"I am honored to recognize Andrea Sáenz, the president and CEO for the Chicago Community Trust. For those of you who may not know, CCT is a community foundation whose strategic focus is on closing the racial and ethnic wealth gap in the Chicago region. And she is visiting us today. She's right there, above the Republican side. "Today, I want to recognize a special group of professionals and a special person that are visiting the chamber. I'm talking about direct support professionals, also known as DSPs. They work at Clearbrook, they work at Search, they work at the Ray Graham Association, and other nonprofits. These are our professionals who care for our, our, our Illinois residents, our Illinois neighbors that have intellectual and developmental disabilities. Our DSPs help with activities of daily living, cooking, transportation, helping people find supported employment. I met a DSP back in February who really touched my heart with her heart. Her name is Nina Kpai. She is in the chamber right now, behind me, up there waving. She touched my heart because she shared her work as a DSP. Nina works at Clearbrook. I used to work at Clearbrook as a one-on-one aide to a boy with autism. Nina has worked in the field, supporting our neighbors with DD, for 19 years. She's not doing it for the money. If you know anything about DSPs, it's been a fight to get their wages up just over minimum wage. Today, Nina works at the Miner CILA program in Arlington Heights, caring for and uplifting our Illinois residents with intellectual and developmental disabilities. She initially went to school to become a nurse, but when she saw how the DD community needed her, she changed course. Nina works a full hour from where she lives, and she gives up time with her own family to be there for the residents of the CILA. And what this does is it removes the sunset on the funding mandate for the Landfill Expense Fund to retire after 40 years. The landfill will be there indefinitely, and we want to make sure that there are appropriate funds in order for them to perform the ongoing maintenance, monitoring, sampling, fencing, remediation for the lifetime of that landfill. And just for some background, in 2008, the General Assembly passed legislation to add a one- dollar surcharge to the vehicle registration fee to be deposited to the State Police Vehicle Fund for the purchase of patrol cars. The average cost of a patrol car back then was close to $20 thousand. The average cost today is close to $60 thousand. So, House Bill 2722 provides an additional one dollar from the vehicle registration fee to the State Police Vehicle Fund to allow the State Police to keep up with increased costs of patrol cars. "Well, I'll say this. Phonics was taken out of the schools about 25 years ago. So, schools have not returned phonics. So, I don't know for sure if there is anything. I know there was a time when Ebonics, not phonics, but Ebonics was the flavor of the month or the years. That was miseducation. The missing pages in the books, not teaching sight words. I don't know if there's anything that's preventing that from being in the schools. But I know it's not in the schools."

This Bill protects libraries from external attempts to ban certain books and would make libraries and library systems which fail to disallow the banning of specific books ineligible for state grants starting in 2024. Banning books is the sort of behavior that was once, for good reason, associated with the worst, most repressive and repugnant authoritarian regimes of the mid-20th century and before. The fact that this is even up for discussion in America in the 21st century is disgusting. And yet, just last year in my district, that discussion was spurred on by a few radical parents and the Proud Boys hate group over a book called Gender Queer. All too often we see the books targeted by these hate groups and radical fringe parents are books having to deal with LGBTQIA+ identities or black and brown authors. You have the right to live your life according to your own beliefs. But in this country, and in this state, you have no right to force your beliefs down others' throats by dictating what ideas they may and may not be exposed to. I ask for your 'aye' vote." So, what might be considered too mature for one child may be perfectly suited to another child. For that reason, books are selected by library staff for the institutions' collections. They should be made readily available and parents should exercise their rights and responsibilities as to their own children."

"Is there anything in this Bill that takes away a parent's right to make decisions for their very own children?"

"Thank you, Madam Speaker. To the Bill. This is a good piece of legislation, and I appreciate the Secretary of State bringing this issue to our attention. All of the resources of the state should be available to our libraries, public and school libraries. I assure you that this book is… this Bill is… it's very important, and it hearkens back to a period of time in the 60s where African Americans could not go into public libraries and check out the same books that are available to white people in those same libraries. And we are trying to prevent the kind of train that is running in many states that are banning and prohibiting books, and access to those books, to our children. Parents, as was previously said, can choose to check out a book or not. But we certainly should not be funding libraries that tend to ban books about ethnic communities, groups, and those in the LGBTQ community. I urge an 'aye' vote for House Bill 2789." "No. In fact, this is to allow them the time and space to focus on their own priorities, rather than be diverged and taken away from the time that they need to spend in their meeting, administering to the library, by entertaining fringe elements. And I can speak to this personally, because it happened in my district, school district, for weeks on end. And we had school board members who chose not to run again because of this very experience. So, if want to continue driving people out of politics who are moderates, who actually try to get the work of the people done, then by all means, let's keep the current policy. But if we care about making sure that people want to volunteer for their community and make those local decisions, then this is a good Bill to help them make those local decisions."

