Motorcycle Awareness Month is coming up next month, and I was proud to be a chief Sponsor of the Resolution acknowledging Motorcycle Awareness Month. If you could even mention that… that they sit and fight every day for motorcycle safety awareness. We see motorcycles all around. "I rise today to address the falsehoods made last week against my 4500 brothers and sisters in Chicago Fire Department. An Illinois Member of Congress was recently recorded claiming the men and women of the Chicago Fire Department respond differently to calls for service based on what neighborhood is in need of service. More specifically, if a home is building in a certain neighborhood, the Chicago Fire Department lets that… that building burn to the ground as the… going in and extinguishing the flames like we would in other neighborhoods. These comments absolutely floored me. They are 100 percent false. In my 20 years as a Chicago firefighter, working in all parts of the city, I have never, ever seen any difference in response from our members based on a geographical locations of the call for service. When asked about the Congressman's words, the president of the African American Firefighters and Paramedic League said, 'When the bells ring, we're all on the same page to get there as soon as possible, safely, and to save lives of the citizens of Chicago.' And I appreciate his words because when the bells go off, the men and women of the CFD that swore an oath to protect lives and property and to be there when you need us have always answered that call. We were there during COVID when everyone else was staying home. We were there during the heatwaves. And we're there for countless other trying times in our city. We are always there when you need us. In a year when we lost four brothers in a line-of-duty death, it is particularly disheartening to hear that someone thinks our brothers and sisters don't answer that call. Unfortunately, those families know that we always answer the call. On someone's worst day, we show up to whatever emergency they are experiencing and do our best to mitigate. I wish Congressman Jackson had… who spoke those words, would have reached out to others on the job to ask if any of what he was told was truth before speaking those words as truth to the people he was addressing. That was not the case. I did have an opportunity to speak with Congressman Jackson last week, and it was a good conversation. And during that conversation, I let him know I disagreed with his perception of what we do. He told me that he had issued an apology and a statement that he appreciated the work that we do. I appreciate his statement, but I'm still waiting on that apology, but I'm sure it will be coming. We both agreed we need to find a better way to increase the recruitment and hiring of African American firefighters for the City of Chicago Fire Department. We agreed we should work together with Members of this General Assembly and the City of Chicago to help make that happen. A department where every neighborhood has people who look like them and represents them makes for a better department. Divisive statements will not fix any problems that we may have. And I'm not one to get up here and talk often, and I had hoped I didn't have to, but I've waited 10 days now. I certainly expect that Local 2 president would have spoken up to defend our members. Again, nothing. I am left here disappointed and angry that I am the one left to do it, but so be it. To my brothers and sisters of Local 2, thank you for answering that call every day. Please know that you are appreciated. Thank you, Mr. Speaker."

Following up on the mention of the counselors and other things, I think everyone in the Body is aware of the Free Application for Federal Student Aid, the FAFSA, which is the key to a lot of programs that provide money for college. I think we all know the controversy that is going on with those FAFSAs. The applications are down this year. This has been declared National FAFSA Week of Action to encourage students to apply for financial aid. I wanted to remind everybody in the chamber that if you have students and families in your district who need help completing the FAFSA or finding money for college, you can refer them to our wonderful Illinois Student Assistance Commission to get help for free. ISAC has outreach staff called the Illinois Assistance Corps, who work in our high schools and community settings, and they're available to help our constituents for free. You can get in touch with an ISACorps member directly. You can direct students and families to them for help. And you can even host them for workshops and presentations. If you need to find the Corps members in your region, you can look them up at ISAC.org/isacorps. If you are on any of the major forms of social media, ISAC is posting about the FAFSA Week of Action every day. So, if you have the opportunity to follow those posts, please share them and get the information out that you think would be valuable to the families in your community. They are here with their director, Mike Millsap, along with Jerome Davison, and they were instrumental in this Bill. They're working with the AFL- CIO and what we doing in this Bill is amends the Department of Veterans' Affairs Act and it also works with the Department of Labor to make available, at no cost, a veteran and service members' benefit, service, and protections posters. The requirements of the posters include information regarding free veteran benefits and services provided by the IBBA and other veteran service organizations, veterans driver's license and non-driver veteran identification cards, Illinois protections for survivors of sexual violence and military sexual assault in the military, and contact information for the U.S. Department of Veterans Affairs, Illinois Department of Veterans Affairs, the Veterans Crisis Line, and information regarding any tax benefits available to veterans and where they can submit their claims to avoid veterans falling prey to scammers and claim sharks. The Illinois Department of Veterans Affairs is tasked to create this poster in a digital form and provide it to the Department of Labor, which is then uploaded to its website and made available for other state agencies and employers to post. Now, this