"Please proceed." Hernandez, L.: "I stand today to highlight César Chávez and his lasting legacy. César was born on March 31, 1927. He grew up in Arizona in a small adobe home, where at an early age he learned about injustice. His family later moved to California where they would work in the fields. Coming from a migrant family, César did not like school as a child. At the time, teachers were primarily white and Spanish was forbidden in school. In 1942, he graduated from the eighth grade. However, due to his father being in an accident, he started working in the fields to help provide for his family. César later served in the U.S. Navy and returned to San Jose, California where he met and was influenced by Father Donald McDonnell. They talked about farm workers and strikes and the power of nonviolent protests. César Chávez eventually became an organizer. In 1962, he and a few others, such as Dolores Huerta, set out to organize a union of farm workers. But his response was Si Se Puede, Yes We Can. As a result, he founded the National Farm Workers Association, later to become the United Farm Workers – the UFW. His activism helped spark a movement for Latino civil rights in our country which ultimately led to improved farmworker conditions through the UFW, and greater Latino representation in the media, elected office, and throughout organized labor. César Chávez was a civil rights and labor leader who fought for the dignity of workers in United States. Thank you."

And both of us understand it as though we're just requiring if you go to an outside third party you just want the same standards met as if you're having a teacher do it. It has really nothing to do with now you have to be a licensed teacher. Because we're talking about driver's ed so it's obviously going to be in a high school. "Yeah. And so I have high school age children. I like knowing that the administrative staff of our high school evaluates those teachers and is aware of what's going on in their classrooms every day. Don't you think they should know what's going on in the classrooms in their buildings?"

"I do. And I appreciate you saying that because I want to follow up. We're dealing with major issues on the roads these days. These fatalities are going up on the road, we're dealing with worse driving these days than we've ever hard. And so my goal here is to make sure that we're evaluating teachers on a standard level to make sure they're teaching driving right. And I apologize that there's teacher shortage, and I apologize for all the issues that have been raised, but the bottom line is I want to make sure when kids are taught how to drive they are taught to drive properly. And that's what this is Bill is getting towards."

"I agree. And I… I think it's also important to recognize if there is inappropriate education going on in that room the school district is going to be held responsible for that. People are going to ask, how did you not know that Mr. or Ms. XYZ was saying these things to your students or letting this behavior go on in a classroom? And if we're not evaluating them how are our principals going to know that? So I think it's important that they're evaluated just like a math teacher, a physics teacher, like I said, an industrial arts teacher, a drama teacher, and you name it. So I appreciate you bringing this Bill forward. I think consistently respecting the role of teachers is going to help our teacher shortage and I think that's something this Bill does. Scam artists often disproportionally target seniors by showing up at their doorstep uninvited and offering to perform home repairs and either disappearing with the money or starting work and not finishing or adding on. This Bill simply gives seniors more time to carefully review a contract and seek input from family members, the Better Business Bureau, or legal counsel if they choose. If the senior citizen were to pick up the phone and call a home remodeler and say, my roof needs repair it wouldn't apply."

And unfortunately there's so many predatory sales people a situation like that would happen if they just showed up at the door it would give seniors an extra amount of time to evaluate the contract."

It went into great detail as compared to food handler or possibly the restaurant manager test. How many minutes in the restaurant manager test is the allergen part?"

"As the previous speaker asked, how many… what percentage of this… first of all, is there an in-class allergen training available that is a nationally recognized and approved test?"

"So you don't know if there actually is a national standard in a classroom for allergen training? Is that what you're telling me?"

"Does this have an immediate effective date?"

"I really have an appreciation for what you're trying to do. I have noticed that testing people online because we live in a very transient society where you don't have to wait to walk into a classroom and sign up for it, you can actually do it online, get a certificate, and then the next day you've got your certificate just like basset or food handler. So, you know, I appreciate what you're trying to do and I don't want to take up any more time, but I also agree with some of the comments about… that came out of the previous speaker about our concerns about this because this Bill may not be soup yet. So I will, you know, I'm not going to tell people not to support it, but I think that we should think very carefully as it moves to the Senate that when it comes back that it has some language that is affective so that we don't compromise this. There are… people lose children and family members because they… because of allergies. That chills small business, that chills restaurants, and the hospitality industry is a place… one of the largest growing sectors in the state. "House Resolution 144 declares February 2019 School- Based Health Care Awareness Month in the State of Illinois. This is something that is recognized nationally, and we also want to recognize the incredible work the school-based health centers do in this state. While we wanted to call the Resolution last month, we still want to recognize and bring awareness to their work annually in the month of February. There are currently 66 school-based health centers in the State of Illinois, reaching over 50 thousand children and adolescents and their families. School-based health centers are critical safety net program. Eighty-five percent of children and families who use this program are enrolled in Medicaid or are uninsured. These centers provide comprehensive services including physical examines, acute and well care visits, immunizations, behavioral health counseling, chronic disease management, vision, oral health care, and nutrition education. School-based health centers are also a vital mental health resource to children and families. Eye witnesses say that he selflessly put himself in harm's way to save the lives of people in another vehicle.