One of them involves something that we… that really became exacerbated during the pandemic, where we aren't necessarily always moving folks from county jail to DOC in a timely fashion. One of the sentence credit programs requires a 60- day custody clock to start, and it would… in statute, starts when you arrive in DOC. This would simply change the language that it starts when you are convicted. There's no opposition. DOC is fine with it. The sheriffs are very happy with it. And then the second component involves… clarifies that the Department of Corrections has the authority to retroactively apply previous changes made to the awarding of program credit. So, things like rehabilitative programming and education programming, just giving them some language they need to make sure that they can accurately track those credits. This Bill came out of Labor Committee, and there were many questions that were asked about it that I think are important for this Body to understand. Approximately 355 thousand families are served by HFS in their child support enforcement program. Of those cases, 11,500 are males who are the custodial parents or obligee, which is about 3 percent. So, this Bill impacts 97 percent of the cases because they are women. They are women who are raising children and who are not getting their child support. Of the… I have had… there were questions that were… that came out from the Latino Caucus that were answered as well. But this is a Bill about making sure people pay their child support. So, in many consumer contracts, creditors often have a one-sided right in the contract to recover attorney's fees. So, the contract says that if the creditor prevails or the plaintiff prevails at an action, they can recover attorney's fees. But the consumer does not have that right, even if their creditor's claim is found to be unwarranted. So, as you might imagine, this leads to an imbalance in legal representation. In these cases, virtually all creditors are represented by counsel, but virtually no debtors are, and that leads to an imbalance in the outcomes. So, we want to follow the lead of 10 other states in requiring parity in these cases. There are two exceptions to when the defendants are allowed to recover attorney's fees. One is that if the plaintiff themself does not request attorney's fees, then the defendant isn't allowed to recover them. And also, if both parties were represented by counsel in negotiating the underlying contract, they may not seek attorney's fees. House Bill 3418 is a community revitalization and job creation initiative championed by the Working Center for Racial Justice and the Small Business Advocacy Council. In putting forth creative efforts to improve public safety and to stimulate comprehensive economic development, it is critically important that we not only provide support to our reentry population but also collaboratively assist businesses and employers by incentivizing them to hire this at-risk, chronically unemployed and underemployed population. House Bill 3418 establishes a pilot program to, one, provide an expansion of the returning citizens tax credit to small businesses. Currently, all businesses are eligible for a $1500 tax credit if they hire formerly incarcerated individuals. Under this pilot, small businesses will be able… will be eligible for up to $5 thousand in tax credits. Small businesses are the economic backbone of our local communities. Under House Bill 3418, all employers are eligible for 50 percent reimbursement for salaries. But if you are an employer doing business in a disproportionately impacted area, underserved community, you're eligible for a 75 percent reimbursement for these salaries. The many stakeholders that worked on this, myself, as well as Chairwoman Ammons, had several meetings over the last year with the Department of Commerce and Economic Opportunity, the Department of Corrections, and the Department of Revenue to work all of this out. DCEO will be the lead agency overseeing this pilot program. Let's please note here that they already oversee and manage our other wage subsidy programs. So, this is not anything new. We're not recreating the wheel in that regard. Although House Bill 3418 is subject to appropriation, we have worked with DCEO to flush out a budget for this program that includes the procurement of community navigators to assist with the implementation of this program, as well as internal resources needed on behalf of DCEO, and then, of course, the money to provide the actual wage subsidy. Lastly, Mr. Speaker, and I'd be remiss if I didn't mention that this Bill does have a research/data collection component. The effective date is immediate and has a repeal date of January 2029. We could run the pilot for that entire time. We don't have to, however. The goal is to get at least three solid years here. Representative Slaughter's Bill was the other side of this, which was the wage subsidy Bill. We worked for the last probably six or eight months with the Department of Commerce and Economic Opportunity to get the Bill to the status that it is before you today. This is a win-win situation for small businesses, as well as for those who are returning from Illinois Department of Corrections who are seeking simply an opportunity to work and take care of their families. This is exactly what many of us talk about we want. That's why it's called Safer Communities Wage Subsidy Pilot Program. They came to me with a couple more concerns, but the initial concerns were the cost. The cost is $22… approximately $22 for 18 months. And the other concern was the training. The training is available for free, and it is an 11-minute training. So, that would not really increase any costs or anything like that. There was also a document created by ED- RED and the Illinois Principals Association, which was entitled Mandated State and Federal Trainings, which included training on the administration of opioid antagonists. So, I think this about the safety of our children. It's about saving lives. The cost is fairly minimal. I will tell you that this morning, in discussions with the Principals Association, they have some new concerns that I think could be fairly easily addressed in the Senate. And I assured them that I would work with the Senator, which I believe will be Senator Glowiak, to insert any changes that are required. I would ask you to vote 'yes'."