is, again, an idea that came from the steelworkers. They are here for some IML activities, but, more importantly, to honor Mayor Billy McKinney of Zion. In almost my six years in office, I have had the honor of getting to know the mayor of Zion, Billy McKinney, and to work side by side with him. He is a fierce advocate for the City of Zion, and he works incredibly hard to help the community, which, in fact, is his hometown. In fact, he is currently living in his childhood home. As a young boy in Zion to a single mom, he knew that he wanted to go to college and it would be very difficult. And he decided that sports would be a way to do that. The odds were certainly stacked against him, but he practiced day after day and worked so hard. And he is a true example of the American dream and of what you can do when you put your mind to something. Under his leadership, under the last 13 years at… as the general superintendent at the Forest Preserves District of Cook County, the… the district has really made significant strides as an organization. It became more transparent, more accountable. Mr. Randall championed the development and implementation of the Next Century Conservation Plan, an ambitious roadmap that outlines robust initiatives to position Cook County as a national leader in urban conservation. Other key… key accomplishments include developing a natural resource masterplan, launching plans for camping, recreations, trails, and habitat restoration, and supporting the rollback of a moratorium on prescribed burns and restoration work, just to name a few. The objective of this Bill is to provide equitable access to our great parks, greenspaces, and public land. We are hoping that this grant program will not only inspire more youth to get out to these great sites, but also address the often-cited barriers associated with transportation and cost to provide such an outing. Unfortunately, today perinatal depression is only covered if you've had a live birth. It does not extend it if you have a miscarriage or a stillbirth, which can absolutely still result in postpartum depression. As Illinois continues to lead the nation on the issue of women's rights, this Bill will further support and empower those in need who have been through a tremendous ordeal. And I'd like to add that I had someone personally reach out to me about this Bill and speak about how this is just an unspeakable tragedy when you have something like a miscarriage or a stillbirth of a wanted baby. And it's a tragedy that continues to have people asking you questions afterwards of 'Where's your baby?' and 'Oh, do you still want kids?' Things like that that really cause the pain to be so deep and really put people at risk for things like postpartum depression. So, I would hope that everyone here would have compassion in their hearts and vote 'aye'."

This Bill is an initiative of a constituent of mine who came to me sharing her frustration that her insurance would cover estrogen but not progesterone, and she needed both therapies to treat her menopausal symptoms. Currently in Illinois, we require insurance to cover hormonal therapy for people who have had a hysterectomy. HB5295 removes that condition, as well as ensures that FDA-approved modalities or… for hormone and non-hormone therapy are covered, including, but not limited to, oral, transdermal, topical, and vaginal rings. While a constituent brought my attention to this issue, I worked with the American College of Obstetricians and Gynecologists to draft this Bill. I know of no opposition to it. It's been a hot topic recently and also since the budget… the Governor's budget address. But ghost networks occur when health plan directories contain inaccurate or outdated provider listings and the providers… like, for example, the providers are actually listed are not in-network. So, to provide an example, this is what could occur. And when people are in front of a judge and hearing orders from a judge, it has really… it… it's compelling for them to hear that and actually makes them act in a certain way, oftentimes. But to answer your question, there's… there's no mechanism to force somebody into this treatment."

"Thank you Mr. Speaker, Members of the House. House Bill 5407, with the Amendment, provides additional flexibility for districts supporting students who experience homelessness. It aligns the language in the already existing Education of Homeless Children in Youth State Grant Program with more permissive language offered in the federal COVID relief funding grants to allow more flexibility and creativity in how we can serve the student population. To be clear, it does not create a new grant. This state grant line has already been in existence for 25 years. It was designed to supplement funding for our federal McKinney-Vento Program. The program was zeroed out during the recession of 2009 and has not been funded since. We do continue to receive federal Department of Education funds for homeless students, but this base number has not increased since it was created. And our extra recession-related funding from ARP and ESSER, et cetera, are going to be expiring and must be used up by September. Advocates want to be sure our state program is properly aligned, should the GA choose to fund it again, as these federal programs end. The Bill has no appropriation request. We currently have 58 thousand students in Illinois experiencing homelessness, but ISBE only has one staff person responsible for supporting all the districts' schools and students across the entire state. Under the federal funding, states are permitted to use up to 25 percent of their grant allotment on administrative costs. So, we update our language to create parity with our federal grant programs to ensure ISBE has the flexibility needed to address this growing body of students. For many, many years, certainly even prior to me becoming a Legislator, which was almost 22 years ago, there has been a conversation and an effort about trying to build what would be a third regional airport in the far South Suburbs of Chicago, actually in Will County. That would then service not only Will County and Kankakee to its south, but also provide services for South Suburbs as well as South Side of Chicago. When that conversation first began, it was about