Day 11/14/2018 Transformation Review Committee. As a partisan outgrowth of the Hospital Assessment Plan that we passed last year some hospitals find themselves in need of making some changes. We identified, during the negotiation of the Hospital Assessment Bill, that the Certificate of Need process would be sort of redundant or maybe would be an extra step that one or some of these hospitals. We want to alleviate them from having to take that step to make it easier for a hospital who has a desire to transform, to better serve their community, to be exempted from the Certificate of Need process so they could do so in a quick and efficient manner. As our discussions in the Hospital Transformation Committee have continued, I think it's important that we revisit that topic to make sure that perhaps not just hospitals who officially qualify for hospital transformation funding, who get a plan that's officially approved by the Department of Healthcare and Family Services or others. I see a need for many other facilities in Illinois to begin to change the types and scope of services that they offer to be better positioned for what happens in phase two or phase three of the program. So I think it's something we should look at to say as health care providers start to do some planning for how they can best serve their communities in the future. We don't want the state to hinder their ability to meet the needs of their community. We don't want to have an extra cost or another layer of bureaucracy that stands between them. So as we look at… you know, again I'm going to support the Motion to Override today to continue this program into the future. Ninety-third Congress that was forty-four or forty-five years ago. But what they thought about it that time then still applies now. One of the reasons why they came up with that piece of enabling legislation at the federal level was to engage in cost containment. And I think that still is true today. And we're talking about restricting people, restricting… no, no what we are trying to do is be fiscally responsible and fiscally conservative in terms of what different entities that want to do things in the hospital. It's extremely important to get the right people on these boards and I think that some of the problems that we've had in the past had nothing to do with methodology, had nothing to do with philosophy, it had to do with who was on those boards. So we really have to… if you are going to go back in history, we really have to look at what the true problems are. I think that this is a good thing to do to extend the sunset date and we can have a lot of other discussions about how we can make changes. But I think that the original intent of the federal legislation is still sound and I think that going forward, certainly, we should look at other concerns, but that’s the main concern that I think that we should look at. You may recall this Bill as the Lauryn Russell Lyme Disease Prevention and Protection Law. Lauryn Russell is a 12-year-old, now 13, young lady with Lyme disease from Mercer County Illinois. Lauryn, along with her mom Jennifer and many others, have worked tirelessly on this legislation. Timing is extremely important when treating Lyme. Dr. Ying Zhang from John Hopkins Bloomberg School of Public Health spoke at the annual Lyme disease in the Era of Precision Medicine Conference on October 2 and 3, 2018. And based on years of study recommended tuberculosis treatment as a model for Lyme treatment, stating there are a lot of relevancies and similarities. Current treatment of tuberculosis is three different antibiotic therapies at one time for no less than 6 months to 12 months to attack all forms of the persistent bacteria. You may recall I mentioned CDC protocols are 21 days. What we're asking for in this legislation is to allow doctors to treat above and beyond the CDC protocols allowing a treatment plan that exceeds that 28 day life cycle. "So, to the Bill. We have talked about equal pay in this chamber for I don't know, since the day I got here, I know that much. And it seems that we just can't get past the notion that every single person's labor is indeed valuable. And we would choose to ignore the evidence that states that based upon race or gender, individuals are specifically discriminated against. The notion of color blindness is the biggest fallacy of the 21st century and we need to stop believing that that is even the case. If it were the case we would not have to bring certain pieces of legislation to this Body or other bodies to address the discrimination that is evident. We talk about equal pay from a perspective of gender often and we hear the statistic all the time that white women make about 77 cents for every dollar a white man makes. The stat that we don't typically hear is that black men make 77 cents for every dollar that white men make. We also don't here that black women make about 66 cents for every dollar that a white man makes. And we certainly don't hear that my Latina sisters make about 54 cents for every dollar that a white man makes. So I understand the point of the specificity of this particular Bill not necessarily addressing other racial or ethnic minorities. But this Bill also does nothing to prohibit anyone else in this chamber from introducing a Bill that is specific to those particular racial or ethnic minority groups. And we have a bunch of great new Representatives who I think just might help in that particular effort. This Bill just basically allows him to extend the program to high school students, juniors and seniors, so that we can start recruiting early for students to become educators at no cost to them or their parents. Provided that they complete everything, they will graduate with a bachelor's degree absolutely free. This is already funded. The money is already there. We're not asking for anything additional. What we are trying to do is simply grow teachers in the State of Illinois, and for those of you that live in the southern part of the state, you know that finding a teacher is extremely difficult. We don't have white teachers, we don't have brown teachers, we don't have black teachers. We have… our number of teachers are decreasing drastically across the state. And when I hear this, when you go to your administrators and you're having to go out of state, out of the country, just to attract teachers when you can grow your own teachers right there in your own farm communities, when you can grow teachers on the south side of Chicago, when you can grow teachers in my district.
