I've also published a devotional booklet that is made available exclusively for the State Legislators and they will be available in Blaine Wilhour's office. Will you pray with me? Almighty God who created us and compels us to love you and to love each other, I pray today for our Legislators from this great State of Illinois. I pray that you will give them wisdom as they make decisions for our state. I specifically ask you to be with our Governor, Senators, and Representatives who make decisions affecting our states. I pray that these elected Representatives of the people of Illinois, that they will honor the desires of those who elected them into office. I pray that the debates heard by these Legislators will bring honor and glory to you. On behalf of Representative Scherer and myself, I'd like to welcome the 2019 Class 5A State Football Champion Rochester Rockets. If you look way over in the corner over there on the Democrat side you'll see Representative Zalewski wearing a Rochester dominate t-shirt. Mike's a graduate of Chicago St. Rita High School who Rochester beat in the final. Mike reached out to have a little wager before the game and I happily accepted that wager knowing Rochester's track record. The Rockets defeated Chicago St. Rita High School 42- 28 for the 8th state football title in 10 years for the Rockets. This is the first title in Class 5A after 7 championships in Class 4A. The Rockets were bumped up to 5A this year because of their enrollment by 1 student. They were bumped up into 5A as the smallest school in class 5A this year. After an outstanding 8-1 regular season, Rochester rolled through the playoffs with victories over LaSalle-Peru, Highland, Springfield Sacred Heart-Griffin where Coach Ken Leonard beat… excuse me, Coach Derek Leonard beat his dad Coach Ken Leonard against SHG in the playoffs, beating Mascoutah, and finally beating St. Rita in the final. The Rockets average margin of victory in the playoffs was by over 25 points. In the championship game, All-State quarterback Clay Bruno, bound for Western Illinois University, threw for 313 yards and 4 touchdowns. Sophomore Hank Beatty caught 12 passes, including 3 touchdowns. Hank, I saw you're taking a trip to Iowa this week. Stay in state to go to school. I'm telling you, all right? We don't need you going to Iowa. Senior Chris Koerwitz, on his way to play for the Salukis in Carbondale next year, led the way on the line. The community rallies behind this bullet… these bullets every year. For year after year, these footballers come to play and all they do is win championships. "Thank you, Mr. Speaker. Today I want to take the opportunity to recognize a real American patriot from my district, Shirley Ann Hall. Shirley has the incredible distinction of 79 consecutive years of active membership in the American Legion Auxiliary. Shirley joined the auxiliary when she was 9 years old in 1941, the American Legion Unit 446 in Centralia, Illinois under the American Legion membership of her father's service in World War I. Whether it was making tray favors for veterans in nursing homes or collecting donations every year for Poppy Day, Shirley is there, always actively contributing. Shirley has every membership card from every auxiliary unit she has been a member of and continues her service even today as the historian of the Luther B. Easley post 128 American Legion Auxiliary in Salem, Illinois. And I also want to take this time to thank the Department of Veteran Affairs director and our former House colleague, Linda Chapa LaVia, for her help and support in honoring Shirley. Director Chapa LaVia came down to the district last summer and got the opportunity to meet with Shirley as we honored her in the district down here and we thought it was appropriate to bring her up here for 10100089.docx 5 STATE OF ILLINOIS 101st GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 89th Legislative Day 3/4/2020 this. All of our research has indicated that Miss Shirley Hall is the longest serving American Legion Auxiliary member in Illinois history, which I think is a pretty big deal. Shirley's with us today in the Speaker's Gallery and she's accompanied by several guests that I wanted to give some quick mention of: Sue Coughlin, the Illinois State President of the American Legion Auxiliary, Roy Weber, the State Commander of the American Legion, Members of the 8&40, Macy Azeska, Marge Eleze, and Mike Murphy, the Salem American Legion Auxiliary officers, Beth Harrell and Pam Deckard, the Salem American Legion Commander, Harold Kocher, and Legion Officer, Roger Harrell, and members of the Marion County Soldiers' and Sailors' Reunion. Also joining us online are Shirley's family in Maine who couldn't be here today, but they've sent that they are very proud of the example that she has set as a community volunteer. And in the spirit of service, not self, the mission of the American Legion Auxiliary is to support the American Legion and the honor of the sacrifice of those who serve by enhancing the lives of our veterans, military, and their families, both at home and abroad. For God and country they advocate for veterans, educate our citizens, mentor youth, and promote patriotism, good citizenship, peace, and security. And, Shirley, I'm proud of you. We're all proud of you. You're an inspiration that truly embodies what we should all strive for. One of the core values instilled into all of us who served in the military, selfless service. We have with us here nearly 30 4-H members from across Illinois who are here attending the University of Illinois extension 4-H Legislative Connection Event today and tomorrow at the Capitol. These youth represent 18 different 4-H programs from counties throughout the State of Illinois. Representing nearly 200 thousand 4-H participants in all 102 counties. These teens represent the Illinois 4-H Youth Leadership team and the 4-H members trained through the Speaking for Illinois 4-H program. They have been active in their local 4-H clubs and communities in community service, projects, and 4-H learning experience. That includes STEM, animal sciences, and healthy living. They have a 10-year-old child that has an incurable disease that only 20 people in the world have. And so, they have come today to Springfield to share their story. "Thank you, Sir. Today in Springfield is Rare Disease Day. As a part of Rare Disease we have a lot of families coming throughout Illinois to participate in this event. One family in particular who you've met a couple years ago who helped pass legislation on a spinal muscular atrophy is the Parlier family form Galesburg, Illinois. If I could ask the Parlier family to stand. Today we have Randy, his wife Tracy, Evan, and also Lily. Lily, you may recall, was diagnosed with SMA. And because of that, because of SMA, we here in the House passed legislation to begin testing every baby born in Illinois to be blood tested for spinal muscular atrophy. I'm happy to report in my recent conversation with my Illinois Department of Public Health, we've achieved first testing of 10 thousand babies, 5 thousand tests have been reviewed, and in that 5 thousand test, 1 baby was diagnosed with SMA here in Illinois. We project on 1 July this testing will go live and we will prevent other children in Illinois from having this terrible disease of spinal muscular atrophy. So I'd like to welcome Tracy and Lily who are very familiar. They've appeared both House committees and Senate committees, but also their family to be here with us today. So thank you to all the parents of Rare Disease Day and especially the Parlier family. Thank you for being here."

