"First, thank you for the privilege of speaking with you this morning. I'm honored to speak with those who, through word and deed, can change the lives of millions. An awesome and a sacred responsibility you carry. In my tradition, before we begin the sacred work, we engage in a brief moment of study. So, with your permission, I'd like to share with you a word of Torah. In just 10 days, Jewish communities across our state and across the globe will sit together to observe the festival of Passover. [Recited in Hebrew], invite family and friends to our table and then we will tell the story of a miracle, that where there is suffering and cruelty, all that is good and holy and true will step in to the world to insist on justice, opportunity, and freedom. Our holiday liturgy compels us [recited in Hebrew]. In every generation, each of us must see ourselves as having come out of Egypt, and then we tell our children of the obligations that come along with that story. That having being graced with freedom, we now bear a responsibility to build a world worthy of that miracle. To mark this festival, we build ritual moments imbued with stories past and present that call us to empathy, open us to love, and demand that we actively pursue a world that is more compassionate, more equitable, and more just. We teach our children that they inherit that story and that they inherit that awesome and ennobling responsibility. May you, may you be blessed to build a world worthy of our children. May you be imbued with wisdom and with courage. May you find abundance in the face of scarcity. May you build community in the face of division. May you find homes for the homeless, and freedom for the captive, and clothes for the naked, and food for the hungry. May you mark a path of peace and shelter for those who flee hatred and violence. As vibrant democracies, India and the United States share many common values and aspirations. Our partnership is based on shared values such as respect for rule of law, human freedom, innovation and entrepreneurial spirit, free and independent media, and a strong civil society. At the heart of this partnership, there is tremendous goodwill, friendship, and support at the popular level in our two countries. Indeed, strong people to people connections are the key drivers of our partnership. Our synergies are immense, and the spirit of innovation, the pursuit of excellence, and service defines the best of our peoples. It is, therefore, no surprise that our partnership enjoys a strong bipartisan support in the U.S. and multi-party support in India. A number of transformative, far-reaching reforms and initiatives taken by the government underpinned by technology, social and financial inclusion are accelerating socio-economic development in India. India's skilled and aspirational young workforce is increasingly playing a major role in advancing economic progress and development. India also has now the world's third largest startup ecosystem, witnessing exponential growth in recent years, up from a few hundred startups in 2016. There were 13 thousand new startups in 2021 alone. The expanding Indian economy and our population base offers a large consumer market, a skilled labor force, and numerous opportunities for international collaboration. In the coming years, we expect India to emerge as an economic powerhouse across the Indo- Pacific region and beyond. Mr. Speaker, today India-U.S. partnership is exploring new horizons in diverse areas such as health, climate change and renewable energy, knowledge- based partnerships comprising higher education, science and technology and innovation, digital technologies, business, defense and security. The India-U.S. partnership is critical in translating India's ambitious vision for development into a reality. In every sector of India's development journey, we see the United States as an indispensable partner. Our bilateral trade in goods and services has expanded rapidly and has increased to over U.S. dollar 160 billion in 2021. U.S. exports to India are rising faster than the Indian exports to the United States. We are also now importing U.S. crude and oil, as well as natural gas worth close to U.S. dollar 8 billion annually. The two-way investment between India and the United States has reached around U.S. dollar 65 billion. Likewise, U.S. firms continue to invest in India. There has been consistent, regular, high- level political engagement between our two countries. There is a much-increased frequency of consultations among cabinet members and senior officials. In addition to the regular foreign office consultations, there is also the 2+2 dialogue at ministerial level that brings together foreign and defense ministries and a meeting of it is expected in the near future. We are also expanding defense and security cooperation, which is stronger than ever before. India