The 4th House District, my district, is home to Ukrainian Village, a historic neighborhood in Chicago's Northwest Side that has one of the largest Ukrainian descendent and Ukrainian immigrant populations in the country. Like many of you, I was appalled and disheartened last week with the news that Vladimir Putin had ordered and begun an unprovoked attack, an invasion of Ukraine. I want to firmly say on this floor that the people of Illinois are standing in solidarity with the Ukrainian people here in our state and in Ukraine. I will be bringing forward a Joint Resolution on this matter to make sure that this Body affirms our support to the Ukrainian people, strong sanctions on Russia, and our commitment to help in the developing humanitarian refugee crisis caused by this conflict. "I rise in support, as my colleague just mentioned, about the devastation of this war. Part of the conversation that is being left out are the African immigrants that are stuck at the border, unable to transfer into… can we get the… thank you, Mr. Speaker. This issue raises a very important point for the people of Ukraine who are under attack right now. And it really breaks my heart to see that people are being bussed out but some people are being left behind at the border. People of color are being left behind at the border, unable to cross into the country of Poland or to find refuge anywhere. And yesterday's report showed that people have been standing in line for days. Today is the fifth day that people of color are not able to leave out of Ukraine and find safety. So, the issue of race and war converge at this time. So, I ask this Body to not just remember the people of Ukraine but those who are working there from other countries who are unable to get out and people of color who are being discriminated against in the mission of a war that is devastating families all across this country. And so, we send our word to them as well and that there's humanitarian efforts at the border to help those people who are of African descent standing at the border for the fifth day of this conflict. "Mr. Speaker, I rise to commend our Illinois State Police. Recently… two years ago, we passed the Tamara Clayton Act, which put the cameras on our expressways. And since then, the police… the Illinois State Police have announced not only arrests from people who have been shooting on our expressways, 10200078.docx 8  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 78th Legislative Day 3/2/2022 but as many of you know, many of our State Troopers have been put in harm's way. And I rise to not only to commend our State Troopers, Director Kelly, Governor Pritzker for not only releasing money for cameras on our expressway, but also commend Leader Greenwood for carrying a Bill now that's going to expand expressway cameras to catch people who are shooting on our expressways. Just today, I received word from the Illinois State Police that our cameras were used not only in Chicago to catch 3 armed suspects who shot on our expressway… expressways in Chicago, but they've also made 19 arrests from these cameras in and around our expressways in the City of Chicago and on I-57. They've also added, as the Bill required, license plate readers. So, the State Police released a press release yesterday about the expanded use of the license plate readers that have been added to a tool in their toolbox to catch people who are committing crimes on our expressway. So, I think it's important that we stand and we support our men and women of the Illinois State Police Department. Also commend Governor Pritzker not only for giving Director Kelly the authority to help our men and women, but I think it's time also that we acknowledge some of the good Bills that we passed in Springfield. This license plate Bill that we passed, the Tamara Clayton Act, dedicated to a United Postal worker who was shot on I-57, was important work the General Assembly did. When I asked each of you to support this Bill, I mentioned that it would bring back data. And the State Police has released the dashboard that many of you can go to the State Police Web site and view. "Thank you, Mr …thank you, Mr. Chair. House Bill 4126 is a Bill that just clarifies a couple of things with the Invest in Kids Act. First and foremost, it allows for super priority, which is my understanding that this was always the plan for the statute in the first place. If a kid is in kindergarten and still just as poor in first grade, they would have super priority to go back to that school. The other thing that it does is it allows for the student… excuse me, the scholarship granting organization, the SGO, to set the amount of the scholarship, the max amount of the scholarship. I take that back, I apologize. It allows the school, excuse me, to set the maximum amount of the scholarship, as opposed to the scholarship granting organization. The rationale behind that is that schools know their own finances better than an SGO does. So, again, it's a relatively straightforward Bill that focuses primarily on students who are already in a program. We're trying to address the problem that we have with a severe shortage of teachers, and we feel like this will really make a difference. It was designed off of a program that was offered in the early '70s and was very, very successful. And so, we're hoping that this will be successful as well. When I go to my high schools in my community, right here in this city where you're standing, and I see a gymnasium full of students without teachers, because it seems to me that many people have a reason to turn a blind eye on the teacher shortage. And in response to your questions previously, I appreciate very much so Speaker Evans allowing me to answer the questions. Never once did I say anything about being opposed to any of those programs. I wish that you would have taken it upon yourself to further fund those programs so I could've been a chief Sponsor on that in addition to my Bill. The reason I brought this Bill is because…"

"Thank you, Mr. Speaker. Representative Scherer, thank you for bringing this Bill before us today. Can you just explain the process? If I were someone seeking teacher certification, explain to me the process for how I would receive reimbursement through the program that you've put forward. How would it work if I were trying to participate?"