Which is apparently all the rage among chefs and really looked at as a potential for really taking it up a notch in terms of cooking. I guess it can boil water in a matter of seconds. But when we go… we're talking about the health… you know, everyone's scoffing over there, but are you familiar with the kind of emissions and fumes that get trapped by a gas stove? Just 'cause we used them forever doesn’t mean we don't need to reevaluate their safety. I was just pulling up an article which talks about a study that recently came out that says for children who live in a home with a gas stove, the increased risk of asthma is on par with living in a home with a smoker. Now, you can scoff, you can laugh, but that's what the studies are showing. The reality is, whether we like to admit it or not, carbon emissions are dangerous to our health, whether they're in our homes, emitting from a power plant, or from our cars. I think that's just a reality we have to look at, and I think that the fact that the Sponsor is addressing it from a health perspective is helpful, and I plan to vote 'yes' in support for that reason. And I said, 'Of course she can vote.' So, they went out, and they registered to vote. And she voted for the very first time. And she researched candidates, and she looked people up, and she talked to people, and she was so proud. And she never knew. So, I think people that… you know, sometimes students who need a little extra help and help setting those life goals, being able to vote is one of the most important things we do in this country. Simply put, our counties had a reentry program for several years. It's reduced recidivism by almost triple, from 49 percent to 18 percent. Opioid deaths have decreased within our correctional facility by 89 percent. That saves taxpayer money. It helps lives. It gives people a chance. This Bill, in particular, allows someone to get transferred back to their home county, if that county has a reentry program, to help them out. Any opposition to the Bill was relieved with the Amendment, which simply says the sheriff has to approve the transfer before actually taking place. So, this Bill, I worked together with constituents in my district who… a constituent who is the head of the social work organization statewide. And we worked out that, with this requirement, there should also be a grant program, subject to appropriation, for ISBE to give K-12 school districts in order to pay their social work interns, and it will also report on these grants annually. It would require the Illinois Board of Higher Education to do the same for colleges and universities. The reason this Bill is so important comes down to the nationwide and statewide shortage of therapists and other support professionals, especially in our schools and universities. Caring for students' mental health is crucial, but we simply don't have enough trained people to provide these services. Part of the reason for that is exemplified by the fact that some who do provide these services do so without being paid. That’s a wrong that needs to be righted. Furthermore, when it comes to who can enter the field, there's currently an inequity because you have to be able to afford to work for free after having gotten the equivalent of a master's degree and have very advanced skills that you're putting to work. I know of no opposition to this Bill. Her start in politics came at a young age, when, at 20 years old, she was elected as an alternate delegate at the 1972 Democratic National Convention, the youngest ever at the time. She also won a seat on the Decatur City Council in 1983, receiving the most votes in history. A champion of working families, a natural, the real deal, Penny was a populist and a progressive before the term was widely used, yet she was beloved by the mostly blue-collar, working-class community of Decatur. A political force to be reckoned with, she ran for the Senate in 1994 and beat a Republican incumbent handily. She was a woman of the people. When one of her public… political opponents hosted an ostentatious $50 a plate fundraising dinner, she responded by hosting a 50-cent dinner with chicken sandwiches and chips. But her supporters loved it, and they loved her. Tough, driven, outspoken, sometimes controversial. While serving in the Senate, Penny continued to make history. She held the position of Minority Caucus Whip and was the first woman to serve as a chief budget negotiator in the Senate. Determined, a fighter, a fierce competitor. In 1994, Penny marked another first. She was the party's nominee for Lieutenant Governor, which was the first and only time there were two women at the top of the ticket in Illinois. Her next move, to run for Secretary of State, was abruptly curtailed when her cancer returned with a vengeance. She passed away far too soon in 1998. So, I never met Penny, but I feel like I did because this is not the first time I have mentioned her name on the House Floor. In fact, my friend Terry wrote a book about their story called Under This Beautiful Dome. It's a story about love and politics and healing. A story that has become part of the rich tapestry of this amazing woman's life. After Penny died, her brother, who is a firefighter in Decatur, was stopped in a grocery store wearing a jacket with her last name on it. The woman came up to… a woman came up to him and said, 'Are you related to Penny Severns, the Senator?' He said, 'Yeah, I was.' And she told the story of how years ago she was in line at the pharmacy, didn't have enough money to pay her prescription. Penny reached into her purse, paid, but never told a soul. Stories like this were not uncommon. That is a real legacy. One of a kind, a loyal friend, one of the loveliest people that ever walked. Penny has been described as one of a kind by so many people. Her life was tragically short but packed with a commitment to service and a passion for life that we can only hope to achieve. She is an example for all of us as to what it means to truly serve. Thank you."