has been designated as a major defense partner of the United States. The two countries, today, conduct more bilateral defense exercises with each other than they do with other countries. India has procured around U.S. dollar 21 billion worth of defense platforms from the U.S. in the last decade. India and the United States are also working closely bilaterally as well as in the Quad format, the summit meeting, which was held in March 2022, to discuss issues such as the pandemic, combating climate change, fighting terrorism, cooperation in the Indo-Pacific, maritime cooperation and cyber security. India and the United States have cooperated closely during the COVID-19 pandemic and worked to ensure that the global supply chains in critical medical supplies, PPEs, pharmaceuticals, and medical equipment, were not disrupted. Three successful COVID-19 vaccines in India are an outcome of bilateral collaboration. The United States, and the State of Illinois in particular, has put in place an ambitious framework for climate change. India, likewise, has set ambitious targets. There is much potential to collaborate in the area of renewable energy and 10200099.docx 9 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 4/5/2022 electric vehicles. Mr. Speaker, the State of Illinois is the economic powerhouse of the U.S. Midwest region and the national hub for global commerce, advanced manufacturing, agriculture and food processing, logistics, pharmaceuticals, innovation and knowledge ecosystem. India and Illinois enjoy wide-ranging partnership in several areas. Enhanced two-way investments, commercial tie ups, innovation and knowledge partnership, and higher education cooperation are propelling India-Illinois partnership to newer heights. Several major Illinois companies are already present in India. Similarly, over 80 Indian firms have presence in Illinois. We are delighted to see this positive growth in India-Illinois trade and investment ties. India welcomes Illinois-based businesses to invest in India and harness tremendous economic opportunities that are available in rapidly growing India. More than 11 thousand students from India are presently pursuing education in Illinois universities and colleges. The 4.4 million strong Indian American community in the U.S. has played and continues to play a critical role in enriching and advancing the India-U.S. strategic partnership. They have been an active bridge in promoting understanding and friendship between our two important countries. I have had the opportunity to meet several U.S. elected representatives at federal, state, and local levels in Illinois and in the Midwest. They all have shared with me how the Indian American community has been making significant contributions to the economic growth and the political community and cultural spheres here. First, up to our right here, Ms. Nancy Tenner, who is the kind of person you want to be involved in your community. We prepared a Resolution honoring her for over 50 years of professional and volunteer work in early childhood education and social services. She told me today she was inspired by Robert Kennedy and has been tutoring at the Martin Luther King, Jr. Library in Chicago, to working in several child care facilities all over the state. "Thank you, Madam Speaker. For all of us today, we have an opportunity for a one-of-a-kind attraction here in the State of Illinois. As you may know, the Illinois Department of Transportation is preparing to replace the current Interstate 80 bridge over the Mississippi River. And so, a proposal has been made to use the existing bridge as a wildlife crossing connecting preservation areas on each side of the river in both Iowa and Illinois that will be a home to American bison. The Bison Bridge Foundation has developed thoughtful plans to make sure this outside-the-box idea and 10200099.docx 14 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 4/5/2022 turned it into a reality. It is a mammoth undertaking, yet achievable. The Bison Bridge Foundation is not asking for a penny of state or federal money. Indeed, this project could save the state tens of millions of dollars by not having to demolish and remove the existing bridge. This kind of project can help with tourism, attract young people to live and work in Illinois, and improve the quality of life for residents already here. More than 38 thousand people have signed a petition supporting this project and it enjoys bipartisan support on both the state and federal levels. It behooves us to support this as a Body. This Resolution, HR699, urges the Governor and Secretary of Transportation to develop plans for Interstate 80 that include this project. Please join me in support for a project that will answer the question, where is the Bison Bridge? Quad Cities, that's where. Thank you, Members. I appreciate a favorable vote."

