Ladies and Gentlemen of the House, two weeks ago, several of my colleagues and I sent a letter to Speaker Welch requesting the Illinois House of Representatives hold public hearings on the illegal immigration crisis. We would like these hearings to be held throughout the state in Northern, Central, and Southern Illinois, beginning in the City of Chicago. Nearly every House Member who signed this letter has either been to the border, or been to the City of Chicago itself, or both since the first of the year. We've seen this crisis first hand. We have heard from the people in minority communities in Chicago. They are absolutely fed up with their communities being overrun and their social programs being overtaken by illegal immigrants. Additionally, communities all across the state are concerned about the potential spread of this crisis downstate as a result of our sanctuary state status and the Chicago sanctuary city status. The taxpayers of Illinois are watching hundreds of millions of their tax dollars being spent on illegal immigrants flooding into our state with zero accountability. They are watching their communities become less safe, their social programs dry up, their hospitals and health systems begin to get clogged up, and so the list goes on and on. We, the General Assembly, are responsible for allocating funding to these programs. This Body needs to hear from the concerned residents all across the state, but especially in the city where the people are suffering the most from this crisis. We'd like to welcome 14 4-H members from across Illinois who are attending the University of Illinois Extension 4-H Legislative Connection event today and tomorrow at the Capitol. These youth represent 12 different 4-H programs from counties reaching from our Wisconsin boarders to our south-most counties across the state representing nearly 100 thousand 4-H participants and all 102 counties. These teens represent the Illinois 4-H Youth Leadership Team and 4-H members trained through Speaking for Illinois 4-H program. They have been active in their local 4-H clubs and communities in community service projects. And 4-H learning experiences include STEM, animal sciences, health… healthy living, civic engagement, and the creative arts. We know many of you are 4-H alumni who have a connection to 4-H. If you are a 4-H alumni or are engaged with 4-H, please raise your hand to be recognized. And I'd like to say thank you for that. A new 4-H alumni association's being formed, and we hope you will be a part of it. Additionally, the young people asked me to pass on their thank you to all the Legislators for passing the FFA 4-H legislation last year, giving them today a day of attendance in school in being here in the State Capitol. We passed a Resolution on their behalf at a previous Session, and I'd like to read their accomplishments. And thank you for being with us, and to the superintendent, Erica Smith. You know, this team is very involved in the community. They visited the nursing home, a local nursing home, Good Shepherd, a nursing home to visit with the residents. They have gone to the middle school to read to some of the younger kids. They're big in community service, which just shows that everything goes beyond the game of football and gets back to what strikes us in our heart, and that is our community and making our community a better place to live. So, I just want to take a minute to make sure we understand the importance of school counselors. They are vital. They are… because comprehensive developmental school counseling programs are an integral part of the educational process. School counselors are committed to helping students explore their abilities, their strengths, their interests and talents, and how those things relate to their career awareness and development. I rise today to celebrate Black History Month and to recognize the contributions of Jane Bolin, a trailblazer in American criminal justice and the first black woman to serve as a judge in the United States. You know I love to bring the joy, and y'all, she is joyful. She was born and raised in New York in 1908. And despite being an excellent student throughout high school and college, she often faced headwinds due to her race and gender. It's a really hard thing to do. I don't if any of you've tried. It's really hard. For years, she rose through the ranks of New York law and politics, again, facing unique obstacles every step of the way. However, at just age 31, New York Mayor Fiorello La Guardia appointed her a judge of the domestic relations court, and she became the only black female judge in the country. During her 40 years as a judge, Bolin fought for racially integrated child services throughout the country and other major racial equity reforms. While her literal accomplishments are substantial, she has also gifted us with lessons that we can use to continue her progress ourselves. Bolin often expressed the sentiment that coming in first or second, or even last, wasn't something that concerned her. Her work, like our work, concerned her. The work that she did. The work that we do was developing a fairer justice system and fairer child care system for people of color. Whatever you have chosen your work to be. Whether that is bolstering racial equity, revamping education, improving human rights, or any of the other great causes we pursue as lawmakers, the lesson is the same. Jockeying for position and competing for plaudits is not what matters. Y'all, I need you to hear me when I say this. Our work matters. Thank you, Madam Speaker."