building a third passenger airline or carry… a passenger airport where individuals could fly in and out as well, to relieve congestion that we're already… that was already existing at the two existing airports, both O'Hare and Midway. So, we have went down the path, over the last couple of years, of trying to stand up and build what would be a cargo airport in the South… in the Southland. Again, particularly in Will County, but that could provide operation… operational opportunities for many areas throughout, again, the Southland and South Suburbs. So, as we have gone down that path, a lot of things have come up relative to trying to figure out the best way to create the best conversation around it indeed happening. We have already passed one Bill that the Governor has signed into law to suggest that (a) that IDOT would develop, and I believe the correct initials are an RFQ, to allow for private developers who may want to build such an airport to come in, use their own resources to build such a project. Now, let me take one step back. Over the last several years, the State of Illinois has been buying the land that would otherwise be the airport footprint and owns a big piece of that land out there already. So, a private developer would come in, presumably lease the land from the State of Illinois, but use its own resources and financing to build ultimately what will be the third regional airport, but it would be specifically focused on cargo opportunities. The Southland has been a… a great area for growing logistics and cargo, and it seems right that that type of airport facility, in addition to the intermodal train facilities that we have, would create a destination for cargo coming into that region and subsequently flying out of that 10300091.docx 84  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 91st Legislative Day 4/17/2024 region or on trains or planes to any other part of not only the United States, but also the entire world for that… for that matter. But as we continue to research and look at this opportunity, one thing was discovered. So, House Bill 5496 is an effort to correct something that happened a very long time ago relative to the use of what we call private… public-private partnerships, or P3s. That has been kind of a new way that the private sector is combining or… or connecting with state resources in order to build large-scale infrastructure projects, P3s as we call them. So, what we learned is that years ago, the use of a P3, while it was new to the State of Illinois when it was first introduced and legislation was passed, excluded airports as an opportunity or something that could be used in a P3 way to develop. And so, simply put, what this Bill seeks to do is to correct, maybe we could call it a technical Bill, but to correct and to allow for that if the state wants to pursue P3 partnerships, that airports can be… can be a project that can fall under a P3 partnership. And, again, this Bill seeks to allow for that to happen. While even the title says South Suburban Air, but this would be for the entire State of Illinois. If there was an opportunity or someone wanted to use a P3 to develop an airport, this Bill would correct and allow for that to happen. I'll be more than happy to answer any questions."

Davis, W.: "Well, one thing that I don't know is, I don't know how Rockford Airport came to be. I don't know if that was a government-sponsored airport, a hundred percent, whether it was a private airport. You'd know more about than I would. But when we talk about in this case, talk about using every opportunity available that could build such a project as this, there's no reason why we would exclude the private sector. You know, especially when we are talking about money. If the private sector can find and bring to the table enough resources to build such a project, why would we not give them the opportunity to be a part of the conversation? So, again, absent of what I don't know about the Rockford Airport, what I do know, at least based on some conversations, there have been developers that have expressed interest in building this particular project. So, this Bill is about just making sure that if the P3 partnership, which, again, is not a new term to us, I don't think it's been widely used yet, but not a new term to us, that if this is an opportunity to use that type of partnership to build this project, we just want to make sure we're allowing for it to happen. Again, current statute suggests that airports can't use a P3 partnership. This Bill is to make a correction to allow for it to happen. Well, here is a very unique opportunity that, from an airport perspective, that we can embark upon this path. Now, before anybody says, well, that's not a hundred percent true. So, this is a very unique opportunity to embark upon something that we started and to bring an airport into that conversation, which would be the first, to our knowledge, at least in the Unites States, the first ever net-zero airport. So, we've got great opportunity to do some very great things with this potential airport. And, again, the use of a private developer is not anything uncommon in… in terms of growth, in terms of uses, in terms of building long-term infrastructure projects. It exists already. But however, it was years ago, airports were taken out. We'd like to allow for airports to be put back in. And outside of the questions from my… my colleague from Rockford, I'm not saying anything about that airport. You know, this has nothing to do with what they're doing in his region. Many of those states will accept a finding of fact from an Illinois judge to make the necessary gender marker change. However, due to a lack of clarity in the law, judges are not granting this request. HB5507 seeks to clarify that Illinois judges can issue finding of facts to support residents in their applications for gender marker changes in other jurisdictions. The Bill also creates a mechanism that allows the petitioner to make the request. To be clear, the Bill does not grant any new authority to judges and it does not compel another jurisdiction to accept an Illinois judge's order. As it relates to our opioid crisis, House Bill 5527 requires that the Department of Corrections and our state county jails provide Naloxone to