It has been heart-wrenching to see the images, videos, and calls for help that are coming out of Ukraine over the past six weeks. Innocent civilians, people, children, babies… babies have been caught in the crossfire of a cruel and avoidable war. Children, grandmothers, friends, babies are all hurting with 10200099.docx 23 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 4/5/2022 their lives upended with no clear end in sight right now. Ukrainians who have had their lives upended, destroyed due to the unchecked power of Russia, they are people like us who happen to be living on the other side of the world. We cannot sit back and just wait for this to be over. We, in Illinois, have to use our toolbox to do our part. As one of the most comprehensive state responses in the country, this Bill is a part of our part. And although it won't be enough, I consider it a must-do. This Bill addresses the war in Ukraine through five primary mechanisms. It puts Illinois on a path to divest from Russian stocks and sovereign debt, including money in our Teacher Retirement System and funds that our Illinois State Board of Investments overseas. And this divestment also includes Belarus. The Bill grants our Department of Human Services emergency rulemaking powers so refugee resettlement programs can meet the needs of Ukrainians, with the goal to make it easier to provide health care, mental health services, and English… excuse me, English language assistance to Ukrainian nationals who are granted temporary protected status or refugee status. The Bill creates a Money Laundering in Real Estate Task Force charged with accessing the exposure of residential, industrial, and commercial real estate sectors in Illinois to elicit Russian money, including luxury real estate in Chicago but also properties downstate that we often overlook. The Bill creates an elections… an Illinois Elections and Infrastructure Integrity Task Force. And that task force will evaluate foreign actor interference in recent elections in Illinois and will make recommendations to prevent foreign interference in 2024 and beyond and to prevent 10200099.docx 24 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 4/5/2022 cyberattacks on state infrastructure. This Bill in itself is not going to end the war in Ukraine, but it's a way to harness our collective power and do everything we can in Illinois to make a statement to support Ukrainian people. There's a reason there's been five Amendments, because you've had a lot of input from our side and your side that we appreciate on this. And I especially appreciate your willingness to discuss the Election Integrity Task Force portion of this and the Money Laundering Task Force, with adding some folks to both of those. There was some provisions that you took out that I think some folks probably would have been concerned about, potentially on our side, that were taken out. But I just want to remind the Body on the election integrity front, we have 108 election authorities in the State of Illinois that do great work around the state, but they've got foreign actors all the time trying to get into their systems. It happened here in Illinois in 2016. As we know, the Russians hacked into our state election systems, got data out of the state election systems. And so, this task force will be taking a look at how we can have secure systems in the State of Illinois. I know our county clerks and our election officials across the state do a great job, but that doesn't mean we can't continue to look forward to have good systems in place. The atrocities that have happened are just mind-numbing in this day and age to see that that kind of thing happens. And I think all of us have to look at that and say, we need to do whatever we can as elected officials to respond in the way that we should. I spoke on this early and said we need to encourage our Members of Congress to stand tall and standfast against Russia. I worry about what they're doing because the Ukrainian people… as I said, we've hosted many members, young leaders in Ukraine, in this very chamber that come to Springfield to learn about democracy and free markets. And one of those… one of those people that I hosted here in 2018 was one of the mayors that was abducted by Russians. He stood right in this well. Luckily, he… Ukrainian special forces were able to find where he was and they got him out and he's safe. But this is real-world stuff and we as Americans need to defend democracy, we need to defend Ukraine and all we can. So, I thank you for this Bill because it's our little way as State Legislators to do something for the people of Ukraine and make sure we're doing the right thing. And I don’t know that those entities are going to be focused on the folks who look like me."

I also want to acknowledge the tenacious, committed advocates for people with disabilities. Amber Smock of Access Living and all the others who have reached out over the years, pushing for support of this important Bill. Actually, those of you who know Amber know that she is deaf. And in order for her to access this floor debate, she has to access certain technology. She was in committee the other day presenting on the Bill and, as usual, experienced some access challenges to participating in the process. But that's not unusual for people with disabilities trying to access the political and legislative process in Illinois. Yes, the Capitol meets ADA compliance guidelines, but many people with disabilities and others have noted the inaccessibility of the Capitol Complex in terms of navigating the buildings and participating in committee hearings and other meetings. Although efforts have been made over the years, certainly, to make the complex physically accessible, it's still really tough for those with disabilities to easily access the Capitol. I heard it just yesterday from a lobbyist we all know and love, who uses a wheelchair to get around the Capitol. Communication access can also be very challenging for anyone who has trouble hearing and speaking. We need to do better for those folks to make sure they can access our legislative process. Right now, if you take a look at