"Okay. Sure. Thank you for the opportunity, Representative Guzzardi. So, the way this program was designed is copied off of a program that happened in the 1970s. It was highly successful then, it can be highly successful now. And for a little background on that, there was a shortage, but not as severe as we have now. And after the program went into effect, and it had a small window, when I went to apply for a job the superintendent said I have a stack this high of applications for one job. Now, they have one application for 10 jobs. But the way it works is, the student is responsible up front to pay for their schooling. And then after… and it has to be in a public university in Illinois. So, it will help our public universities grow as well. Then secondly, they have to be in the teacher pipeline. 10200078.docx 25  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 78th Legislative Day 3/2/2022 And as they are in the pipeline, each year, for 10 years, they will get reimbursed one-tenth of the amount they paid for tuition and fees, up to 10 years. So, it's two-fold. It brings teachers, it addresses this dying need we have for teachers, and it also secures that they will teach in a public school in Illinois for 10 years."

"Thank you, Rep Scherer. And that sounds… it sounds like a great program, and I'm in support of you in concept here. I just want to make sure I'm understanding all of the details here. The program in the 1970s, do you have… do you have a sense of like how many teachers came through that program? Sort of… if you have any like data or metrics about how that program went in the '70s, I'd be curious to hear them."

"It was very successful. And the reason I knew about it was my brother could've chosen that route, but he decided to go into computers. But actually, my office manager was a product of that, and she taught in special ed for 30 years… 35 years after that, and many of her friends did. So, I don't have an exact number, but it was very popular and it definitely solved the problem."

"Appreciate it. And can you maybe just give the Body a sense of the magnitude of the teacher shortage in Illinois currently?"

"Yes. And again, this is so important, so important. I really feel, at this point, something's going on in the State of Illinois and the entire United States that we have the most serious teacher shortage in the history of our country. Let me repeat that. The most serious teacher shortage in the 10200078.docx 26  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 78th Legislative Day 3/2/2022 history of our country. And people continue to come up with reasons why we don't need to fix it, we can turn a blind eye. Unfortunately, the facts you heard right out of the gate were simply not true. The amount for this, according to ISAC, in Fiscal Year '23 will be $88 million. Also, it is subject to appropriation. It's a great incentive to get teachers to stay here, to go to school here, and then to teach here. And I sincerely hope that the Members of this Body will finally address the fact that we have an extremely severe teacher shortage. And the Representative also mentioned Amendment 2. I did not file Amendment 2. I filed Amendment 1."

"Thank you, Representative Scherer. To the Bill. I commend your efforts in this area, and I admire your passion in… of supporting the teaching profession. And you're right, we have a crisis on our hands in the State of Illinois and across the country. This teacher shortage is severe. It's impacting schools in my district, when I go visit my neighborhood schools, when I talk to our principals. You know, I have principals who are going into the second-grade classroom and teaching second grade 'cause they just can't get enough substitute teachers to cover. And obviously, the pandemic has had a huge impact on this, but it's only added fuel to the fire that's been smoldering in our state for such a long time. There are a lot of reasons for this teacher shortage. I think we could certainly examine them in depth. I would just venture to add to the record that I think the besmirching of teaching as a profession, the disrespect that we've shown to teachers as a profession has had a profound contribution toward this teacher shortage. And we can share our admiration in a variety of ways. We've taken measures in this General Assembly to ensure that teachers in every corner of the state receive adequate compensation. Those were measures that were incredibly important. And then, Representative Scherer, I know you led on that fight. But here we have another opportunity to show our teachers that we believe in them, we care about them, we value their profession and the work that they do for our young people. To say that, if you're going to come into this profession, we need you, we want you, we're looking for talent, and we're going to support you and make sure that you're not burdened by the cost of paying for your education if you're willing to become a public servant in this way. So, I appreciate the Bill. I appreciate the effort toward reducing our teacher shortage and to supporting the profession of teaching in the State of Illinois. And I urge an 'aye' vote. Thank you."

