It is my honor to welcome and congratulate the Sacred Heart-Griffin boys basketball team, the Cyclones, on winning the 2022 high school Class 3A State Championship. This is the first… this is the first championship for the Cyclones, who compiled the season record of 35 wins and 3 losses on their way to the state title. They made it to the state title… or they made it to the state championship in 2019, but the night before they were supposed to play, everything was shut down due to COVID. Fast forward a couple years, and now we're in the state championship game. SHG trailed the opponent with five wins left in regulation play. However, the Cyclones went on a 10 to 4 run to tie the game and force an overtime. Not just one overtime, but double overtime. In the final seconds of the game, SHG had the ball. And our number 5, KeShon Singleton, was inbounds the ball to him. He dribbled around for a little while… raise your hand there, KeShon. He dribbled around for a little while trying to find the open shot, lost the ball on his foot, it dribbled away. And on the back of the T-shirt it says, 'I am third. We are final four.' And third means, God first, others second, and myself third. And they created this T-shirt and that is the epitome of this team. Players, as I call your name, please stand and wave. We have brothers, Jamarion Bardwell, who is a freshman, and his brother, J'veon Bardwell, who is a junior. And I'm going in alphabetical order. The Hamilton twins, also known as the twin towers and my boys, Jake Hamilton and Will Hamilton. Both are juniors. We have Zack Hawkinson, also a junior. When funding for things like autism programs, sexual and domestic violence advocacy, and breast and cervical cancer screenings were on the chopping block, Greg Harris was there. And it is thanks to his leadership as our chief budgeteer that today we are not just on the path of financial stability, but financial surety. During the midst of a global pandemic, he made sure our day-to-day operations continued while also prioritizing underserved communities and communities hit hardest by the virus. He helped us prove that we don’t have to balance the budget on the backs of working families or take away vital services that help the people of this state succeed. The Illinois Centers of Independent Living, they represent members of the disability community, including those in the aging community and our veterans. We came together to put together this Bill, House Bill 1587, which is subject to appropriation. Floor Amendment #2 simply says that it's subject to appropriation. But we put together this legislation requesting funding to help our Centers of Independent Living to provide resources to those in the disability community to add home modifications to their home, especially for those who want to stay in their home. This funding will go from DHS to the Centers of Independent Living who will put together an assessment for all their clients to ensure that the funding is… that they are eligible for the funding and to ensure how much the funding… the project will cost to help them to build ramps for their homes, to put bars up in their bathrooms, whatever situations that they need to help them stay in their home. The biggest focus for this legislation is to help individuals stay in their homes. A lot of our individuals find themselves imprisoned in their home because they cannot simply go down the stairs of their porch. This will help them do that by providing funding from the State of Illinois to our Centers of Independent Living to help build a ramp for their homes or whatever issue… or whatever modification that they may need to help them, again, stay in their homes. I can go on and on about this, but I will entertain any questions that you may have. The fragmentation that we see in our health care as well as our mental health delivery system reflects the fragmented funding stream in which this system is relying upon. And to realize that we need a integrated and holistic human service health care system in which we would restruct our funding system to address the problems in regards to mental health. House Bill 205 would create a local funding for various communities, five communities within the State of Illinois. And the funding would be… and the services will be based on the communities in which people live and it will be dealing with the environment as well. And I’ll be more than happy to answer any questions you may have in regards to this. And I have not done the appropriations for this Bill. If you live in a high-crime area, maybe there's certain things that needs to be done, a certain type of conversation that needs to be held. If your child or children cannot sleep at night because they are listening to gun shots every night and can't sleep and not doing well in school, that is an issue that needs to be addressed from that perspective. Not what's going on in your community or downstate or someplace else. So, you meet the people where they are, not where you want them to be."

What are the qualifications? What are the reviews? How do we make sure that we know that organizations that are truly needing stabilization are benefitting from these fees that are collected?"
"I think because their focus and their attention is given to applicants that are located in areas where pervasive poverty, unemployment, and economic distress exist. Because these grant programs focus on housing… housing programs, food programs, and workforce and economic development. And I can say that, in my particular district, it is extremely important for these organizations to have access to resources like this."

