"I rise today to recognize Jackie Joyner-Kersee for our black history moment. Jacqueline Joyner-Kersee was born on March 3, 1962 in East St. Louis, Illinois. The daughter of teenage parents, she endured financial hardship while growing up, but soon rose above the pack with her athletic prowess. As a teen, she won the National Junior Pentathlon championships four years in a row and received widespread honors in high school in various sports including track, basketball, volleyball. Joyner-Kersee thrived as a basketball and track and field star. And during her junior year, she set the Illinois high school long jump record for women with a 6.68 meter jump. Joyner-Kersee attended the University of California Los Angeles on a full scholarship and continued to gain fame on both the court and field. However, in 1981, at the age of 19, she began to focus on training for the Olympics, specifically the heptathlon. She later graduated from UCLA in 1985. Jackie Joyner-Kersee became one of the greatest athletes in American history. The first American woman to win an Olympic gold medal in the long jump and the first woman to compile more than 7 thousand points in the 7 event heptathlon. "I also want to have a moment of black history that is kind of personal to me. I think it's appropriate during Black History Month, as well as at the advent of baseball season, that we remember the passing, remember the life, of the great Frank Robinson who died on February 7 at the age of 83. Frank Robinson was born in 1935 in Beaumont, Texas. The youngest of 10 children. He grew up in Oakland and he stayed safe and strong because he engaged in baseball, basketball, football. And in 1953, he signed his first contract to play professional baseball in the minor leagues for the Cincinnati Reds. He was sent to Ogden, Utah, which at the time was a very segregated city, for his first assignment. And then he subsequently was sent on to South Carolina to play baseball there, where he 10100020.docx 4 STATE OF ILLINOIS 101st GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 20th Legislative Day 2/27/2019 was met with racism and discrimination. But his abilities, his sheer love and dedication to the game of baseball brought him to the major leagues in 1956, to the Cincinnati Redlegs. And I dare say, I'm one of the few people on this floor who are old enough to remember watching Frank Robinson play baseball for Cincinnati. His statistics there were stellar. He led the National League in hitting, in homeruns. He was just a remarkable baseball player. But in 1966, the Reds saw fit to package him in a trade, probably the second most one sided trade in the history of baseball after the Cubs got rid of Lou Brock for a guy name Ernie Broglio. They sent him to Baltimore for Milt Pappas. In 1966, his first year with Baltimore, he just showed Cincinnati what they had given up on. They thought he was an old 30 in 1965. That's why they traded him. In 1966, Frank Robinson won the Triple Crown and he led the Baltimore Orioles to a World Series Championship. He led Baltimore to the World Series in four year… in four times in six years. A remarkable, a remarkable feat. He was a team leader. He was known as the guy who enforced clubhouse discipline. In October of 1974, he was named the first black manager in major league history when he took over the Cleveland Indians. And I think it speaks to the acceptance of African Americans as managers when I say that he was also the first black manager who was fired in major league history. His list of accomplishments led him to Hall of Fame in 1974. He was Rookie of the Year, MVP in each league, World Series MVP, 14 time All Star, All Star MVP, Gold Glove winner, Manager of the Year, Triple Crown winner, recipient of the Presidential Medal of Freedom. He was one of the smartest, he was one of the toughest players in baseball. He dared pitchers to hit him in the head, and they gladly obliged back in those days. But he was one of the most respected players in baseball as well. He played the game the right way. He demanded the best of himself and expected the best from everyone around him. And I believe that no man should ask for more of himself or others. And I would like you to just remember Frank Robinson as he rests in peace. Thank you, Madam Speaker."

I had the privilege of working with her and getting to know her. She was a great advocate and she continues to be a great advocate of Special Olympics. And I had an athlete in my district that he set the world's record in the pentathlon at the International Special Olympic Games and he got to meet Jackie Joyner and had pictures taken with her. And he actually was the first athlete in the United States and actually in the world to have a street named after him. And his hero is Jackie Joyner-Kersee. So I just wanted to share that with you. She was the Illinois Homeland Security Chief under former Governor Rod Blagojevich. She had died in a scuba trip Saturday in the Dominican Republic. She was 64. She was awarded the Bronze Star for leadership in Iraq and was assigned to the UN Peacekeeping Forces in Bosnia. Today I'm proud to speak on a present day local hero who is making great strides in a financial sector and African American community. In November of 2018, the Chicago Teachers' Pension Fund elected Jeffery Blackwell as the first African American male President of the Board of Trustees. President Blackwell is not only from Chicago, but a proud product of the Chicago Public Schools. He is a Chicago Teachers Union member, with over 20 years of teaching experience and has dedicated 9 of those years working in special education. He was born and raised in a west side Austin community and has been a consistent mentor for youth and new teachers in the 10100020.docx 9 STATE OF ILLINOIS 101st GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 20th Legislative Day 2/27/2019 Chicagoland area. Under President Blackwell's tenure, he led the charge. The Chicago Teachers Pension Fund is the first Illinois pension fund to hire Africa focused investment managers to enhance the portfolios equity returns and continue to grow total assets. Not only is President Blackwell paying it forward, abroad connecting communities to the Continent of Africa, but he's doing his part to promote inclusion and diversity right here in the State of Illinois. The Chicago Teachers' Pension Fund continues to be a leader in the investment industry amongst women, persons of color, persons with disabilities, the African American community, and African American money managers. He brought him into the State Police District 5 Headquarters and the individual managed to get a hold of the pistol of another trooper and ended up fatally wounding Trooper Warner before taking his own life. So what this Resolution does is to rename a section of Route 53 where the State Police District 5 Headquarters are located in honor of Trooper Warner. And I would also ask for a moment of silence. "Thank you, Madam Speaker. There has been a move in this Body recently to recognize our true heroes who served and ultimately died in the Vietnam War. This builds upon what we've been doing to honor them. This designates Route 16 in Shipman, Illinois, as the Sergeant Glenard Jay Gregory Memorial Road. Sergeant Gregory started his tour in Vietnam on May 6, 1968. He was injured and ultimately passed away less than a year later on April 20 of 1969. He was 20 years old and it was just days before he was scheduled to return home. He was awarded the Vietnam Campaign Medal, the Vietnam Service Medal, the National Defense Medal, the Purple Heart, the Good Conduct Medal, the Expert Sharpshooter Medal, and the Bronze Star with 'V' decoration. This will be naming the main road in his town, where he is now buried. And I think it is appropriate that we honor his heroism, and I ask for your support on this Resolution."

A National Day for the Victims of Communism was declared November 7, 2017, condemning communism as a political philosophy incompatible with liberty, prosperity, the dignity of human life.
