"Over the last few weeks, we've heard a lot of stories about Ukraine and the effects of what's going on with the Russian invasion of Ukraine. So, I want to share a personal story from my family for everyone here in the chamber. And at that time, the Cossacks from Russia were coming through the Ukraine and they were targeting Jews. And they were killing Jews, and they were destroying villages and families and all of those things. And so, as I've taken time to sort of reflect on what's going on in Ukraine, the Russian aggression towards Ukraine, the rhetoric that we've been hearing from Vladimir Putin and all of these things, it sort of brought back memories to my family of what our struggle was like coming to the United States and what we dealt with to come here. And the fact that my… again, I never had a chance to meet my grandfather, but the horror stories he would tell my father about the experiences growing up in a place where, whenever there was motion or movement, they were told to hide under the table and pray that the Cossacks were not coming for them to kill them. So, as we look at this struggle from a standpoint of history, as they say, if we don't learn from history, we're doomed to repeat it. And that is what we are seeing now. So, I stand in solidarity with people of Ukraine. I ask all of us to do the same thing and realize that what we're experiencing there has happened before. And if we don't learn from history, again, we're doomed to repeat it. So, I thank you for the opportunity to speak on this. And again, it's certainly just something that's just bringing back a lot of horrors to my family. And hopefully, we can… hopefully, there will be some peaceful resolution to this. Thank you."

I just want to remind my colleagues on the right, although they may have some legitimate points, some of them are a little bit out of context and not actually clear. And to require us to follow that, as Members of the House, is not asking for too much at this time. The Speaker has also stated that his interest here in requiring the masks on the floor is in relationship to the Members being able to carry out their legislative duties in this chamber and not have an episode or an outbreak among the Members. This is in the best interest of the people of Illinois so that the General Assembly does not, at any time between now and our time to adjourn, have to close down our operations of business so that we can take care of the people's business of the State of Illinois. If my colleagues, here with me on the right, want us to do our duty, that duty does require us to abide by the rules of the House. You want to know what I saw when I walked into the store? I saw folks with no masks on, and I saw people of color with masks on, even their kids. We all know that COVID attacked the black and brown community at a very high rate. But instead, you would rather waste our time, take away from the important issues, and do the work for the people of this great state. And I can imagine that you all woke up this morning and said, guess what? I'm just not going to wear my mask today. Why? Because it's March 1, and the CDC says I don't have to wear my mask. But you all know that we have a rule in this chamber and we must follow it. And I was also taught that you must follow the leader, and it's clear that you all are no leaders in this chamber. Because if you were, you would follow the rules. We're lawmakers. What makes us different from the people that we are creating laws for? You are not superior. We have rules in this chamber, we must follow them. We're not talking about ourselves. We're talking about in here. "Thank you, Mr. Speaker. Good afternoon, everyone. Ladies and Gentlemen of the House, House Bill 3904 is a Bill regarding a definitional change to tasers. Tasers are currently defined in the definition of a firearm, which is included in the new definition of deadly force in the SAFE-T Act. As our General Assembly continues to study national best practices for police policy, we was that Illinois is one of the last states to define tasers as deadly force. HB3904 will remove taser technology from the definition of firearm, providing law enforcement a less lethal alternative to their handgun, thus reducing preventable police-involved shootings while aiding in de-escalation techniques. And ultimately, keeping our officers and community safe. There's no opposition to this Bill. The Bill came out of committee unanimously. The Chiefs of Police and Sheriffs' Association are proponents of this initiative. HB3904 and a lot of Bills going on the board were just one Sponsor. Take a look up there. This Bill has bipartisan sponsorship. With this important definition changes to tasers, we're encouraging and promoting a nonlethal approach to force. So, last year, we did pass a similar Bill that, unfortunately, got stalled in the Senate. So, what we've done this year is taking the same concept and we've made a couple of changes to the Bill that allow for… a couple of changes to the Bill that we feel makes the Bill a little bit stronger. We have removed the provisions surrounding local school councils and that issue with the local school councils is in another Bill that I'm not carrying. We've added a no-strike clause to prevent… to provide comfort that we are interested in collaboration and not conflict. It is not, and I cannot stress this enough, it is not a Bill that puts any punitive damages any place. It is a public service campaign so that we can have gun owners understand the importance of safely storing their weapons or their guns. It has three parts to it. It is a multi-year campaign. There is another Bill that puts in the request for the money. And so, this Bill is subject to appropriations. The three parts of the campaign are, first part, having a universal message come out. This message would be about the proper storage of guns. Making sure that they stay out of the hands of children or teenagers so that no harm can come to them. And that is what we're looking at. We know that gun accidents and gun deaths on children are at an epidemic proportion, and this is a way to prevent that from happening. We want to have a universal… it'll will be a media campaign. It'll be a print campaign. It'll be a campaign that'll be used through your pediatricians' offices and possibly even your schools. Just getting the message out, if you are a gun owner, have you done your due diligence on making sure your gun is safely secured away from your toddler or your teenager. We want to make sure that happens. The second part has some money put into it so that we can go and get distribution of gun locks and possibly some rebates on gun safes, and possibly set up some gun buy-back programs for those people that want to look into that. And the final part will be an evaluation to see how well we have done this. Most Members of this floor voted in favor of this Bill in its earlier form. Similar to the previous Bill, the Bill does two things. It provides wage and paycheck protection for our educators and school support staff. That includes employees and contractors such as bus drivers, custodians, food service providers, and makes sure that they receive their regular rate of pay and benefits in the event that a school closes for an emergency day or in any other unplanned school closure. It also does a second thing. It gives administrative COVID leave days to teachers and support staff to allow them to use administrative days, rather than their sick days, when they are required by their schools to be off school property or when their kids are required to be off property because they're sick in quarantine. The main difference between this Bill and the one that we previously passed is, we incorporated the feedback of a number of stakeholders and we've addressed concerns expressed by doing the following. It makes the paycheck protection retroactive. It clarifies that the Bill also applies to charter schools. We moved… we removed opposition from the Governor's Office, from the University of Illinois System, from community colleges, and from various school management groups. Well over 90 percent of teachers and staff would see a great, positive impact from this Bill. And I know that they would all appreciate your support to pass this Bill. The cost that comes with that, with those teachers or those staff not being in school, comes from substitute teachers for example. Those schools would have to pay for those substitute teachers anyway because those teachers, for example, would not be in the schools because they have a COVID related reason that they're required to be off school property."

