Autism Spectrum Disorder, ASD, is a neurologic developmental disorder that affects how people interact with each other, communicate, learn, and behave. Although autism can be diagnosed at any age, it is described as a developmental disorder because symptoms generally appear in the first two years of life. Anybody can be autistic, regardless of sex, age, race, or ethnicity. "Thank you, Madam Speaker. Ladies and Gentlemen of the House, today I rise to offer House Resolution 690 and to celebrate the life and legacy of Cook County Clerk Karen A. Yarbrough. As many of you know, Karen preceded me in this seat, for many years sitting in this very same seat, representing the 7th District of Illinois for 12 years, only leaving here to go on to become our Cook County Recorder of Deeds. That means that for two decades Karen and I worked together to represent people in our west suburban communities. For her, Maywood was the heart of those communities. That allowed me the honor of working alongside one of the most dedicated advocates, one of the most tireless workers, and one the most thoughtful leaders I've ever seen in the game. Her passing last Sunday has left a void in our community and in our hearts that we, as her successors, will always be working to fill. So, in honoring Karen today, do know that we're celebrating a trailblazer. Karen was the first African American and the first woman to serve as Cook County Clerk, but tearing down barriers was nothing new for her. Karen often talked about her background as a business executive and remember when clients would look over her shoulder for the man they assumed really ran the office. Anyone who knew Karen knows that that only… that only drove her to succeed even more. That only drove her to succeed even more. That's why today we're also celebrating a real change maker. Karen took on the big issues: poverty, ending the death penalty, banning indoor smoking all across Illinois. She kept fighting, and she got it done. You guys hear me say winners do the work. She was a winner. She was a winner. Karen abolished the death penalty, putting a stop to a practice she knew was too unjust, too costly, and too uncertain to continue. Karen made Illinois a leader in the fight to end indoor smoking and, in the process, protected countless restaurant workers, bartenders, customers, and individuals with medical conditions from the dangerous effects of secondhand smoke. I still hear people today, all these years later, saying they are so thankful that you cannot smoke indoors in Illinois. People said Illinois wasn't ready to go smoke free, and Karen told them to get ready. And now her policy is the law not only in Illinois, but in a majority of states across this county. That's what trailblazers do. So, as we celebrate Karen Yarbrough, we're also celebrating a leader whose tireless dedication to doing what is right made her a role model to so many. I know many of those whose lives she touched are right here in this chamber today, and I look forward to hearing from them because there is no greater tribute we can give a trailblazer like Karen, a change maker like Karen, and a colleague like Karen then to continue that fight for progress, equity, and justice. That was her life's work. And one thing I know is she would want us to continue to do that work. "Thank you, Madam Chair. I am saddened about the passing of my friend and former colleague, Karen Yarbrough. She and I overlapped in the House for just one term when I was a freshman and she was an Assistant Majority Leader. She was a kind and hardworking leader and public servant from whom I was honored to learn. Karen leaves behind a legacy of advancing social justice reforms, critical public health issues, as the Speaker spoke about, violence prevention initiatives, and so much more. I most admired Karen Yarbrough's relentless and successful champ… championing of the movement to abolish the death penalty in our state. Karen faced intense opposition from even Members of her own party. But in 2011, her legislation passed the House with just one vote, followed by a slightly larger margin of support in the Senate, and was swiftly signed into law. At this time, the state had already declared a moratorium on executions after learning that 13 death row prisoners were found to be innocent. The many flaws in the state's capital punishment system had been exposed, revealing an archaic institution riddled with errors and bias. The last execution in this state occurred in 1999, and thanks to Karen, there will never be another. In her words, she urged her colleagues to take a momentous step to right a major wrong and end for good the tragic story of the death penalty. Her efforts… efforts led to a meeting with the Pope, Pope Benedict XVI, in Vatican City, as well as numerous awards and well-deserved accolades. While we will all miss Karen Yarbrough, her memory will continue to inspire us. Thank you."

