The story of our 40th President is one that it shows what is possible in America when you work hard to achieve success. President Reagan was born in Tampico, Illinois and later moved to Dixon, where he was raised. He was a lifeguard on the Rock River and attended Eureka College before he pursued the dream of becoming a movie star in California. President Reagan went from the child of a shoe salesman in rural Illinois, like many of us in this chamber, to President of this great nation. He is the ultimate example of the American dream. I rise today not only with pride in sharing the same hometown as President Raegan, but to honor who he was as a political leader. He was the great communicator and was able to bring people together as one nation. He believed in checks and balances and wanted to bring everyone to the table, regardless of their differences, to make our nation the best that it could be. President Reagan truly loved America and fought against the perils of communism, ultimately contributing to the end of the Soviet Union and showing the world the power of democracy. "I know you're probably going to hear me say this a lot, but I want to draw your attention, once again, to the burden of high property taxes on our Illinois hardworking taxpayers. It is no secret that property taxes continue to rise, placing an unfair and unsustainable strain on our homeowners, businesses, and individuals alike. As responsible Representatives to our districts, it's our duty to ensure that our fellow taxpayers can prosper and grow, rather than pack up their homes and, even worse, pack up and leave from Illinois. I've had many residents tell me about their successes, pay raises, new jobs, becoming more and more successful, but only to wake up and realize that those gains are being swallowed up by ever-increasing property taxes. High property taxes do three things. They force families out of their homes, they hinder business growth, and limit economic opportunities for everyone. I hope that we can come together this year and make some meaningful legislative changes to protect our Illinois residents from ever- increasing property taxes. Thank you."

I wanted to open Black History Month not by calling out a specific person in black history, but making the frame as to why we do this in the first place. Black history, yes, tells us about people and contributions to history, but we don't set it in the framework of not only 10300066.docx 4 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 66th Legislative Day 2/6/2024 the international space that we all come from, but what our responsibility is as black elected officials. Today, I want to rethink black history in the frame of my constituent who wrote me this letter. And she called it Rethinking Black Poverty, Power, and Justice. It says… this is an old adage that says… and I saw this on the wall of the… one of the largest slave dungeons in the African continent. It actually says this on the wall. 'When the lion begins to write his own history, the hunter will no longer be the hero.' It is impossible to find a serious history of Africa or African descended people that does not describe the resources of the continent of Africa itself. The talents of the African people are exceptional. Even today, while much of the African diaspora wrestles with images of itself that are generally associated with poverty, as popularly defined, the African continent continues to be the virtual treasure trove of the entire world. They call it the breadbasket of the world. Without the resources of Africa and the contributions of African people, Western culture and high civilization that have made by African people and its resources at home and abroad, if we have no access to it, the world as we know it doesn't exist. There's an old adage, I just mentioned, that's on the wall of the dungeon. Unfortunately, the image of the lion are still being defined by the hunter and all too thoroughly digested by the lion. Popular media has become a part of the problem. My intent here is not to address just African Americans in Illinois but African contributions world over. It is said that the west would not exist without Africa. The question for black leadership in this moment, in this 10300066.docx 5 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 66th Legislative Day 2/6/2024 stage and phase of our struggle, is how do we reclaim the lioness? How do we recommit to the values and principles of solidarity and accountability for black people that are held in the month of February? We have lost our capacity to identify and pursue our collective self-interest. More troubling, I contend that we have lost our concern with the necessity to develop an agenda to correct the deficiencies of the precondition and repair our lives. We can only but see it in Illinois, in East St. Louis. We can see it in Danville that is east of me. We can see it on the West Sides and South Sides of Chicago and Waukegan as I leave the State of Illinois. If black poverty is the condition that we have grown accustomed to, we celebrate in February the greatness of so many. But if black people en masse are still struggling in our powerlessness, our collective wealth does not measure in the United States. We have not progressed. We cannot continue to be more loyal to money, political parties, individual celebrity, and artificial political boundaries and transition ourselves to the trappings of the world and leave our people and our children in poverty. Voting has not solved this by itself. We need stronger strategy for a global liberation and empowerment of the black community. We should and we have rightly applauded successes of so many in our historical moments. History is present at this moment. However, to the perilousness of our total degree as African people, we have not completed the task. To paraphrase Dr. King, we have been to the mountaintop, but this time we left our roar at home. We are just so glad to be in the room sometimes. Black history is designed to remind us, black people, of our duties and responsibilities and to educate the collective consciousness of the United States. I have no reservation that I will never see this moment again. This is a season that we call life. The restoration of our greatness and beauty is inherent in the moment in the struggle for self- determination for people. I am equally convinced, however, that we have the responsibility as the architects of our future, if we do as Bob Marley suggests in his famous song… one of his songs that he suggest anyway… is only if we can free our minds. Our progress has been slow and slight, but we have made progress. If we are more loyal to the political process that empowers the African American diaspora, we will see the dreams of our people realized. And yes, reparations must be paid because of the stories that you will hear in this moment of black history all over the United States. So, for black elected officials, let us not forget that the arc of the moral universe is bent towards justice. And it's our responsibility to call on that arc and to make sure that this month of black history is not just storytelling, but it leads us to the rest of the story. Thank you very much.