And being that it's a stabilization fund, it's very concerning, in a non-for-profit world, which I've served on non-for-profit boards, as I'm sure you have as well. Where we have stabilization, there are other oftentimes underlying causes of that destabilization. Sometimes it's a lack of leadership. Sometimes it's a lack of funding. Sometimes it is a purpose that has outlived. So, I'm worried giving the Treasurer's Office a blank check to support organizations that he feels fit is not the appropriate use of these funds. So, help me understand the parameters for the granted organizations that are being supported."

So, if there is yet another way that we can utilize an opportunity to help stabilize those grassroots organizations that are in our communities that are doing great work for… by shoestring budgets, here is yet another opportunity to do so. Now, the previous speaker is probably talking about some political stuff that doesn’t belong in this conversation at all. And that's fine if that's what he wants to do. But the idea of accusing the Treasurer of ingratiating himself in that way is kind of inappropriate in my opinion. "Well, the information that I have is that the fund that was created in 2007, it was created specifically to support nonprofit organizations across the State of Illinois."

"It comes from the filing fees that nonprofits pay to incorporate with the state."
"Yeah, it actually doesn’t just come from the nonprofits. It comes from any annual report, foreign or domestic. Everybody has to pay a five-dollar fee with their annual report and that is what goes into this fund. "Okay. You know, one of the… I think one of the… to the prior speaker's last points. One of the, I guess, differentiating factors when it comes to this fund as opposed to private charities is that, at least when it comes to private charities, you have an option as to whether you're going to actually put money into it. This is something that’s being compelled by the State of Illinois as a fee or… as a filing fee or a tax on everybody who's filing every year. So, I think there's a little bit of a distinction there. When it comes to, though, the original purpose of the trust, it originally used to say that most of the funds were going to be put into startup expenses. And that's understandable, because if you're in economically depressed areas, it's actually very difficult to get up and running. But then the point is supposed to be that over time, if you're doing good work, you should be able to find pathways to become self- sustainable. You can apply for state grants, that sort of thing. So, by taking… by taking that limitation away, you're essentially creating a little subset of charitable opportunity… charitable organizations that are going to be dependent on the Treasurer's Office, when normally those types of entities should be just applying through DCEO or something along those lines. "Right. But the point is, is that… I think the reason why this was originally created was to help new entities start up. And that's the reason why we… you know, why the language that was in there was devoting the budgets towards op… towards startup expenses, and you're eliminating that from… through this Bill. So, I think you're actually taking away a unique pathway we had, and you're changing the nature of the program from one that's going to help fund startups, where people normally wouldn't have the capital to get their organization going, to just normal run-of-the-mill charitable organization."

"Yeah. I mean, aren’t you concerned that we're losing something and we're changing the nature of the program as it was originally intended? Because the nature of the program, as it was originally intended, was to create some seed money so that new charitable organizations in economically depressed areas could actually, kind of, get started, get up and running on their feet. Now, you're basically reallocating what was supposed to be the seed money. And you're saying, no, now this can be used to fund operational expenses year after year after year. So, that's going to effectively detract from the seed money startup dollars that this was originally supposed to support. "Well, maybe we can get at it this way. Can you pull up page two of your legislation, line seven? So, originally it said that the monies for the fund may be used as grants for the start up or operational purposes of participating organizations. And you're now eliminating that. So, why are we discouraging the use of these funds for startup charitable organizations in these economically depressed areas? It just feels like we're pulling the ladder up after everybody who's taken advantage of this program. We're not allowing for anybody new to come in and start a new organization."
"That is why they are trying to address some of the obsolete language. So, in the original trust fund, it talked about grants for startups. But now, as they have evolved, they are now making this available for organizations for their operational purposes because there is a need to do that. And I believe that the Treasurer's Office has been very careful and very cautious about how they have evolved with this particular stabilization fund."
