"Thank you, Mr. Speaker. I rise to present House Resolution 453. House Resolution 453 is the first of its kind in the United States, where we have paired research capability and genealogy with higher education and research for the descendants of those who are descendants of the enslaved. And I wanted to present the Resolution not by reading the entirety of the Resolution, but the words of those researchers and doctors who have helped us to get to this point. I want to start with Dr. David, who is the principal investigator for House Resolution 453. And pulling from her comments in committee, Dr. David said the following words, she said, 'Extended family members'… Mr. Speaker, if we can have a little quiet in the chamber. This is quite difficult to do. The importance of this Resolution certainly goes beyond me as an individual African descendant of those who were enslaved. It will live beyond me and all of us in this chamber. But the importance of the Resolution, about 10 years ago, I could not do this Resolution. I could not connect my family genealogy beyond my grandmother and just her mother. And I want to read her words about the importance of this Resolution. Dr. David presented in committee, and she said, 'House Resolution 453 facilitates this reparative work by appointing my research team to provide these genetic genealogy services for residents of the State of Illinois. I will compare the DNA profiles of those who participate in this pilot program to reference individuals to their basic African relatedness, information that was separated during the transatlantic trafficking period. Many African Americans in the United States have been unable to find their ethnic homes because of the transatlantic slave period. But because of technology, we can answer that question today, and I'm a descendant of those who have asked for the question to be answered.' We also heard from the head of the Department of Anthropology at Urbana-Champaign, and I want to bring her words to the floor. She said, 'The Department of Anthropology fully supports Dr. LaKisha David's cutting-edge research and use of genetic genealogy in restoring family narratives following the transatlantic trafficking period. Dr. David's innovative approach combines both biological and social cultural anthropology, and she speaks directly to the psychological and social significance of her research.' The purpose of this pilot in this Resolution is to work with the department and university of our land-grant university to engage in scientific research for the benefit of society. And finally, the importance of this pilot came home to me. My family, and many of our members in this chamber, took a trip to Ghana in January of 2023 as an official delegation. Many of us have never stepped foot on the African continent until that point. That was a turning point for me as a descendant. I realized, by walking through the slave dungeons at that time, that reclaiming our history, healing our understanding, preserving our cultural heritage, documenting our contributions, and empowering our community are part and parcel to correcting the wrongs of the past. I want to take a moment, Mr. Speaker, and thank our caucus, the Legislators of the Black Caucus, who have stood in the gap for African Americans in this state and across this country. And this will live beyond all of our service. So, I want to take a moment and thank a few other doctors that we know. I want to thank Dr. Ron Daniels, who's been doing this work for over 40 years in Chicago and leading the nation in this work. I want to thank Kamm Howard, who's a member and former director of N'COBRA. I want to thank Siphiwe Baleka of Guinea- Bissau, but originally from Illinois, who established the Balanta B'urassa Society of Genealogy and Research from Yale University. I want to thank again Dr. LaKisha David and Dr. Jeff Trask, who have been working on this for a number of years and have coalesced around finding the genealogy of Illinois residents. "Back in 2021, the Cary-Grove Trojans and the East St. Louis Flyers produced an instant classic in Illinois high school 6A football, where Cary-Grove walked away with a one- point victory. In November of this past year, I had the privilege of sitting in the stadium at Illinois State University to watch a rematch of these two fine teams. And I think it might have topped the 2021 game. Cary-Grove overcame a 5-point 4th quarter deficit with a 19-play drive that covered 71 yards and took 10 minutes and 41 seconds off the clock. Bears fans, take note. Ending with a touchdown and 2- point conversion by Logan Abrams with 1 minute and 19 seconds remaining, and the game was sealed with an intercepted pass with 52 seconds to go. In the end, it was Cary-Grove's triple option offense that made the difference. The Trojans racked up 199 yards on the ground on 54 rushing attempts, an average of 3.7 yards per carry, and were led by 87 yards and 2 touchdowns from Abrams, while Peyton Seaburg, the quarterback, threw one pass for a touchdown. Fifty-four running plays, one pass. Somewhere, Woody Hayes is smiling. Cary-Grove won the game 23 to 20 on those last-minute plays. "Thank you. And this is really meaningful to me, so if I could have everyone's attention. I just want to take just a minute or two, talk about some important things that happened over the last few weeks and especially over this past weekend. First, I want to say congratulations to NC State and UConn and especially the South Carolina Gamecocks on a phenomenal tournament, a phenomenal Final Four, and for just making the NCAA Women's Basketball Tournament must-see television. But I just want to take a minute to focus on a particular player from Iowa, and it's not the one that you're thinking of. I want to bring to your attention the marvelous Kate Martin. And I've got… I don't have her here in person because she is back in Iowa with her studies, but if you want to read more about her, I have lots of information here. Kate is a 2018 graduate of Edwardsville High School. She's someone who has brought more to this community in just her last few years than she probably will ever really