And it might take you a year, and it might take you 3 years, it might take you 10 years, but if you believe in something, you file the Bill and you fight and you push and you work. And she was so, so serious about this legislative process and pushing it. And hopefully, she can be an example to all the new Representatives. You know, if you believe in something, you push for it, you fight for it, and you don't let nobody stop you. You know, she changed her hair every month, so you didn't know who she was when you saw her in the community. She was so fun. She was open. She gave you her opinion. She fought with you, but she loved you hard. This was the woman to be celebrated. "When I came here to this Body in 2009, Karen was my seatmate until she went to… until she went to the county. The news hit me on Sunday hard and fast, like it hit many of you. And at an organizational meeting in my community on Monday, a lot of people were talking about it and asking about her and talking about her. And I said to them, I said, you know, you… when we go to other states and you walk into a casino or another facility and you are smacked in the face by the heavy smell of cigarette smoke while you're with your child, and it makes you appreciate the fact that Illinois is smoke free in public places. I told them you thank Karen Yarbrough for that. When you watch CNN or MSNBC and you hear these terrible stories about how there is, you know, potentially someone that is going to be executed and there was wrongful information or someone was persecuted unfairly, I'd tell them that that doesn't happen in Illinois, and you can thank Karen Yarbrough for that. But the thing that I think about the most in my time watching Karen Yarbrough is the way that she would pick up young people. I was a 26-year-old young woman running for office for the first time, and she got in her Infiniti and drove down to Peoria. And for those of you that weren't around back then, if you didn't know Will Cousineau, Will Cousineau was tough. A few people know, he was tough. And he told me I couldn't take care… let me stop. He told me there were things I could not do self-care wise that I do, and Karen came to my rescue. And she said you're going to back off of her. She's going to take care of herself. And she looked over at me, and she said you better walk those 40 hours. You better do it. And I use that as an example because Karen stood in the gap for me. She stood up for me in… in a moment in time where I couldn't stand up for myself. I didn't feel comfortable standing up for myself, but she also held me accountable. She held the bar so high and not once… and that was before I got here. And once I got here and I was able to watch her and how she interacted with everybody, not just the Democratic Caucus, but the Republican Caucus, the Senators, the lobbyists, the staff, the Pages, she operated with so much love. She made everybody feel like she was so in tune to what their needs were and what their concerns were. And much like Leader Ford said, I find great umbrage in the fact that you can be a powerful woman and you can also be a phenomenal wife and mother. "Thank you, Madam Speaker. Actually, the first Speaker, female, that I saw in the well was Leader Yarbrough. So, Leader Yarbrough, Clerk Yarbrough, mother Yarbrough, sister Yarbrough, friend Yarbrough will be missed. Karen was one of the many people who asked me to represent the 78th District, and I told her no. And then she took me to breakfast at Moxo, we have one in the city too, and she went to share with me the importance of a Legislator. And I listened intently, and I said as I normally say, I'm going to pray about it. So, in my prayers and because of Leader Yarbrough, I am here today. But what's most memorable about this personable person, she picked me up on the first day of Session from my house to drive me to Springfield. So, we driving down 55 and then she pulls over. So, I'm thinking we getting gas. We having breakfast at Cracker Barrel. I'm like, we go to breakfast? I thought we were going to Session. We'll get there. I said okay. In that breakfast, she just wanted to be Karen and she wanted me to be Camille, but she also said the work that we're about to take on is serious work and I need you to have a good breakfast while you're doing this work. So, we got to Springfield. We drove down Capitol. You know the street Capitol? And she looked up, she said, 'Representative, you see that fine dome? That's where you work.' To this day, I drive down Capitol, I say, 'That's where I work.' Those little things had set the stage for what public service is to me. It's personable. It's committed. It's loving. It's real. So, many of you have already said, smoke free really changed my life, you know, saved my parents. And the death penalty, from a Christian woman, and we were, or are, justice came when she passed that piece of legislation to so many families in this state. So, yes, she was a serious Legislator, but she gave the best backyard barbeque fundraisers. Have you ever been there? We had a band, we had dancers, and we wore the best outfits. You know, I got to… always went shopping before I went to her backyard barbeque. But what was really important, it was her entire family, her entire community. Maywood came out. We couldn't find any parking on the streets of Maywood because of her backyard barbeque. So, let us, on this day, know that our sister, our leader, is someone to be celebrated, someone to be remembered, someone to acknowledge as you walk through your journey. So, let us say this. Let her work speak for her, and may God continue to bless her family, her friends, and her legacy. And, yes, she had a thing with hair, but so do I. So, let us smile because we knew her, let us love each other because we knew her. And thank you, Speaker, for bringing a Resolution that acknowledged her life. God bless you."

I feel so incredibly lucky to have had the opportunity to work with Karen Yarbrough over the last six years in all of her capacities, representing Proviso Township, as well as the Recorder of Deeds and the clerk of court… excuse me, the clerk. She was a true force of nature, and that was really important for all of the roles she carried. Right now, in an environment where election oversight is so heightened and so important, to have somebody like Karen who could stay centered and work through all of the challenges from all directions, but with calm and cool and a smile on her face, meant a lot to everybody who was watching the incredible team she put together execute her work. It was also an incredible asset in the work that she did to lift up candidates, especially women and people of color and especially first-timers who were putting themselves out there. Much like Rep. Gordon-Booth and others have said, she was really somebody who could give you a shot in the arm when you needed it when you were being brave for the first time, and I certainly felt that way when I worked with her. These roles are really important right now because there are so many hand conversations we need to have. And Karen was one of the people who could model for you how you could debate, and disagree, and argue passionately about one issue or one candidate and then take a breath and know that you had to move on to the next topic with equal vigor and maybe find an ally in the person you had disagreed with just moments before and that teamwork still mattered. It was pretty amazing. I was nervous and younger and didn't know, you know, what to do, what buttons to push. But she pulled me aside, and she mentored me, and we became fast friends. And even when I left the Legislature and went to work for the park district and then when I went and ran for the water reclamation district, she would still mentor and guide me and be a friend to me, answer questions for me. Karen, should I do this? Should I do that? What do you think? She was right there for me at every at every step.
