"All I can say right now is saying wow. I'm 90 years old. I served in Korea. I landed in Inchon in 1951. Left a lot of good buddies there, never came back alive. Bothered me for a while. I've spent 13 months, 21 days, and 21 seconds in Korea, and I'm glad to be out of there. My father was in World War I and came through Camp Butler right here. Took his basic training in Montgomery, Alabama. I had three brothers in World War II. I was in Korea. I have a brother that served in Vietnam and two other brothers that served in stateside during those years. I had two cousins that were twins that were captured by the Germans and prisoners of war for a little over two years. I've been through a lot, but God seemed fit to bring me here. And all I can say is, wow. I'm in awe. Let me pray for you. I'm going to be using George Washington's prayer. This touches my heart. "Thank you, Mr. Speaker. On this Memorial Day service, I'd like to recognize two of my friends I lost 14 years ago today, served in Iraq. Colonel Stephen Scott. I worked with him every day. He was from Huntsville, Alabama. He was nearing retirement, didn't have to be there, but he wanted to be there. Colonel Scott's job was to coordinate for military sales of equipment from many different nations to bring it into Iraq and then it would be issued to the Iraqi soldiers. A great friend, and a great American. He died in a Katyusha rocket attack on our fitness center on a Sunday afternoon. With him, and another soldier who I worked with, Major Wolfer. 10200100.docx 7 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 4/6/2022 Major Wolfer served in Iraq. He was an Army Reservist. His unit was deployed. He was doing what his country had called him to do. Served in Iraq as a transportation coordinator. I relied on Major Wolfer to help me when I needed to travel across the country, whether by Black Hawk helicopters or ground transportation in up-armored Humvees. His operation shop was maintained 24 hours a day, 7 days a week, and always was there willing to serve. Major Wolfer was from Iowa, Iowa Reserve Unit. I still make contact with his mom, who has set up a special Major Wolfer organization to keep his memory alive. And just… it's hard today because 14 years ago these men were doing what they enjoyed doing, not only serving the military, but they were in the fitness center on a Sunday afternoon. That Katyusha rocket went through that… stripped through the tin roof on the building, killed them and injured many other. But I would like to pause today to remember them as they perished this day, April 6, 2008, in Baghdad, Iraq. Thank you."

As we enter into the last 72 hours of the Legislative spring Session, I want to take a timeout to acknowledge a very special group of individuals who have been in Springfield for the last several weeks tirelessly bringing awareness to the dangers of permanent punishments. The Fully Free Campaign under the Heartland Alliance works to dismantle the laws and regulations that govern permanent punishments, which are barriers that deny or restrict rights and opportunities for people with a record long after their involvement with the criminal legal system is over. In Illinois, 3.3 million adults who have been arrested or convicted of a crime since 1979 were people of color who are mostly impacted. There are 1,189 permanent punishment laws and regulations in Illinois, mostly denying… mostly denying people from housing, education, and employment. Currently, Illinois have over 600 thousand, and I repeat, over 600 thousand people of all races, ethnicities, and backgrounds with a felony conviction on their record. Most of these individuals have paid their debt to society and are law- abiding citizens who experience everyday hardships like you and me. One of these hardships involves serving out the last wishes of a loved one or a family member who has passed on. The Families' Right to Estate Equity, which is the FREE Act, also known as House Bill 4490, removes language in the 10200100.docx 10 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 4/6/2022 Illinois Probate Act that prohibits anyone with a felony conviction from serving as an executor of administrator of an estate. It has 1800 students. Of the current enrollment in Carl Sandburg, 150 of those students are international students coming from all across the world to Galesburg. Galesburg, last fall, had the… was ranked in the National Junior soccer competition, and they actually… the college went to the national competition level. With me, to my far right, is Josue Bashombe. Josue is from the Congo, one of those 150 international students. He's a second-year student. He came here by himself, not with a group, but he came here by himself. He's a student worker for Diversity and Inclusion Office at Carl Sandburg College, member of Blackhawk (sic-Black) Student Association, Captain of the Man of Distinction GLOBAL IMPACT Line. This is how much he's interjected himself in the community. He's a volunteer with United Way. Volunteers with the Illinois Department of Public Health. Volunteer with Galesburg City Council, volunteering at the 30th Annual St. Pat's Mexican Fiesta, volunteering as a crew member for the Great Balloon Race pilots. Helps at the YMCA Solution at Churchill High. Help set up the West South Street Block Party, which is a big party of… a great time. Helps sets up for Galesburg's own Big Bang Boom. Help set up for Galesburg's Chamber Annual Dinner. Participates in the Freezing for Food, Annual Kiwanis 'Shop with the Kids'. Participates with the WGIL Community Food Drive, a local radio station. She helps with grade school volleyball at Churchill, coaches freshman and sophomore AAU Club Volleyball team in Galesburg, volunteers for Christmas programs and bike rides, Ride for a Safer Tomorrow to help with violence within the community, volunteer counselor for Camp Kirk, which is a special needs camp, camp counselor for volleyball camps at Christ Lutheran School over the summer. She maintains a 4.0 GPA and is on the first semester dean's list. Her current part-time work is a Walmart cashier. She's also a Chick-fil- A crew member from 2018 to 2020. She participates in the Junior Beta Club, newspaper, history club, softball, cheerleading, volleyball, track, science fair. Her community activities are she is very active in her local church, involved in service projects through her school. She volunteers at the local cemeteries to place flags on veteran graves. I have a major concern with putting into state statute the fact that the leaders of the organizations on this shall be led by an LGBQT identified person, a person of color, and a woman. If we were to reverse that, if there were any Republican in the country who introduced a Bill that said the organizations on this board must be led by white men, there would be an outrage the likes of which we have never seen. And yet, when you write it this way, you say it's legally okay. I want there to be diversity on this board, and I actually think that the next line I'm fine with, that the partnership shall reflect the racial, gender identification, sexual orientation, ability, socioeconomic, ethnic, and geographic diversity of this state. Totally agree with that. But our concerns in committee were the fact that it's so prescriptive in the line before that I think it gets in discriminatory language. "So… we discuss many times here when Bills… about childhood trauma, adverse childhood experiences, or ACEs that are potentially traumatic events that occur in childhood. And they're linked to chronic health problems, mental illness, and there is actually a new study led by researchers of Vanderbilt University Medical Center that found that 83 percent of lesbian, gay, bisexual, and queer individuals reported going through adverse childhood experiences such as sexual and emotional trauma and worse mental health when they become adults. This study was just published in February. There are also studies that support that more females than males experience ACEs in their first 18 years of life and at… the same goes for racial discrimination. So, really, the intent of this Bill is to make sure that those voices are lifted on this adjunct council. The adjunct council is adjunct and also has children, which represent a wide diversity, and the council itself represents wide diversity. We just want to make sure that those voices are heard because they are impacted and have lived experiences that really are very important to capture when discussing their mental health. But I appreciate your question, absolutely."