realize she did. She is not our first former Tiger to go on to acclaim in college or even professional sports. We've had Olympians. We have some alums who are actually currently playing in the NFL. We've had players in different stages of the MLB system, and we've had them play professional leagues overseas as well. But I don't think any of them have been a part of something that was so meaningful and such a moment in time. This incredible moment that we've had that's spoken to women and girls across the globe. This moment when a women's sporting event eclipsed attendance and viewership records. A moment when young girls are finally seeing idols that look like them. Idols that people across the board, men and women, are being championed and respected for what they're doing. And I don't think you could pick a better representative for this moment than Kate Martin. It's not just that Kate's the first Iowa women's basketball player to have amassed over 900 points, over 500 rebounds, over 400 assists, over 120 steals, over 60 blocks, there's just so much more to Kate than that. I want to share the words of just a couple of her old high school teammates. 'She's never going to be outworked, and she always accepts her role. Even in high school basketball days, I don't remember how many points any of us scored, but I remember how good of a teammate she was and how hard she worked and how fun she was to be around.' Another teammate, 'She cares about everyone else and their success. There was never any animosity or jealousy. She wants what's best for her teammates, even over herself sometimes. From a team aspect, you need that type of person on the team who's able to bring everyone together, be friends with everyone, is able to communicate and give feedback.' Her old high school coach, Lori Blade, when she found out that Kate was named the seventh most impactful player by ESPN, her response was not surprised because of the work ethic she's always had. But I think especially it came from her Iowa coach, Lisa Bluder, who nicknamed her 'the Glue' during a 2023 press conference. She got to the essence of Kate when asked about Kate having to leave the floor during a game against UConn after taking an elbow to the nose. 'Kate Martin, what a warrior. That poor kid has broken her nose I think every single year she's been at Iowa. She's a leader. She's the heart and soul of our team.' And, Kate, I just want to tell you that, for especially over the past few weeks and really for the past few years, you've been the heart and soul of the Edwardsville community. Your former coaches, teachers, and old friends have been traveling hours to watch you play. People who you've probably never met are actually gathering at local restaurants for watch parties. It tells you something when a local bar will switch the channel from a Blues game or a Cardinals game to put on a women's basketball game. It's all… it all is to cheer you on, and it all goes beyond basketball. I think Kate said it the best herself during a press conference after that heartbreaking loss at that final game of her career. 'Honestly, I just hope we've brought a lot of people joy and we've brought a lot of people together.' And I can tell you, Kate, you certainly have, and we really thank you for it. So, if we could give a round of applause to the wonderful Kate Martin of Edwardsville, I would appreciate it."

"Thank you, Mr. Speaker. Members of the House, I rise today to honor one of the great treasures of the Illinois State Capitol. And I'm just so honored that he's able to be with us here today. Down in the well near the page bench, please welcome the honorable Mr. Lee Milner. Anyone who has served in this chamber has undoubtedly seen Lee in the press box, the gallery, in committee hearings, the Blue Room, or simply milling about the halls of this beautiful building. Honestly, the guy has been everywhere. I'm pretty sure you know spots in this building that we still haven't figured out. Most of the time, he's peering through the lens of his camera capturing our government in action. Always, always, always with a smile on his face. Lee has had quite the career since he began working as a photojournalist for the Effingham Daily News after he graduated from SIU in Carbondale. That's… that's a clap point. Who said yeah? Yeah. He joined the U.S. Army and proudly served two years during the Vietnam era. After he was honorably… after he was honorably discharged, he began a career in public relations and became a photographer for Memorial Hospital right here in Springfield. In 1974, Lee was recruited to serve as the media and legislative aide to Congressman George Shipley in Washington, D.C. But thankfully he returned to Springfield to marry his beloved wife, Cindy, who is here with us today. Let's welcome Cindy. And he began working as press secretary to Illinois House Speaker William 'Bill' Redmond in 1975. After I became Speaker in 2021, he said it was a little easier for you. Since then, Lee has built a storied career in public service. He's the epitome of a hard worker. He's a proud father to James and Leanne, who are here today. Let's give James and Leanne a warm welcome. And he's the grandfather of Clayton, a Cubs fan. The annual event is an initiative of the Paul Simon Institute and brings women student participants to the State Capitol and promotes the contributions of women Legislators and public sector leaders and is designed to encourage and foster the continued development of women's leadership and involvement in public affairs. As you can see in front of you, what you have is a very diverse group of women who are trying to learn and understand exactly what Springfield is about and what we do here in Springfield. I had the opportunity to share and speak with them earlier today and to hear what their career interests are, and they asked some pretty good questions. But as we talk about what the future of us here is, we're looking at it right up here in the chamber, Ladies and Gentlemen. So, these young ladies are smart, they're intuitive, they're thoughtful, they're energetic, they're eager, and they're ready to serve.