the GA Web site, it's hard to know who to contact with accessibility needs, who to reach out to, to ask for reasonable accommodations for floor Sessions, committee work, et cetera. The Web site is difficult for the blind to access. That's why this Bill is so critical. Zoom captions, the list of interpreters for the deaf, many other people will be utilizing these services once we make them available and let people know they're available. So, this Bill does a couple quick things. First, we designate point persons in each chamber, both the Senate and the House, that someone with a disability can reach out to affirmatively and ask for reasonable accommodations to access the Capitol or a legislate meetings or hearings. This way they're not having to wing it and call any one of us to scramble to figure out how to access things. Longer term, we implement a working group, which is comprised of Members of both chambers and persons with disabilities, representatives of the Capitol team, to determine ways moving forward to improve access to our Capitol and our legislative process. We need to do more for the 2.3 million people with disabilities in Illinois to make sure they can be part of our process. We don't want to just provide the basic access for these people. "Over the past couple of years, it has been disturbing to see the dramatic rise in carjackings. It's heartbreaking to see who is being impacted. Seniors, children, mothers with infants in the back seat, all being traumatized at all times of the day by individuals who are acting brazenly, seemingly without fear of consequence. And it's incredibly troubling and heartbreaking to see who is committing these crimes. These are kids. The Chicago Police Department says that more than half of their carjacking suspects are juveniles. Last year even, we had an 11-year- old arrested and charged. Think about that. An 11-year-old who should be in school and playing in toys. And instead of skipping on the playground, they were literally skipping to a car where they brandished a gun. Now, this was not the 11- year-olds idea. They were pressured into helping others steal vehicles. It has to stop. In recent weeks, we've listened to law enforcement and prosecutors on what we should do to address this behavior. This proposal today acts on those recommendations. We're targeting the adults who are forcing children to commit these violent crimes for them. It makes it a Class 1 felony for the offensive predatory vehicular hijacking for any person 18 years or older who knowingly commands or coerces a minor under the age of 18 to commit an 10200099.docx 73 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 4/5/2022 offense of vehicular hijacking. This measure also understands that we need to target the root causes of violence by implementing new grants for programs that provide street- level intervention services for at-risk youth in danger of being recruited for purposes of predatory carjackings. But we cannot forget about the victims who are targeted in these crimes. If someone has their car stolen and is dealt towing fees, this proposal allows them to seek compensation through the Crime Victims Compensation Act. We're also updating a trust fund under the state treasury so that it'll now be known as the Vehicle Hijacking and Motor Vehicle Theft Protection and Insurance Verification Trust Fund. This will expand fund use to support vehicle owners associated with vehicular hijacking and interstate shootings. I recognize that a lot more work remains and I look forward to doing that work alongside other Members of this Body and my constituents whom have been impacted by carjacking themselves. We need to continue to give our law enforcement, the anti-violence community organizations, and prosecutors the tools they need to address this heartbreaking crime. Let's do what we can today to stop this pattern of behavior. Let's support this Bill."

This is just one of a number of serious offenses, forcible felonies that also are required to be released pending trial. They have to deal with inconsistent schedules, sometimes changed without notice due to the nature of the job. Whenever we face an emergency, it's taken for granted that help will always be available. But there's a consequence to this reality, and that consequence often puts a strain on the families of first responders. This measure creates a grant program for child care centers to provide after hours and nightly child care for the children of first responders and other workers working late shifts. Increasing odd-hours child care access is a simple but incredibly important way we can help address the daily challenges our first responders are facing. I also feel strongly that this is a way to help women enter the workforce in different areas where they may had not been able to before if they had been having primary child care responsibilities. As I've learned from many conversations with first responder families, and I know many of us feel deeply that first responders have difficult jobs in normal times, when we ask them to be police officers, firefighters, social workers, marriage counselors, and homeless outreach workers when they are not actually trained for those jobs, but we are not living in normal times. All across the nation, not just Chicago, all across the nation we have all been dealing with a devastating uptick in gun violence since about March 2020. And it's our survivors of gun violence and their families and loved ones and our first responders that run into danger daily who I truly believe carry the biggest burden of this very difficult and abnormal time. Historically, the behavioral health care services that we've provided to first responders are difficult to access, not of high quality, and fail to respect confidentiality that is often found in other health care settings. On top of this, stigma is very real. It creates a very real barrier to care. So, to increase access and to fill in the gaps of care that are found in regular benefit packages of our first responders, this Bill creates the First Responder Behavioral Health Care Grant Program to be housed at our Department of Human