"Yeah. So, this is a very well-tested and successful means to address shortfalls, such as what we're seeing in the teaching profession. And any sense… it's interesting that they've not been included up to this point. So, thank you for recognizing that need and working to address it. You were a teacher yourself."

"And so, you're very much aware of the sorts of disincentives that tuition and debt might bring, I would imagine. Were you ever… in your career as a teacher, did you hear from fellow teachers who were struggling with student loan debt?"

"Oh, student loan debt, can you imagine… and I want you to visualize this… that right now coming out of a public university is about, if you're lucky, 100 to 120 thousand dollars. And then you're going to get a job that we had to fight tooth and nail to get a minimum wage of 40 thousand. And then you might be a single mom, you might even be married, you have three kids, that's not uncommon for a teacher. And someone else was just talking to me earlier, that at best, at best the PTA would give you $120 to buy pencils and erasers and scissors for kids in your classroom. So, that's usually… to tell you the truth, that usually comes out of a teacher's pocket. And I just can't for the life of me figure out why 10200078.docx 29  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 78th Legislative Day 3/2/2022 this august Assembly can turn their back on the need for teachers. It's like, don't you care if your child comes home and doesn't have a teacher? Don't you care about that? Our Constitution says you're entitled to a free public education, but that doesn't mean to just show up in a school gymnasium. And that's… in case you didn't know, that's what's happening. They literally are going to gymnasiums with a stack of worksheets in the backdoor and told you can pick a worksheet up if you want. Halle Quezada nearly died herself attempting to save someone from drowning. In her situation, like I said, about 10 years ago, one person was saved and the other person died. And Halle has been haunted by this ever since. She spent all of this time working with the Chicago Park District, attempting to get more meaningful protections for folks, signage about where it's safe to swim, public education about preventing drownings, and finally water rescue equipment. The beaches of my community, I live in Rogers Park, they are the most… some of the most accessible in the state because they are north of the terminus of Lake Shore Drive. People think the lake is a gentle thing. People think the lake is a beautiful thing. And it is, but it is also something to be respected. Every year we see multiple preventable drownings from folks getting caught in rip currents, folks hitting… tragic accidents that lead to death. He had a loving family, and he didn't need to die. He was six feet from the pier when we lost him. Had the park district just listened 10 years before, there would have been a rescue ring there that could have been thrown to him. But there wasn't. His mother, Maria, joined Halle and her efforts to get the park district involved, and yet they were still resisting. And so, my community of Rogers Park did probably the most Rogers Park thing ever, and people started installing those life rings at the end of the pier themselves. And the park district, dutifully every day, took them down. Working with Alderwoman Maria Hadden, Halle, Mrs. Cisneros, we again approached the park district in an attempt to come to a reasonable solution. This continued throughout the summer, and this Bill was introduced. Then we got new leadership at the park district, and that new leadership agreed that it was time to do something, do something differently. This Bill represents that work with the Chicago Park District, with the Illinois Association of Park Districts and will require that these park districts install life rings on piers and drop- offs on public shoreline and make sure that, that equipment is available to rescue folks who are in trouble in the water. A plant called the AltEn ethanol plant, they used surplus pretreated seeds to create ethanol as opposed to, for instance, corn product that they bought from farmers. Nebraska has since banned this practice. They've outlawed the practice because of the dangers to the community. The practice doesn't happen here in the State of Illinois. We don't use… there's no companies that do this at present. But what we want to do here is to ban this practice preemptively so that we don't have to wait for an environmental disaster to happen in the State of Illinois before we take this action. So, this would simply prohibit the use of pretreated seeds in the production of ethanol. We want our farmers' products that they grow to be sold to ethanol manufacturers, rather than for the seed companies to be able to sell these seeds directly. And of course, we want to protect the environment and make sure our communities stay safe. So, this is a preemptive measure to make sure Illinois continues avoiding this harmful practice. Long story short, I helped… I ran out and told her cab to wait so she could go to the service desk and get her refund. So, that started me thinking how many times we're at the grocery store, you, me, and a lot of people out there, where, through no fault of their own, the store… a glitch in the system if you will, might not give the person their discount. I asked them at the store I was at, what happened? And they said, well, we take it off at the end. And I don’t know about you, but by the time I'm leaving the grocery store, I want to just get out of there. So, she didn't get her discount. And so, that started me thinking that I would like to see it on the screen as my item is being scanned. It requires… this Bill requires that a display at a super market point of sale must show the regular price of an item and the discounted price of an item on the screen at the same time, rather than delaying the display of the discounted price until the total price is displayed.