"Yeah, and I'm just going to disagree with you. They don’t necessarily have a revenue stream that they can use to employ their people. So, by deliberately deleting the startup language, you're now making it harder for new organizations to try to start operating in economically depressed areas. So, I just haven’t heard a good explanation as to why we should support that. So, I find that to be very discouraging, frankly. So, let's move on. We can move on to page two, subsection (c). So, lines 12 to 16, which are stricken out, that actually authorized the Treasurer's Department to have an operating budget so that they could manage and operate the fund. Now, we're basically saying that we're eliminating their ability to actually have an operating budget from… for the fund. So, who's going to actually run the fund? If we don't… if we're basically saying they have no operating budget. So, for your staffer, it's on page 2, subsection (c), lines 12 to 16, the operating budget has been eliminated."
"I think the belief is, is that the fund is far enough long, it's been operating since 2007, that it can now focus on operational budgets rather than the startups."
"No. As I'm reading, 'Moneys in the Fund may be used only for the following purposes.' It can do grants. It says the… but then the administration of the fund in this Act… but then it says, 'Moneys deposited into the Fund must be allocated as follows.' So, maybe we can take a step back. And I don’t know if your staffer wants to follow me. So, this is in subsection (c), lines 12 to 16. That language there, the 20 percent of the amount deposited into the fund must be set aside for the operating budget of the fund for the next fiscal year. So, that operating budget of the fund is what's also going to actually pay for the Treasurer to administer the fund."

"Thank you, Mr. Speaker. House Resolution 585 declares March 3, which has come and gone, as Triple Negative Breast Cancer Awareness Day. One in eight women will be diagnosed with breast cancer in their lifetime. That's the statistic you probably have heard before, especially during Breast Cancer Awareness Month in October. But our work to educate Illinoisians about breast cancer can't be limited to just one month because one in eight does not begin to describe the risk that is posed by an aggressive subtype of breast cancer called triple-negative breast cancer. This breast cancer disproportionately strikes young women, especially young women of color, and is more aggressive, it's harder to treat, and is more likely to be diagnosed at a late stage than other breast cancers. We desperately need to raise awareness about the unique risk posed by TNBC and the alarming disparities in screening and diagnosis for TNBC among populations most vulnerable to this disease. Now, this fight is personal for me. My mother actually succumbed to breast cancer at the age of 39, and that was about 40 years ago. So, had we known then what we know now, she may have lived much longer. We have all been impacted by this disease, and we all have a story of a mother, a sister, a friend who has bravely battled breast cancer. Yet, it is important to acknowledge that this burden falls disproportionately on women of color. The data is clear. Black women suffer from higher rates of mortality from breast cancer in Illinois. According to the CDC, in 2018 the mortality rate for breast cancer in women of all races and ethnicities in our state was 20.7, while for black women it was 33.1. This is compelling evidence of a persistent health disparity in Illinois that makes it harder for black women to get screening, diagnosis, and timely care and treatment for their breast cancer. The aggressive nature of TNBC, combined with existing barriers of access in care, only exacerbates these alarming outcomes. We must take action to reduce disparities in a diagnosis and treatment of TNBC. We can increase state funding for targeted education and awareness programs in underserved communities. We can expand access to programs providing screening and diagnostic testing, like the Illinois Breast and Cervical Cancer Program. We can work to increase the number of women who have access to genetic counseling resources and limiting out-of-pocket cost for these services. "Today I rise to celebrate Elizabeth 'Bessie' Coleman, the first African American woman and first Native American woman licensed pilot and a pillar in the civil and gender rights movement. Coleman began her life in Atlanta, Texas, the 10th of 13 children born to black and mixed Cherokee parents. She grew up amidst the dangers and anti-black violence of the Jim Crow south as well as pervasive national sexist attitudes. Despite these obstacles standing in her way, she held onto a lifelong dream of being a pilot. When she was 23, Coleman moved to Chicago to live with her brothers, where she worked as a manicurist while applying to flight schools. She was denied from everyone due to her race and her gender. After successfully completing flight school, she returned