Services. The rhetoric that I've heard is nothing less than breathtaking. It was just a short amount of time back in… two Januarys ago where you gutted law enforcement and kicked, kicked victims to the curb. And now, all of the sudden we have an election coming up and now we are defenders of victims and law enforcement. Now, let's remember what's happening today. This… for people who have not served in this General Assembly before this term, this is a classic case and a classic example of CYA. We are here for one reason, due to the colossal failure in process and also the substance from that horrible Bill, 3653, in which you're trying to redeem yourself, with not only victims of crime, but also with law enforcement. Let me just say this. How do you stand up and tell victims we're for you when you didn't even know what was in the Bill? Well, let me say, I know how we got there. That was the last parting gift of your friend and your former leader, Mike Madigan. We know how it got there. We are not dumb. We've been around here. That was part of the deal, and we know what happened. But your attempt to correct the record today is going to fall short. None of these Bills are going to reign in this extremely reckless no cash bail law that you all championed last year that's set to go into effect in January. Let me just say this. You got to look at other jurisdictions who've had a chance to observe this for a few years. Look at New York. They've had this on the book for two years. And you have a Governor who took over for Cuomo, who is no conservative, is running as far away as she can from that legislation of no cash bail because the effect that it's had on the people of New York. Learn from that. We're not touching that at all. I guess what we should expect when we have no cash bail is that you believe we have to… we have to give to criminals… we have to… that we're going to rely on the honor system with street gang members and criminals. When you bring in your multiple kilos of coke and fentanyl and you give them a little ticket and say, you know what, you better show up in court. Good grief. None of these Bills eliminate a terrible provision, which I have talked about ad nauseam, which for the first time will allow a 10200099.docx 100 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 4/5/2022 criminal, a charged criminal, to subpoena a crime victim to appear at a bond hearing or a detention hearing. Why in the world would we do that when we have a Constitutional Amendment, which we passed a few years ago called Marsy's Law, that says that victims must be protected from intimidation and harassment. So, when that victim, that domestic violence victim, who's beat to a pulp, and the husband is brought in for a bond hearing, he is going to have the ability to subpoena her to testify at that stage. Or that sexual assault victim. Or how about that police officer who is shot, but he is able to survive? And that victim is going to be able to… that victim's going to be forced, because of the defendant, to have to appear at a detention hearing. That is what you have put into the law. None of this will also eliminate… and we had this discussion a few months ago in an attempt to try to correct the phone call problems, or the three phone calls. What you did is you made the situation worse. You are now allowing for nine phone calls that defendants will have to… will be allowed to make when they are in custody. It's very clear, nine phone calls. But, of course, those nine phone calls are restricted to the attorney, but also the family members, with no restriction. How about if that family member is the victim, whether it's the wife, it's the child who is abused by the father? Nine phone calls. We're not doing anything about that. None of these Bills you're doing right now are going to change the consequence- free State of Illinois for bad actors. It's real simple. You, Governor Pritzker, all of you own this public safety crisis. The concept around this Bill was to bring forth a policy that would allow for law enforcement to better interact with the community in order to give a much more robust approach to community engagement, specifically assisting with juvenile investigations. The feeling and the thought was that in case… in regards to case management and services for victims and their families, that those issues actually would be, frankly, help… would be much more receptive as we have social workers working in this space and in the capacity, working alongside police officers. The other component of this Bill is a Violent Crime Victim and Witness Protection Act. We all are aware of the uptick in violence that we are seeing across the country, as well as the State of Illinois. It has hit home for many in this state, even for many in this room. And that assistance would be allowed in the cases of temporary living costs, moving expenses, rent, security deposits, and other appropriate expenses for a transition. Unfortunately, we are seeing an uptick in violent crime. And we know that in order to deal with the issues of crime, it's a very nuanced issue, and one of those things that we know is incredibly important for all of us is that, when we see violent crime in our communities, we want people that see something to say something. What this portion of the legislation is intending to do is it is putting the state in a position to actually support those individuals that I've often called heroes. Because you see, the very people who we often ask to do the most, have the least. They live in the very same communities that we are asking them to potentially put themselves or their children at risk of harm or just living in sheer fear that what they potentially witnessed could then happen to themselves or a loved one. I believe that it is in the greatest interest of this state to support these heroes when we are asking them to work alongside law enforcement, to assist in the prosecution of said crimes, to facilitate the successful clearing of cases, again, working with law enforcement and our local state's attorneys' offices. That is the crux of this legislation. I am open to any questions that the Body may have."

