"I'm delivering today's black history moment. Alexander Lane was born in pre-Civil War Mississippi. His mother, a slave, sent him north with the Union Army with the purpose and the promise of an education. He was raised on a farm in southern Illinois and in 1876 became the first African American male student at what was then called Southern Illinois Normal University, which we now know is SIU Carbondale. Lang became an educator, serving as the first principal of Carbondale's Eastside School of Negroes, which later became Attucks School. He moved to Chicago where he graduated from Rush Medical College in 1895 and was appointed as the Cook County assistant position. In 1906, he was elected to the Illinois House of Representatives making him just the ninth African American elected to the State Legislature. "Mr. Speaker, good morning. Yesterday, we heard Governor Pritzker propose a budget for fiscal year 2020. It was an eloquent speech and he again expressed his desire to work with the Democrats and the Republicans. It is in that spirit I raise today, to offer this Body and our Governor an insight, a perspective, if you will, into my interpretation of this proposed budget and what it means to the citizens of Illinois. During the last 18 months, and including yesterday, Governor Pritzker promised to turn this disastrous financial situation around. He promised to run this government with an austere budget. He promised to finally resolve the crushing pension problem with real reforms. I've prepared this illustration that will hopefully allow everyone to understand the relationship between our proposed spending and income. Please let me illustrate his spending proposals. The Governor proposal adds up to almost $39 trillion dollars… billion dollars… excuse me. And this is how it breaks out. We have $10.8 billion in education. We have $1.9 billion in economic development and public safety. The environment, culture, and government services is $3.5 billion. And pensions, he proposed to spend $7.1 billion. Last year's budget was $39.5 billion. Now, we've been told by this administration that were about $2.5 billion in the red. So, what's the story about this year's budget? How did they come up with a balanced budget? To start $2.6 billion of income is estimated. That’s unicorns and puppy dogs. We are going to be taxed in order for this budget to be balanced. The people of Illinois will be taxed an additional $2.6 billion. This includes money for additional cigarette taxes, e-cigarette taxes, a plastic bag tax, more taxes on video gaming, taking more from our retail merchants, and almost $900 million extending the pension wrap. Yes, this budget is balanced, but it's balanced on the backs of the taxpayers of Illinois to the tune of $2.6 billion. Now let's be honest, what we really need to do is to be funding our pensions. The extended ramp is going to add over $100 billion in interest and fees to our budgets over the next 10 years. That’s unacceptable. What we really should be doing is adding another $2 billion to this budget to help cover the unfunded mandates that we've occurred. Mr. Speaker, what I've shown this Body today is Governor Pritzker's austere budget. What it really is, is another year of over spending and taxing. I urge everyone involved to take a hard look at this proposal and do the right thing for the taxpayers. Cut spending and properly fund our pensions.