to the U.S. and quickly became a media sensation. For years, Coleman traveled the U.S. performing Aerial stunts for paying audiences, ultimately earning the nickname 'Queen Bess' in recognition of her prowess and charm. Coleman famously stunted a… I'm sorry. Coleman famously performed a stunt routine in an air show over Chicago to honor World War I veterans in which she executed figure eights, loops, and steep dives for a cheering crowd. Throughout her career, Coleman advocated for more opportunities for black and female pilots. She was a long… it was a long-held goal for her to establish a school for young black aviators. Unfortunately, her dream was never realized. On April 30, 1926, as she was riding in a beaten-up Jenny to do recognizance for an upcoming show, the plane unexpectedly fell into a deep dive and Coleman was thrown from the passenger seat at 2 thousand feet. Her body was returned to her adopted hometown in Chicago. An estimated 10 thousand mourners attended her funeral, which was led by civil rights activist Ida B. Wells. Coleman's legacy has lived on beyond her passing as expiring black aviators everywhere have since credited her as a pioneer. Mae Jemison, the first woman in space, carried a picture of Coleman with her on her first flight. Jemison said, I point to Bessie Coleman and say here is a woman, a being who amplifies and serves as a model for all humanity and the very definition of strength, dignity, courage, integrity, and beauty. Mr. Speaker, in honor of Women's History Month, I rise in tribute of a former Member of this Body who made history while making a positive difference in the lives of Illinois families during her 20-year career in State Government. Representative Patti Bellock of Hinsdale enjoyed a long and distinguished career of public service as a DuPage County Board member, State Representative for the 47th District, and Director of the Illinois Department of Healthcare and Family Services, retiring from State Government in 2019. Representative Bellock was born Patricia Rigney on October 14, 1946 to proud parents John Rigney and Dorothy Comiskey Rigney, and big sister Mary Sharon, loving grandmother Grace Comiskey, who was then the owner of the Chicago White Sox. Patti grew up in River Forest, Illinois and graduated from St. Norbert College in Wisconsin, where she received a bachelor's degree in history and American government. Prior to entering public service, she taught school in both Fairbanks, Alaska and Milwaukee, Wisconsin and served as vice president of a sports investment firm in the private sector. Patti moved to Hinsdale in early 1970, where she raised her two daughters, Colleen and Dorothy, and became active in the Downers Grove Township Republican Organization, elected as a precinct committeewoman and volunteering for local candidates and community causes. She was elected to the DuPage County Board in 1992, where she served with distinction for six years. Patti went on to be elected State Representative in November 1998 and took the oath of office in January 1999 as a Member of the 91st General Assembly, the first of what would ultimately be 10 terms in the House of Representatives. Throughout her nearly 20 years as a Member of the House, Representative Bellock was a tireless advocate in the areas of education, juvenile justice, health care, developmental disabilities, and mental health. Her landmark legislation, the SMART Act, reforming the Illinois Medicaid system, and Bills requiring mental health parity, MRSA infection control, improving the Amber Alert system, and strengthening child support in Illinois have been recognized on a national level. In October 2013, Representative Bellock was appointed Deputy Minority Leader, the first woman in Illinois history to be appointed to that position, a role she served until her retirement from the Illinois House of Representatives in July of 2018. Over the course of her legislative career, Patti served as chief budget negotiator for House Republicans and as the Minority Spokesman on both House Human Services Committee and Human Services- Appropriations Committee. Representative Bellock received numerous state and national awards for her role in various community projects and served on several local boards and groups addressing issues on taxes, substance abuse, Alzheimer's, autism, human services, mental health, multiple sclerosis, violence prevention, and the arts and was named Legislator of the Year by over 20 different associations and organizations. While I did not have the privilege of serving here in this chamber with Patti, I did have the honor of knowing her and working with her through my work in the mental health field. As a matter of fact, when I was asked to run for this House seat, she was one of the first calls that I had made to have a conversation with before making the decision to run. I'm inspired by her legacy and the countless stories of her kindness and generosity to her colleagues, staff, visitors, to this Capitol, and to her constituents back home.