"If the teacher needs to take a day because their child is off, is required to be out of school for COVID related reasons, they would be able to use an admin day rather than using their sick day, which is what they would use instead."

I suffer from pre-existing conditions. My white blood cell count is low. So, when I get sick, it is a terrible experience. We know, during the pandemic, that our teachers and our administrators, that are frontline workers were truly teachers. And our Sponsor recognized that, worked with our various interest groups. And now, we have a piece of legislation with Amendments on it, with true work that's getting to the core of protecting our teachers who's on the frontlines. Go to some of the schools in your districts, ask those teachers, ask those administrators their health and see if they'll share with you. Many of them suffer from their own pre-existing conditions. They look like everything is okay, but people are dealing with so many health issues. And this Bill goes a long way to get us through the pandemic. We're almost there. Women who overcame obstacles to make discoveries in science, fought for political rights, and served as role models for generations to come. But Women's History Month is not just about the past. It is also about the present. It is also about looking to the future. Our nation's trailblazers helped create greater opportunity for future generations. And it is our duty, all of our duty, to carry on that mission. Women continue to face incredible challenges within equality. Rights are not always guaranteed. And while we have made so much progress, in just a couple weeks, we will recognize Equal Pay Day, a day that underscores how much more work remains and how much higher the hurdles are for women of color in our country and women with disabilities in our country. But we in this chamber, we have the power and we have the ability to do something about it every day when we come to work here and in our communities. I encourage everyone in this chamber to not just passively listen to these speeches throughout the month of March, we can't ignore the real messages behind Women's History Month. Take the time to think about how we can help our young girls and have greater opportunity. Just yesterday afternoon, I visited Lane Tech High School in the City of Chicago and spoke to an amazing group of young women that came together in an after-school program called Generation She. Jackson will be the first black woman nominated to the court and the sixth woman to serve on the court. Her appointment would bring representation that has long been absent from the highest court in America. Judge Jackson was born in Washington, D.C. and grew up in Miami, Florida. She studied government as an undergrad at Harvard University and graduated magna cum laude despite pushback from her high school guidance counselor who told Jackson to not set her sights so high. Jackson went on to attend Harvard Law School, where she graduated again cum laude and was an editor of the Harvard Law Review. Jackson has had an extensive legal career working as a clerk, attorney, and judge. She served as a law clerk to three federal judges, as well as Justice Breyer, who she is now in line to replace.
