For decades it was commonly understood by litigants and commonly recognized by courts that a person whose federal civil rights are violated can get damages for the emotional toll and distress this exacts when the discriminating entity receives federal assistance. Last year, a state… a U.S. Supreme Court decision reversed that longstanding jurisprudence, and the decision is likely to be relied upon by courts to deny emotional distress damages to persons subject to discrimination under several federal civil rights laws, including the Americans with Disabilities Act, the Civil Rights Act of '64, which prohibits discrimination based on race, color, or national origin, Title IX, or the Age Discrimination Act of 1975. In my district, I've got a neighborhood that is cut off from its school by a four-lane dually-owned state and local road, and the residents of the neighborhood actually find themselves having to drive miles out of the way to take the kids to school, when they can literally see the school from the corner. What this Bill will do is allow CDOT and IDOT to work together to create pedestrian activated beacons in the middle of the… of that lengthy and dangerous intersection and will give clarity to drivers that it's not necessary to stop at one when it's not illuminated, simply because our underlying traffic code speaks to stopping at lights that aren't illuminated, which references when a regular traffic signal is turned out. As someone who continually gets pregnant, I know for a fact how expensive delivery is. The department is given six months from the effective date to create such a process. And essentially what we are asking for this Bill, with this Bill, is that there's a lot of conversation about building a third airport in the Southland. And essentially what we're asking here is that IDOT put out a request for proposal, as I'm calling it, to see if there's anybody interested in doing so. Many people in the Southland feel that there is a developer who has the resources, the capacity, and the desire to build it, and they would love to be able to respond to this document. So, what we're asking is that IDOT put a document out there to see if there is a developer willing to respond. If… for those who are opposed, and I'm not saying you are, but for those who are, let's answer the question. If nobody responds to it, and clearly no one has the interest in doing so. But what we do know is that the administration has embarked upon a couple of different studies to a) find out if cargo is sufficient there, which, I believe it is. And then the second that we've… excuse me. The second that we've learned about is that what else can be built there. So, even for the open lands folks, something is going to be built there. I'm advocating for an airport- style facility to move cargo, but something is going to be there. Over the last several years, the state has purchased the land, with the exception of about the, I believe, the last 500 acres or so, which is not critical to the operation of the facility but the buffer zones that need to be created around the facility. Before Sotomayor made history as the third woman and first Hispanic person to sit on the high court, she grew up in the Bronxville houses, one of the most highly regarded complexes in the city-owned housing projects. Sotomayor's legal aspirations came early. She decided she wanted to be an attorney at the age of 10 after watching Perry Mason. Consequently, she studied diligently through high school, graduating valedictorian of her class. She earned her bachelor's degree in history from Princeton University, graduating summa cum laude. At Yale Law School, Sotomayor cochaired the Latin American and Native American Students Association and worked as an editor for the Yale Law Journal. After graduating with her JD, she worked as an Assistant District Attorney before heading to private practice, focusing on intellectual property rights and copyright litigation.
