As you know, first off, happy new year, but as last weekend was Martin Luther King weekend, and this week… this year in my district, we… we did the MLK State of the Mind Address. Essentially, a lot of us here, we saw what happened during the civil rights movement in black and white, in pictures and in… in videos, but we… we saw the… the firehoses, we saw the dog attacks, but we never put voice to the mentality of what the people were going through, the trauma that people went through. And what trauma is, if you don't put voice to it, your body… you start to behave a different way. Maybe that's why some of us in here are so mean. That was a joke. But what I want to make sure that we are in a position, with 30 more seconds left, is that we are in a position here in… in General Assembly to help those with trauma to put voice to their trauma. That's the only way we can become a better state. Each year, the National Religious Freedom Day commemorates the day in Virginia statute for religious freedom that was signed January 16, 1786. Each year, by presidential proclamation, January 16 is declared Religious Freedom Day. Thomas Jefferson's landmark statute became the basis for Congressman Fisher Ames' Establishment Clause of the First Amendment of the U.S. Constitution. 'Congress shall make no law respecting the establishment of religion, or prohibiting the free exercise thereof.' The statute guarantees a fundamental freedom to openly practice one's faith without fear of being harassed, jailed, or killed. Additionally, under the statute, each person may freely change their religion without retribution. In the United States, people of different faiths have equal rights to practice their religion. Around the world religious restrictions continue to rise. According to Pew Research, legislation, attitudes, and policies are rising globally in the last decade. Even those countries usually considered restrictive are increasing their limitations. Religious freedom is a global concern, not only a national one. This annual celebration reminds us of the first and most fundamental liberty we have as Americans, the freedom to live out our faith. For people of faith in America, millions will attend a service at their house of worship this weekend. But even though we enjoy this freedom, millions around the world are persecuted and even forced underground for their beliefs. They cannot live out their faith freely and peacefully. That's why we set aside this day to reflect our religious liberty and acknowledge that this indeed is a freedom worth fighting for. Why is celebrating religious freedom so important for our society today? Here's three key reasons. First, religious liberty is a building block of a free society. America's founders listed it as the first freedom in the first clause of the First Amendment. Why? "Members of the Body, I rise to acknowledge a humanitarian crisis that has been self-inflicted on the State of Illinois and the City of Chicago, and that has to do with the illegal migrant surge. I understand that this Body passed something called the TRUST Act in 2017, which doesn't allow the identification of those that are in our country illegally. The objective of this, I understand, was to take care of the world's population. I stood up in May and stated, although we may want to do that, we don't have the resources to do that. I understand we just sent $680 million additional money to take care of the illegal migrants. My question to this Body as we go into budget season is, what's the number? What is the number that we will support and represent? What is the number that the citizens of our state want us to represent? I've seen on the news many of the neighborhoods in Chicago, residents that are wondering where are the assets and the money for the services that they need. Well, two weeks ago, there was a train of migrants that were dropped off in Fox River Grove in the 52nd District. The community is woefully unprepared financially and social service-wise to take care of them. I've also spoken to a number of food banks in my community. Not just over the last year, but over the last three years, they have been inundated with nonresident applications for food, going to a point where they are in need. Most nonprofits are being inundated. My question to this Body is, to virtue signal and believe we can take care of the world's population is wonderful, it's a great political statement, but the assets required to do it will go through a budget process. NBC News discovered that $200 thousand per housekeeper was being spent on the migrants and 312 thousand for security guards. My friends, this needs to stop. My question is, when will we get cold feet and stop spending money that our citizens don't expect us to? There are plenty of cold feet already in the ridiculous tents on the South Side and the center of Chicago, and it needs to stop. This is a humanitarian crisis. We should know better. And I ask the Body to address this before we get to a budget session and $2 billion gets pulled out of multiple programs and handed off to illegal migrants. And I hope you join me in this.
