Before that, I want to take a… just a quick moment to say a few words about my friend, Leader Durkin. As many of you in this chamber know and have witnessed from time to time, Jim and I have had our disagreements. That’s natural coming from different sides of the aisle. But I got to tell you, he's been a friend of mine for a very long time and I have always had a lot of respect for the Leader. He's represented his caucus very well for nine years. And after almost a decade in that position, he has stepped aside for new leadership and a new day in Springfield. What some of you may not know is that, before my time in the General Assembly, Leader Durkin helped me become an elected official in my community when I wanted to run for the local school board. He may not have voted for me and my Bills here in Springfield, but I was certainly happy that he supported me 22 years ago when I wanted to serve on that school board. I think we all owe a resounding thank you to my friend, your friend, Leader Jim Durkin, for his service leading the Republican Caucus. And we're honored to have with us today, Mr. Chris Elstoft, Midwest Consul General of Australia, who has had a lifetime career in foreign service for his country, serving in Indonesia, India, and Iraq. He is an economist, growing up in Melbourne. He's a father of three, and his wife is also part of the diplomatic service for the country of Australia and in Canada. It's quite a family. But he is in Chicago right now. He lives within a stone's throw of Wrigley Field. And maybe if he wants to see good baseball, he'll jump on the Red Line and go down to 35th Street. And so, it's a great privilege to be here in the Land of Lincoln, recalling the great debates of Lincoln and Douglas, thinking of the… of how Abraham Lincoln must have felt as he set off from here on his journey to Washington, D.C. to be inaugurated in 1861. And Lincoln serves as a useful example when I try and explain how Australian Members of the House of Representative are elected through ranked-choice voting. And I remind people here that the ballots at the Chicago Convention of which Lincoln was elected to… to be the nominee for the Republican Party were an example where Lincoln was everybody's second choice. And if you had had a system at that time, at that convention, where one didn’t need 50 percent of the… of the delegates, then you would've had a New Yorker from Auburn as your 16th President. You may have heard that Australia has always been a most reliable and steadfast partner to the United States. And this is because we see the world similarly and we share your values of freedom and democracy. For more than 100 years, we fought side by side in every conflict. It started on the Western Front in World War I when, on the 4th of July, 1918, an Australian General, Sir John Monash, led Australian, British, and American troops to victory at the Battle of Hamel. This was the first time that Australians and American soldiers had fought together with the American soldiers comprising of the 131st and 132nd Infantry Regiments from the Illinois National Guard. Since then, we fought together in every major conflict and the defense relationship continues to strengthen and deepen. The Australia-U.S. alliance is a central pillar of Australia's foreign and security policy. But it's certainly not static. In response to rapidly changing security situations in the Indo-Pacific, it's evolving and deepening. And an example of this is the AUKUS agreement. A-U-K-U-S. Australia, UK, U.S., which is a new security and technology partnership between those three countries. And under this partnership, something astounding is happening. For the first time in 70 years, and only the second time in history, the United States will share its nuclear propulsion technology, and they'll share that with Australia. So, you've only done this once before and that was with the United Kingdom after World War I. So, this is nuclear propulsion. It's not nuclear ammunitions. But you will support Australia's acquisition of conventionally armed, nuclear-powered submarines. Now, submarines might not be a big deal in Illinois, situated where you are, but they are hugely important to Australia's security and we greatly value the trust that this deal places in Australia. I said Australia was a reliable security partner and I want to say also that Australia is an important economic partner to the United States, to the Midwest, and also to Illinois. While our population is only 25 million, about double the size of this state, we are the world's 12th largest economy. Our economy is larger than Russia's. America is our number one economic partner when we combine investment and trade. It's more than $1.5 trillion of investment in both directions. And the United States is the largest investor in Australia by a wide margin. Today, over 10 thousand Australian companies sell to or operate in this country. They've invested between 20 and 30 billion dollars on new capital projects here just in the last 15 years. Over 1.3 million Australian tourists visit the United States each year and they spend over $8.7 billion, supporting thousands of jobs across the 50 states. And a sizeable number of Australian businesses have a presence in Illinois, whether its AMP Capital, Macquarie Bank in the finance sector, CSL Behring, which has a plasma and biotherapeutics plant, or Nufarm, which is in crop protection. So, for example, CSL, who's headquarters is in my hometown of Melbourne, have developed a major plasma processing facility here in Kankakee County, Illinois, employing 1500 people. And your companies have significant interest in Australia. Companies like Boeing, Caterpillar, John Deer, and the Northern Trust have a presence there. Recent data suggests that Australia is Illinois' fourth largest export market after Canada, Mexico… it's pretty hard to compete with them… and Germany, and well ahead of China. And these trade numbers are driven by industrial and electrical machinery as well as motor vehicles and parts. You may know that Australia has a free trade agreement with the United States, and that's a mutually beneficial agreement. And we're pleased to join the U.S. as a founding member of the IPEF, the INDO-Pacific Economic Framework for Prosperity, and that'll contribute to a more stable, peaceful, and prosperous Indo-Pacific. And more specifically, Australia is a key partner in some of the challenges that are emerging around global supply chains, and this is where I think security issues interact with trade 10200105.docx 8 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 105th Legislative Day 11/29/2022 issues. You will have more and… you will hear more and more, I think, about on-shoring, friend-shoring, and ally-shoring over coming years, as countries look more closely at critical aspects of their supply chains. And Australia will be part of that picture, I think. So, Australia, as a friend and as an ally, can be relied upon as a partner. So, we heard the news today that President Biden is seeking to intervene in the labor dispute involving railroad workers across the country and many of those workers who live right here in Illinois. And the administration wants Congress to step in and prevent these workers from exercising their right to strike. Frankly, I'm truly disturbed and frustrated with this news when corporate profits continue to roll in. We should be supporting the working class and their efforts to improve their lives and the lives of their families. Strikes are unpleasant, they're disruptive, and they cause friction, and that’s exactly the point. Strikes demonstrate the economic power of workers' labor by withholding it. They show the company and the general public just how valuable their labor is. And more importantly, just the threat of a strike can help resolve disputes at the bargaining table. But sadly, the President's request undercuts that power. What happens next time around when the railroads know that Congress is never going to let the railroad workers strike? We just passed a workers' rights Amendment here Illinois. Nearly 60 percent of the people that voted on that stood up and said we value workers' rights. Illinois is the literal crossroads for the rail industry in this country. We should not be part of undermining our own workers. And so, I'd ask each of you here today, and anyone listening or watching at home, to make sure to contact their member of Congress and contact their Senators and ask them to stand up for Illinois workers and allow them to protect that right to strike.