This is the Senate version of a House Bill, 5052, that this chamber passed on March 1. Basically, what we're doing to the Loan Guarantee Program is providing a streamlined option for administering the program by allowing the Treasurer to establish one or more loan guarantee accounts with a single financial institution. And it also clarifies that the Treasurer may withdraw funds from the loan guarantee account in the event an institution fails to comply with the program. I encourage an 'aye' vote."

Federal regulators are working to modernize the CRA, both to address changes and banking operations, including new technologies as well as to make it more effective in ending discrimination. It provides a tool for banks and borrowers alike to increase access to capital in communities that have been overlooked and actively discriminated against, whether for their race, ethnicity, or income level."

How comfortable do you feel trusting banking institutions out there to put the Illinois taxpayer on the hook for this investment?"

"All I know is what's in the Bill, and this Bill is making sure that the Treasurer is able to administer this program."
"Okay. Do you remember the premium that we talked about that the banking institutions would pay as an assessment in order to participate in this program?"

"Okay. So, the Treasurer's Office said that the premium that would be paid, that they would match for this program, would be up to five percent of the loan. Okay? So, let's imagine a scenario where we have a stand-alone banking institution that the Treasurer has committed to backstop. We have 10 loans of $100 thousand a piece totaling a million dollars of exposure on behalf of the bank. Okay? We bring in $5 thousand for each of those loans to backstop it, so we have $50 thousand. One of those $100 thousand loans collapses. The Treasurer has guaranteed the note. The taxpayers of the State of Illinois are on the hook for $50 thousand of exposure. As they rounded the curve, an oncoming car forced the patrol car to swerve to the other lane and lose control. The car struck a tree and both Troopers were thrown from the vehicle. Trooper Gagnon was killed upon impact with the ground. His partner was injured but recovered. His end of watch was Sunday, December 28, 1952. In June of 1932, Trooper James Grady Sutton and Chief Daniel Law of the Harrisburg Police Department were shot and killed during an arrest. As Trooper Sutton and Chief Law were escorting three suspects in a stolen car to jail, the violators drew weapons and opened fire on the officers. The officers stopped the vehicle at Poplar and Vine Streets, directing the driver to City Hall for further questioning. Trooper Sutton stood on the left running board and Chief Law on the right running board of the vehicle as the vehicle approached City Hall. The driver accelerated, and the men in the car drew weapons, killing both officers. Trooper Sutton was struck in the chest and fell to the street near City Hall, before being shot in the head and body. Chief Law was able to cling to the vehicle for four blocks, exchanging gunfire with the suspects and killing one of them until he was finally dropped from the vehicle. Trooper Sutton died from his wounds following emergency surgery shortly after midnight. The suspect killed by Chief Law was found in the abandoned vehicle 10 miles north of Harrisburg. The other two fugitives were later captured in the State of Virginia and returned to Illinois for trial, where they received life sentences. Trooper Sutton and Chief Law were buried in adjoining plots in Sunset Lawn Cemetery in Harrisburg. Trooper Sutton was a three-year veteran of the Illinois State Police and was survived by his wife. Just a few things here about Earl Riggins, was born in Champaign back in 1924, graduated from Champaign High School in '42, enlisted in the U.S. Marines. He served abroad on the U.S.S. Indianapolis, which was torpedoed and sank while out to sea in July 30, 1945. Earl Riggins survived for four nights… I'm sorry… five nights and four days in shark infested waters off the South Pacific. He was one of 317 survivors out of a crew of 1197. He was an active Member of the U.S.S. Indianapolis Survivor Organization and participated in many reunions and numerous events to tell this 'Indy' story. He's also active in the American Legion in Newman and the VFW in Oakland, where he developed special bonds with many members in all those different groups. Earl Riggins passed away on February 23, 2011. It will give us, in the General Assembly, the authority to ask the Governor's Office if they are investigating. And now, we get to have an answer."