But like any big Bill, we always find out later on, wait a second there's some things that maybe we should tweak, refine, whatever term you want to use. Some of these provisions will not go into effect until later. And I know, Leader, that Members have talked to your group and have brought up some concerns that we have. Some that have to do with the bail issue. Some that have to do with trespassing concerns that, apparently, there's some misunderstanding there. And issues with the electronic monitoring. I think we only have three days left in Session. And unfortunately, as of today, April 5, at 7:39, I just feel that a lot of these concerns and issues have fallen on deaf ears. Hopefully, I'm wrong. "…General Assembly, in February of 2021, I filed HB808. And I wrote it specifically to get more cameras in target areas where expressway shootings were occurring outside of Cook County, and I proposed an additional funding source for it as well. Now, HB1103, House Floor Amendment 3, adopts some of these HB808 concepts, which I appreciate. So, to Representative Vella's point at his press conference earlier this week, he said he wanted to see some ideas from Republicans, so I'm glad that you have some Republican ideas in this Bill. Now, here's the thing… and this is why I'm worried that you haven't actually spoken with IDOT. A year ago, in good faith, I spoke with the Pritzker administration and IDOT about whether we could move HB808. And the Pritzker administration gave me a hard no. And the reason why they said they were saying no is because they said they couldn't expand the number of cameras. They said they couldn't implement it. They said they couldn't maintain it. And they said that is was going to be too expensive for them to do. And my Bill is just limited to within five miles of Cook County, plus certain areas where shootings had already occurred. This is a much more expansive scope. Now, Chairman Slaughter, who's standing right by you, I asked you if we could still try to move that Bill. I was willing to amend it, if that's what was needed to get it passed, because I understood that this was important for public safety. And still you said no. You would not allow it a vote in committee. Now, I can live with better late than never because a good idea is a good idea, and I think we should do what we need to do to get things passed to keep people safe. But unfortunately, just as we've seen with Governor Pritzker and the Capital Fund, where we were supposed to whole host of new roads that haven't materialized, and just because Governor Pritzker and IDOT have the legislative authority to do something, doesn't mean they are ready, willing, or able to implement it. So, let's be realistic. This legislation is only moving because Governor Pritzker and the Majority Party want a sound bite to feed you about how they're going to keep you safe. But I have no trust whatsoever that Governor Pritzker is actually going to do the work to implement this Bill. But there is one thing that is very positive about this Bill and that's the language that's on page 13, lines 23 to 24. Everyone in this room knows that Kim Foxx, the Cook County State's Attorney, has repeatedly refused to do much of anything to prosecute these expressway shootings. I'm glad we're recognizing that her approach has been an ideological and a prosecutorial failure. We shouldn't have to give new authority to prosecute these crimes to the Illinois Attorney General. Thankfully, this Bill does. So maybe, finally, the people in Cook County, and the rest of us who have to deal with her inability and unwillingness to do her job properly, are finally going to start to see some light at the end of the tunnel. I've stood up on this floor many times and given numbers from the Illinois State Police of how this Bill is impacting, putting expressway cameras has caught people who shot families on our expressways. I've stood up on this floor and praised the Illinois State Police for them producing the dashboard that many of you can go to the State Police Web site and look at for yourself. But yet, you stand up on this floor and put Kim Foxx's name in here, who has nothing to do with this Bill. This Bill is about saving lives. So, if you want to save lives, I ask you to support this Bill 'cause it's not about what you say that Kim Foxx can or will do. Forget Kim Foxx. This Bill is about saving lives. Kim Foxx is an excellent state's attorney, but this Bill… laugh as you… I'm glad the lawyers on that side are laughing because it's not funny. When people get shot on the expressway and they die, it's not funny. When the families come up here, as Tamara Clayton's family did, and you saw the pain in her eyes, it's not funny. It's not funny when Bills like this are meant to protect families and victims. This is a great Bill. It's a pilot program to expand the expressway cameras in many of the areas that you represent. And I just don’t think this is the direction… that that is the direction that we want to go. I appreciate that many of the changes that the ACLU requested that… you put some of that in. "As it relates to this program, I'm glad to see it's going to be expanded. I wish it were expanded even more because the use of the phrase forcible felony is fairly limited, especially when we're dealing with offenses that relate to the use of a motor vehicle. Aggravated DUI is not a forcible felony. Possession of a stolen motor vehicle, not a forcible felony. Aggravated fleeing and alluding a police officer, not a forcible felony. In fact, there are some possession weapon by a felon may not be a forcible felony. And those are all examples of offenses for which this program could serve a purpose and would be valuable. So, it'd be my preference that it would be broadened beyond just as limiting language of a forcible felony to include offenses that would assist law enforcement in removing people who are breaking the law, committing high-level felonies and allow them to be investigated and hopefully prosecuted for their illegal activity. So, my preference would be to expand this program out from where it is. I appreciate you bringing forward what you have, but I think we could do more. Thank you."
