For $18 thousand a year, I learned more about politics in my first six months working in Congressman Fawell's Capitol Hill office than I learned getting a political science degree at Eastern Illinois University. Answering phones, greeting constituents, giving tours of the Capitol was a great way to start my professional career, thanks to Congressman Fawell. He is one of the many people who made a significant impact on where I am today. But the person who gives you the first real break means more than most. Harris was one of us. He was a State Senator for 14 years. He succeeded Lottie Holman O'Neill, the first woman elected to the General Assembly. While in Springfield, Harris had a passion for legislation, especially concerning parklands here in Illinois. He was elected to Congress in 1984, served seven distinguished terms. He was a leader in labor and health issues and was positioned on the House Education and Labor Committee, which allowed me to go to work on that committee after leaving his personal office. Harris was well-known as a budget hawk, going after pork barrel spending. He cofounded the Pork Busters Coalition and was a Chief Sponsor of 23 Bills, which eliminated $2 billion in pork spending on the federal level. Harris also loved baseball. I mean he really loved baseball. He and his brothers, Tom, Bruce, and Mike, were well known as the Fighting Fawells in the Fox Valley League. Harris was such an accomplished player that he did a stint in the minor leagues for the Detroit Tigers organization. But the Harris Fawell I knew was a diehard White Sox fan. Why we have so many White Sox fans around here is beyond me. Pretty sure Harris was a season ticket holder, if I remember correctly. But I'll never forget on April 19, 1991, standing around the small TV in Congressman Fawell's office as the staff watched the White Sox christen the new Comiskey Park on the South Side. Which by the way, the Sox lost that game 16-0. Harris had a subtle sense of humor, was self- effacing and kind, very kind. He was patient and wise, a great role-model. Not just for public servants, but for everyone as we think about how we should live our lives. Not a whole lot of damage, but I was mortified. I just wrecked a Member of Congress' car as a 23-year-old kid. I couldn't get any sleep that night. I went to the office the next morning early, knowing that Harris would be there. He called me into his office, and I thought, here we go, I'm getting fired. I explained the situation to the Congressman. Harris just looked at me with those kind eyes, had a little smile on his face and said, 'Tim, you don't have to worry about that at all. That damage was already there on the bumper.' That's the kind of guy Harris Fawell was. To his wife, Ruth, the love of his life, to his children, Richard, Jane, and John, to his entire family, and to all those lives who were touched by this truly kind man, our sympathies and prayers are with you. During the 1920s, just two of the three generations ago, America had the racist belief that black people did not have the cognitive or physical intelligence to learn to fly or operate aircraft. This is on top of the legalized and forced segregation across the country, including in our armed forces. The military brass believed black soldiers were inferior to white soldiers. But thanks to the civil rights era and the black newspapers like the Chicago Defender, public pressure built up to allow black people to serve and defend their country too. As we always had, since fighting so the Union could prevail. On March 22, 1941, the 99th Pursuit Squadron was created as the first Tuskegee Airmen Unit. They were the first black military flight unit in American history. The inaugural members began their training at Chanute Field, right here in Central Illinois, about 16 miles north of Champaign, Illinois. Go Illini. By the end of the year, the 99th had relocated to Tuskegee, Alabama. The Tuskegee Army airfield there under construction, home to the prestigious Tuskegee Institute, founded by Booker T. Washington. It was located in the heart of the Jim Crow south. As the U.S. Army forces began to integrate and mandate equal opportunity, a number of the original Tuskegee Airmen would go on to longer careers in the military. In the black community, there are people still dying, still in the hospitals, which our hospital workers are overwhelmed because folks refuse to, what you all are saying on the other side of the aisle, is follow the science. Right now, we have a rule in the chamber, and we see that there are Members on the other side of the aisle who are not following those rules. So, what do we do about those Members who refuse to follow these rules? Because it is putting people like me, who look like me in danger. And I don't want to go back home and give something to my son. So, I get what they're trying to say, which is to me, is a political circus. But I want to be clear. I do have someone at home that I want to protect. And whether you care about my child or not, I ask that you put on your mask while we're in this close space.