They also have, just today, sent a letter from Springfield Clinic to all of our constituents, 110 thousand people, saying that you might be entitled to a premium reimbursement because you have paid for premiums and you did not get your service."

House Bill 684 has placed a burden on the back of Medicaid consumers, rather than on the MCOs, to schedule their non-emergency transportation and to negotiate with ambulance providers to secure residential rides to critical health services. In regards to care coordination, Medicaid consumers must now call ambulance providers and coordinate their own transportation under fee-for-service. Prior to the carveout, the MCOs were able to assist heavily with the scheduling and the securing of Medicaid consumers' transportation. Many Medicaid consumers may not have the resources or are too sick to call the list of names that was given to them by ambulance providers for a ride to their appointments, expecting Medicaid consumers to secure rides on their own by bringing more confusion for the consumers and decreasing the faith in the already complex health care system that we have. This has been very exasperating for the consumers. This has been very convoluted for the consumers. And as a result, it has been a major problem. Also, House Bill 684 exposed the provider shortage that we have in regards to ambulance and the… and the ambulance services. It is recognized that there is a shortage of ambulance providers across the state. There are currently no ambulance providers willing to take residential pickups for Medicaid consumers. Unfortunately, again, House 10200100.docx 81 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 4/6/2022 Bill 684 removed all those tools that the MCOs had to secure those trips. And there is a lack of providers available, including paying a higher rate for certain trips to ensure that the consumers would have access and not place the burden back on the backs of the consumers. Disparities between the institution versus community-based care is a major problem. The lack of ambulance providers willing to do residential pickup creates a real disparity between those living in institutions who currently have access transportation and those living in the communities who cannot. For a Medicaid consumer who need transportation to get to their appointments on a regular basis, there is now an adverse incentive to stay in institutions instead of having the opportunity to live more independently in their homes. In regards to medical necessity criteria, the current Medicaid fee-for-service process for determining medically necessary excludes the vulnerable Medicaid consumers from being able to access non- emergency transportation. MCOs determined that medically necessary much sooner in the process, prior to the carveout, and applied a more wholistic approach than fee-for-service in the MCOs. The MCOs paid for trips that didn't necessarily meet the necessity, but it was an issue because it was dealing with access, such as a consumer needing a stretcher to get down the stairs or another factor related to social determinants of health. House Bill 1409 expands the fee-for- service criteria to include those factors, reimbursements for bariatric patients, and patient care transport. The ambulance association proposed language to require reimbursement for an additional base rate for two additional attendants needed for 10200100.docx 82 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 4/6/2022 bariatric transport as well as specialty care, inter- facilities transport, and the measures are intended to increase transportation options for the patients. Ladies and Gentlemen, the attendees for House Bill 1409 also increase the base rate for Medicare and stretcher vans to help build capacity for two attendants to assist Medicaid consumers to… Medicaid consumers in certain cases, such as picking up a bariatric patient. Low attendance rate have made it historically difficult to secure a second attendant to assist the consumers. And for that reason, we are talking about increasing the pay. The current pay for a medical car now is $14 and a stretcher van is $9. Both solutions are important pieces of legislation that’s addressing the shortage of ambulance providers across the state and broadening the continuum of care for Medicaid consumers needing transportation to and from their appointments. There's also a BEP program in House Bill 1409. Medicaid consumers deserve access to diverse transportation providers that can rely… that they can rely on to get to and from their appointments in regards to health care. House Bill 1409 creates a grant program focused on supporting the BEP providers of Medicare and stretcher van services. Increasing provider capacity will further the goals of securing more reliable non-emergency transportation for our most vulnerable Medicaid consumers.
