April is the Month of the Military Child, and the Illinois Department of Veterans' Affairs invited everybody to participate today in honoring Purple Up! For Military Kids, a day when all are urged to wear purple to symbolize the importance of military children and families. Purple Up! For Military Kids grew out of the designation of April as the Month of the Military Child, which began as the Department of Defense-wide commemoration under former Defense Secretary Caspar Weinberger in 1986. The color purple signifies that all branches of the military, the Air Force, the Army, the Coast Guard, the Marines, and the Navy, are supporting Purple Up! For Military Kids Day. So, on Wednesday, we appreciate everybody who wore purple today. And to keep in mind the service that not only our military family… not only our military members give, but also the service that our military families give in supporting those that are deployed and serving our country. Fifty-one years ago, on April 28, 1970, the Federal Occupational Safety and Health Act went into effect after the tireless efforts of the Labor Movement. The OSH Act and Mine Safety and Health Act promised workers the right to a safe job. Throughout the COVID pandemic, Illinois workers have gone to work to ensure critical needs and services were delivered to the people of Illinois. Our workers did that. In the 51st year of OSHA, we defocus on the need to renew the promise of safe jobs for all American workers. Each year, thousands of workers are killed and millions more suffer injury or illness on the job. Far too many workers die from preventable hazards and many more workers get sick from exposure to toxic chemicals. Please join me. Let's stand together to honor the victims of workplace injury. And think about those folks and the illnesses they battle as they keep fighting to serve us all and that they have the promise of a safe job for all workers. I thank you all. And again, as we work today, think about the workers who've worked through the pandemic and think about the history of the progress that we've had in this country and, specifically, the State of Illinois. House Resolution 39 recognizes that every student has the right to comprehensive sex education to help them protect themselves from sexual violence, sexually transmitted diseases, and unplanned pregnancies. I would like to thank Sonam Rikha and Samantha Chen of the youth group Comprehensive Sex Education Now for writing this Resolution and advocating for its passage. They want to shine a light on the fact that Illinois teens face a higher percentage of forced sexual intercourse, dating violence, and physical sexual violence than the national average. In 2017, Illinois ranked 10th in the U.S. for chlamydia and syphilis cases and is 17th for gonorrhea. Comprehensive sex education is proven to increase the use of contraceptives, reduce STDs, and reduce teen pregnancy rates. The S… CDC found a 12 percent reduction in sexual risk-taking among students who had comprehensive sex education, such as the kind indorsed by the National Sexuality Education Standards. I know we all support keeping our young people safe and healthy, and I would appreciate your support."

A brain aneurysm is a bulging area in the artery in the brain, similar to a structure to a thin balloon. Roughly half a million people die each year caused by brain aneurysms, with half of those victims being under the age of 50 years old. Of survivors, 66 will suffer from permanent neurological deficit. Risk factors include cigarette use, hypertension, and a history of cerebral aneurysms in the family. In the United States, 1 in every 50 people has an unruptured brain aneurysm. Statistically, women are more likely to develop brain aneurysms than men at a three to two ratio. When looking at the statistics from a racial makeup, African Americans and Latinos are twice as likely to have brain aneurysm rupture than white patients. That is precisely why, when asked if I wanted to continue forward with it, I said, 'Yes, I'm very concerned that not as many people are getting the vaccine as we need for herd immunity.' Most recently, I saw that it was just 30 some percent, and we need to be at 70 some percent for herd immunity. I know, especially in the southern parts of the state, I saw some out of town guests this weekend, and they said no one in the south is wearing masks or getting vaccinated. So, that makes it even more important. I feel that it'd just be so readily available. We don't want people to have to go through any effort at all to try to get it. Thank you for the question."

Post-traumatic stress affects veterans, but they also affect individuals that have had trauma in their lives. Anything from an accident, a natural disaster, an illness of a beloved, and many others. So, to call it a disorder is truly incorrect. And for this Resolution, it is to start changing the narrative that post-traumatic stress is an injury, and with help and assistance in the mental health field, that it can heal and not to stigmatize it as a disorder.
