"Thank you, Mr. Speaker. Today, we're here to honor and recognize a heroic individual. 29 April 2022 was the end of watch for Knox County Sheriff Deputy Nicholas 'Nick' Weist. Deputy Weist gave his life in the line of duty while in pursuit of an armed subject, despite Deputy Weist's shift had ended and he was on his way home to see his family the early morning of 29 April. On his drive home, he heard his fellow 10200106.docx 3 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 106th Legislative Day 11/30/2022 law enforcement officers were in pursuit of an individual from Galesburg heading north on Illinois State Route 150. The subject had a gun and fired at officers. Deputy Weist, expecting the pursuit to continue north and instead of going home, returned to a location near Alpha, Illinois to deploy sticks… stop sticks. To avoid the stop sticks, the armed subject veered in the direction of Deputy Weist, hitting him. The car was stopped and the pursuing officers then caught the subject running from the scene. Donovan Swartz, Girard Fire Department volunteer, was in the work… was in his work truck and observed Deputy Weist get struck. He began rendering emergency first aid and did so until additional officers and emergency personnel arrive. Deputy Weist may have saved many young children's lives. At the time of the incident, just a mile away, AlWood Elementary School children were crossing Route 150 to attend school, which sits at a corner along the highway. It is unimaginable what could have been without Deputy Weist's heroic actions. The suspect had active warrants for unlawful possession of a weapon by a felon, aggravated fleeing and eluding, crimes against persons, and mob actions. On that particular day, I was leaving home and looked to my west about a mile and I saw all the police cars. My son farms a farm at that same intersection. My first thought and phone call was to him. He answered the phone. Unfortunately, Deputy Weist could not. Deputy Weist married the love of his life, Jessica Weist, on January 11, 2012. He was a devoted husband and father to Jessica and his two children, Ava and Emery. He wanted to be a police officer since he was very little. Following an internship at the Rock Island Police Department, he worked as a security guard for Trinity Hospital in the Quad Cities in 2012. He was hired by the Mercer County Sheriff's Department as a 9-1-1 dispatcher, and then as a correctional officer. On June 26, 2015, Deputy Weist was sworn into the Aledo Police Department. And after graduating from the Illinois Police Training Institute in September, 2015, he began his career on the road. He was also a volunteer for the Viola Fire Department. In 2018, he began working as a sheriff deputy for Knox County, where he was working at the time of his death. His first priority was always his family. He loved anything outdoors and he especially enjoyed mountain biking and fishing with his children. He also enjoyed deer hunting, cooking, and playing video games. As a son, he cared deeply for his 'Mama Bear' and his father, Kevin. He was passionate about everything he did. Deputy Weist organized the Explorers' Post at Aledo High School for kids interested in law enforcement and was the head of college recruiting for the Knox County Sheriff's Department. He was a union president and a Taser instructor and served as a leader in a number of different organizations within the sheriff's department. Throughout his career, Deputy Weist raised funds for and participated in a Shop with a Cop program. His dedication to the sheriff's department was unrelenting. He was respectful to all people, selfless, and always took care of others before himself. He continuously searched for ways to improve the department. He was a good husband, father, and amazing officer. "Thank you, Mr. Speaker. Members of the House of Representatives, I want to draw your attention to House Resolution 1003 and to a special gentleman who's on the floor right now. I rise today to honor this wonderful public servant, a man we have all come to know and love here in this chamber. We didn’t get a chance to do this in April and he snuck away from us, but we got him back, at least for today. Mr. Lee Crawford. Lee started his full-time career with the House on April 1, 1986. His work began by overseeing and supervising Pages on the floor, distributing a paper copy of every Bill and Amendment considered by the House, maintained the official spindle with each Bill and Amendment, and much more. He became our elected Doorkeeper in January of 1997 when the House Democrats regained the Majority in 90th General Assembly. He was re-elected to that position for the 12 subsequent General Assemblies before announcing his retirement last May. During his time as Doorkeeper, Lee was in charge of enforcing House Rules and decorum and calming situations on the floor. And when we're here until 3, 4, 5, and yes, 6 a.m. in the morning, we naturally get a little cranky. So, Lee, thank you for keeping us all in line. He was also a smiling face and a warm hello we can always count on every day we walked into the chamber. But you know, Lee is much more than our cherished Doorkeeper, but a wonderful friend to many of us with a huge heart. He often lent a listening ear to Members and staffers who sought his counsel. And he worked in the community to collect business clothes to help financially disadvantaged people dress appropriately for job interviews. So, this is our Illinois response to the devastation and heart break that has been caused by Russia, that the whole world has witnessed, and that people living in Ukraine have experienced beginning in February 2022, and here we are in nearly December 2022. We can't sit back and just wait for the war in Ukraine to be over. We, in Illinois, have to do everything we can. We have to build our own toolbox to make sure we're doing our part to call out Russia and to end this war. So, this Bill in its entirety, with a few changes in the Senate, is the one of the most comprehensive state responses in the country. It is part of Illinois doing our part. And although I know that we all agree it's not enough, it is still what I call a 'must-do'. And it's so important, so I am going to just… it's been a while, 'cause we did hear this Bill in this chamber, but I'm going to walk through the basics and touch on the brief Senate changes. The Bill puts Illinois on a path to divest from Russian stocks and sovereign debt, including money in our teacher retirement system and funds that the Illinois State Board of Investments oversees. And that divestment is not only Russia, but includes Belarus. The Bill grants our Department of Human Services emergency rulemaking powers so refugee resettlement programs can best meet the needs of Ukrainians that come to Illinois. And we know that they are here and our communities are already serving them. Changed the deadline for when the report for the Elections and Infrastructure Integrity Task Force would be due so it can actually be impactful in advance of our 2024 General Election. What this does… one of the most important things that this Bill does is it puts the responsibility on the municipality. So, when the municipality would annex property, that they must notify the public utility of that annexation.