For whatever reason, even as Legislators, when we ask for the information from IDOT about what the role is about excess land that they have, they're not very forthcoming with the information. So that's the only reason why I ask that question."

We do not have a final purchase price on that but they will be taking into consideration the three appraisals. My guess would be that they'll… somewhere in the middle is where it will be. "This is land that was purchased by IDOT as part of the 390 Elgin-O'Hare Western Access Tollway. It had… it was not used as that was going through that area. So it has basically been abandoned land for approximately 30 years. The Village of Bensenville lost some land when we had the Chicago O'Hare expansion. So when O'Hare Airport… they actually took over a portion of the Village of Bensenville. We're looking to see that… this is something… so they're landlocked. There's not a lot of open space and this is land that they feel they have a wonderful purpose for. They would like to try to put a senior center in there or do some type of development. And this is… right now, it appears that it's going to be a senior center and this is why this land is very important to the Village of Bensenville. There's not a lot of open land in our area because we have the airport. So, I have a lot of actually social workers who live in my district who had to either take out student loans or what not to get that social work degree. And I know a lot of mothers of young children who are being forced out of the work force because the jobs that they have a passion for don't pay the bills on child care. So I think we need to be thinking about beyond just expanding this to other people who don't have a child care concern. By the way, the point of this Bill is that this already exists in DCFS practice, we just wanted to codify the law to make sure that it was also in the law that you could have a criminal justice degree because they already hire people with criminal justice degrees. So this isn't really a new thing."

"This year is the seventy-fifth anniversary of the end of World War II. And today I rise to honor an Illinois woman who could rightfully be considered one of the mothers of the atomic bomb which ended the war. Leona Marshall Libby of La Grange, Illinois earned a chemistry degree from the University of Chicago at the age of nineteen. She then went to work on a PHD in spectoscopey. Changing academic advisors after her first advisor told her a woman would 'starve to death' if she sought a future in physics. She became an expert in vacuum technology, a skill which was in demand for the top secret project known as the Manhattan Project. She was the first and only woman chosen for the team, led by Enrico Fermi, which was working at Illinois' Argon National Laboratory to find a way to produce plutonium for a nuclear chain reaction, the key element in the atomic bomb. Her knowledge was crucial in building experiment to detect the neutron flux in the reactor which achieved the world's first controlled nuclear reaction in December of 1942. Six months later, she and her husband learned that she was pregnant. Moving to a nuclear facility in Hanford, Washington she was put in charge of overseeing the operation of a new plutonium reactor and she led the team which determined the cause of a September 1944 reactor accident. Avoiding the mistakes which German scientists made, the American team succeeded in detonating the first atomic bomb in July of 1945. After the war, she returned to the University of Chicago working with Fermi on nuclear reactor development and became a fellow at the Institute for Nuclear Studies. She taught physics at New York University and sought peaceful uses for nuclear power. She helped discover the use of decaying radioactive isotopes in three rings as a method of studying natural history. For more than forty years after the war she published hundreds of scientific articles and papers and a Manhattan Project memoir titled The Uranium People in 1979. Upon her death in 1986, her son John told the Los Angeles Times that, 'She was there for the people who tried to discourage her and she just sort of outworked and outshone some of the best of them.' What we don't know are what are some of the critical supplies that we may need to be using to treat people if they actually do get infected with the coronavirus in such a way that they need to actually make use of our health care facilities? Do we actually have enough supplies on hand? Do we know if the supply chain is going to be interrupted if there's too much interference if the situation in China continues to deteriorate? Do we know that we actually have enough materials on hand to actually protect our local residents? One of the other things that the Governor's Office has not made clear is what is going to be the critical threshold that we're going to cross over? That… where we're going to go from a community protection type scenario where we're going to need to start doing quarantining in place and the Governor has… the Governor's Office has simply not set those standards. So I do want to make clear that while we've been going about our business today, there is still a considerable risk and we need to know that the Governor still doesn't really have a plan. So while I certainly hope that the coronavirus does not turn into a massive problem that we're going to have to deal with in a way that's going to turn into a pandemic type scenario, we don't actually have full control over what do we do next if the situation gets out of hand.
