"Thank you so much. I just received an email from my mayor, and it was really disturbing for me. And I was asking myself, what do I do? But I know, right here, right now, I have a microphone in front of me. I'm requesting help from my colleagues, the Governor, and the Speaker of the House. I have a… let me just give you a breakdown of my… my district and my city. We have a beautiful river that splits Rockford right down the middle. I sometimes call it the railroad tracks 'cause on one side of the river is the haves, the other side of the river is the have nots. Within that side of the have nots, we have one hospital, Mercy Health Hospital. They came in 2015 to acquire Rockford Memorial Hospital. And on top of that, they built a nice, beautiful campus on the far east side of town off of I-90, which is the haves side of town. They promised the city that they will not close down the west side campus, the side of campus that is… has the most Medicaid patients to go there, the most black and brown individuals to go there, the most people who just want some type of way to lift themselves up from invisible bootstraps that people tell them to lift themselves up from. Well, since 2015, they have casually and silently and just gradually started chipping away at that campus. Well, this… today my mayor, he sent me an email that the Head Start Program, the Community Action Agency just got wind that this same hospital, Mercy Health, is no longer accepting… servicing DCFS children. Because during the pandemic, they got rid of their MCOs that did not benefit their bottom line. They were conducting exercises in Italy. They are deployed… they are also moving up eight F-35 fighter jets, a battalion of 20 AH-64 helicopters from Germany. We are… we have 5 thousand U.S.- based airborne troops moving into Central and Eastern Europe. And we are looking at supporting the Baltic states of Estonia, Latvia, and Lithuania, as they have increased their calls for help. At this time, many of our news feeds is filled with stories, heartfelt recants of family members who lived through World War II, of family members that were lost not only in World War II but in our wars, and it affects us every day. At this time, my son is still in training, but he is due to be assigned to a ship in the fleet in June, and I only fear where that ship is going to go. Previously it was only for those with PTS, but we've expanded now to include all mental health. We were having to turn people away. The veterans' grant through lottery has been awarded 390 times at a cost of $18.1 million. The grants typically range from 25 to 100 thousand dollars per year. These grants are available additionally beyond just the mental health. It opens up another category to allow veterans' organizations to request funding to help pay for veterans who need assistance in housing, pay utility bills, and also to pay for groceries. So, it's a… it adds a new category to the Illinois Veterans' Cash Grant, which is available through the Illinois State Lottery. It fails to recognize youth of various identities, essentially excluding youth who are meant to be included. This legislation amends various child care… child welfare in juvenile court statutes to reflect more inclusive language and laws relating to children and families. When we say the Bill changes statutory language to make it gender inclusive, we mean making changes. I'm just wondering, this authorizes the department to adopt rules to facilitate this, but it's a very… it's a very short Bill overall, right? We only have a handful of lines here. As a member of JCAR, when these rules come to JCAR, what… what is it your intent that we are evaluating those rules for? So, for example, should the department be prioritizing the acceptance of as many kinds of cryptocurrency as possible? Should they be trying to negotiate the overhead fees as low as possible? "Thank you, Mr. Speaker. Ladies and Gentlemen, happy to present to you what I affectionately call the Morgan-Batinick COLA Buyout Bill. For those of you who served on Pensions over the years, you're familiar with this issue. This is a Bill that deals with an extension of the COLA buyout program, which has about 10 years of history. When I worked in State Government did the State of Illinois and the Legislature spent a lot of time talking about ways to take pension benefits away from those who had earned it. And I had an idea, and a number of others at the time did too, to instead offer a voluntary buyout. And the benefit of the buyout is it reduces our unfunded liability. Representative Mark Batinick passed this Bill several years with an initial pilot of a billion dollars being borrowed to buyout COLAs. We've used 750 million of that and it saved 1.4 billion. So, for every dollar spent on the COLA buyout program, we have saved $2 on an unfunded liability. This is the first and only Bill that has ever been passed in the General Assembly that was constitutional that actually reduced our pension liability. We passed Tier 2, which in the long term will reduce our pension debut, but this is the only Bill that ever was passed to reduce our pension debt for Tier 1. This is a very important program. I'm very proud to have been a part of this program at its infancy. And we need to continue it to help reduce the burden of our pension debt. I urge an 'aye' vote."

This report, which is called the State Board Staff Report, sets forth the applicants conformants with each of the board's review criteria. Under this Bill, the applicant and the public will be able to submit written comments specific to the report for five days after the report is posted. Currently, they have four days to submit written comments. This Bill will allow for an additional day to submit comments. Currently, the written comments can be filed up until 10 days before the State Board meeting. Currently, the State Board Staff Report is posted 14 days before the board meeting, leaving only four days for comments. So, again, this new time frame begins on a date that the State Board Staff Report is posted and allows for an additional day, up to five days, of public comment. Today we celebrate Marva Collins, an educational firebrand who established her own rigorous educational system to enrich her students' success and independence. Her method was so unique, it became known as the Marva Collins' Way. Collins graduated in 1957 from Clark College in Atlanta with a degree in secretarial science but could not find a job as a secretary due to her race. Instead, she took to one of the few occupations available for an African American educated woman in the south. Collins adopted unorthodox teaching methods and set high academic standards for her students. She taught phonics, the Socratic Method, and classic text that others considered too difficult. In 1975, Collins founded the Westside Preparatory School in her own home. She began with 4 students, but enrollment grew to more than 200, with classes from pre-kindergarten through eighth grade. The school operated for more than 30 years. Collins rose to international fame in 1981 with the release of the film The Marva Collins' Story, which documents why Collins left the public school system to establish Westside Preparatory School. Collins refused many prestigious job offers, such as the U.S. Secretary of Education and the superintendent of the Los Angeles school system to remain with her school.
