I'd like to first thank the Representatives who've taken the time over the last few days to recognize the terrible actions that are going on in Ukraine, especially Representative Kifowit's heartfelt remarks yesterday and Representative Swanson's remarks as veterans mean a lot. Today, on this very day three days ago, in this very chamber, I had the honor to host a delegation of young Ukrainian leaders here in our State Capitol. Three out of the four years… that was the third out of four years that I've been able to talk to Ukrainian leaders, up and coming leaders, that participate in the Open World Program, which is a congressionally-led program to bring young leaders from Eastern European nations to the United States to learn about democracy and free markets. Our Illinois National Guard, which I'm proud to represent the home of the Illinois National Guard here in Springfield, for 11 months in 2020 and 2021 was deployed to Ukraine via our 33rd Infantry Brigade Combat Team that helped train some of the very Ukrainian soldiers who are defending their capital city at this moment. Illinois has a huge stake in the aggression that's happening in Ukraine, and we must stand up to it. Leader Demmer, yesterday, talked a little bit about what we can do in our own way in the State of Illinois. We can support our significant Ukrainian population here in Illinois. We need to hold them to account. You also need to ask your Member of Congress what they intend to do. What sanctions are they going to support? Are they going to support the hardest possible sanctions against Russia to hold them accountable? Are they going to fully support our military? Are they going to help provide the Ukrainian people the true resources they need to defend themselves, beyond sanctions? Are we going to provide them the weapons they need to defend against Russia? That's what you need to ask your Member of Congress. Have they stood strong in the condemnation of the actions by the imperialistic authoritarian regime headed by Putin? Or did they deflect and send their prayers to the people of Ukraine? Folks, the future of a freedom-loving, democratically-elected ally of the United States is at stake. Ladies and Gentlemen of the House, over the past several months, in Washington, D.C., there have been quite a few discussions among Members of Congress, among members of the judiciary, among appointees about how they can engage in the buying and selling of stocks, given the information that they have, given the insight that they have that might be nonpublic information. And a lot of the tension has come from the public on these because the people of the United States and the people of Illinois expect that their elected officials will be engaged in the best interest of the public and not their own personal financial gain. And they rightfully expect that. And we, as elected officials, should do everything we can to make sure that we're cultivating that public trust, that we're earning that public trust, and that we are showing… leading by example to embrace transparency 10200076.docx 9 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 76th Legislative Day 2/25/2022 and accountability every opportunity we have. That conversation's been ongoing in Washington, D.C. Over in Illinois, over the last several years, we've been having conversations as well about statements of economic interest, about what we can do to show… to be transparent to the people that we're elected to serve, that we have their best interest in mind. Again today, we see another investigation by the Better Government Association showing that there are some real holes, some real problems in the statements of economic interest that get filed and around what involvement, what knowledge, and what insight elected officials in Illinois have over their own financial holdings. I just rise today to call attention to a Bill that I recently filed, House Bill 5700, which would strengthen those economic interest disclosures and really look at individuals in the Executive Branch and over departments, over state departments. These are some of the very folks who are able to sign contracts to enter the state into financial obligations. And they can do so at any point throughout the year and then… that's part of their job. My Bill would require statements of economic interest to be filed quarterly by these folks. Today there's… there's a gap. We file statements of economic interest once a year. Over the course of that year, you could buy and sell a stock. And if you don't hold it on the day of the statement of economic interest, it never has to be reported. We don't need to look very far to see that the market can move dramatically in a very short period of time. And so, I think we should ask ourselves in this chamber, what can we do to show the public that we're taking this very seriously? "Thank you, Mr. Speaker. I rise today on behalf of the Illinois Legislative Black Caucus to present today's black history moment. Thank you for indulging me, Members of the House, Mr. Speaker. Today we celebrate a gentleman named Jesse Binga, a pioneer in black business achievement and one of the wealthiest black men in Chicago in the earliest… early 20th century. Excuse me. Jesse Binga was born April 10, 1865 in Detroit, Michigan. He dropped out of high school to collect rent on his mother's property in Detroit, and eventually worked as a barber and a Pullman porter on the West Coast. In 1893, Binga came to Chicago with $10 in his pocket. Through successful real estate investment, Binga was able to open Chicago's first black-owned bank in 1908. Where other banks discriminated against black Americans, Binga's banks provided services to black Chicagoans and those who moved north during what is referred to as the Great Migration. Terrorists who opposed his residence outside of the African American community bombed his home five times in 1919… 1919 to get his family to move out of the neighborhood. Fortunately, Binga stayed and continued to prosper, obtaining thousands of property leaseholds throughout the Chicagoland area. He passed away in 1950. Thank you very much, Members of this chamber."