current and formerly incarcerated individuals who are detained or in prison for drug charges or have a known history of substance abuse. As our state tackles this crisis, it's important that we prioritize evidence-based approaches. We know that if an incarcerated individual is provided Naloxone, we are able to reduce the risk of fatal overdose by over 80 percent, by over 80 percent. As we look at more effective and impactful re-entry initiatives, we know that the adequate recovery services are important for individuals after release. Studies show that an overdose is the leading cause of death, an overdose is the leading cause of death for people recently released. Opioid education and Naloxone distribution programs increased the participants' knowledge about the signs of overdose, how to respond to overdose, and their confidence and willingness to respond to an overdose. A significant portion of the settlement funding is going directly to local units of government, which the sheriffs can access. Today, I was made aware of a request from the Department of Corrections and the Sheriffs' Association regarding the need to clarify that the program only applies to individuals that are in their custody and control. We're certainly committed to working with the Sheriffs' Association in the Senate to tack that requested Amendment on. After four years of successful implementation of the 2019 law, House Bill 5530 seeks to allow pharmacists to provide the first injection as well. The advocates worked tirelessly with the Illinois Medical Society to get us into approved language for House Amendment #1. And by allowing pharmacists to administer the first injection for long-acting injectable medications for substance use disorder treatment, access to these medications are now expanded. Here's why this is important, and here's why last-acting injectables are advantageous. It improves the medication adherence, it enhances the treatment initiation, it streamlines the care, and it's a potential cost savings. I'm pleased to present House Bill 5550, which was brought to me by a UIC Law School class taught by Professor Debra Stark and developed in collaboration with the Illinois Coalition Against Domestic Violence. What the Bill does is to raise awareness about existing protections already in Illinois statute, under the Illinois Safe Homes Act, the Human Rights Act, and the Illinois Evictions Act. These protections allow survivors of domestic violence and sexual violence to terminate their rental leases early or change their locks, avoid improper eviction, and protect themselves against housing discrimination. I know that as policymakers we strive to pass legislation that helps people, to improve people's lives, to protect those who are vulnerable. But even if we are successful in passing a Bill and getting it signed into law, it does little good if those whom the Bills are meant to protect have no idea about their existence. House Bill 5550 would require notification at the time a lease is signed that would… that would notify the victims of domestic violence or sexual violence that they have these housing protections already in statute and they are there to protect them. The Homeless Prevention Program is a 25-year-old program that successfully keeps families and individuals housed. It provides families with one-time funds used for rental and mortgages assistance, security deposits, as well as utility assistance. Service providers also offer supportive services directly related to the prevention of homelessness. What this Bill does is allow the providers to use up to 20 percent of their contract funding that comes out of the Homeless Prevention Program I just described. So, the Bill allows providers to use up to 20 percent of their contract funding to go towards case management and administrative costs. So, we… just to let you all know, we did have an Amendment. Originally, we were seeking 30 percent. We spoke to folks who were opposed to the Bill. We brought it down to 20 percent. So, this is a compromise, and we are seeking the support for the Bill to allow 20 percent of a contract funding. This is really important because, for example, for a program that receives $50 thousand to provide grants and services, only 7,500 is allowed to hire and maintain a staff person. And so, these are very often first-time buyers maybe who don't have the wherewithal to know the questions to ask, and having this information readily available, I think, is critically important to protect some of these buyers. So, I… I would urge caution with what we do around thresholds. I appreciate the need to protect these smaller buildings that might be burdened by the costs, but I think it's equally important to protect the buyers who might fall victim to mismanagement in some of the buildings."

So, I do think it would be in the best interest, I think, of condo owners, and there are many small condo buildings in my district as well, three-, four-unit buildings. I just don't think, if they maintain a reserves, I think they recommend like a three month, you know, amount of reserves is an appropriate number that buyers look for. So, if you're a smaller unit, maybe that’s 10, 12 thousand dollars. If you're looking at 2500 or $5 thousand for a study, even 2 thousand, that's a big chunk of your reserve. So, I think having it not apply to the smaller unit buildings, which people purposely buy into because of their lower cost of assessments, is a good idea and prudent here. So, thank you."

That Act created a hearing procedure for incarcerated people who are terminally ill or medically disabled to petition for early release. The Bill's been… that law has been in effect for a couple of years. There's been a few implementational challenges. The PRB has implanted some of the language in a way that was different from our original intent. So, this Bill is just clarifying that original Bill to make sure PRB complies with the letter and the spirit of the original law. The Bill includes some notice provisions from hearings, some procedural changes about when the hearings are public or private, some additional data collection measures. It's a truly technical Bill. First, it amends the Governor's Office of Management and Budget Act by formalizing the creation of GOMB's new annual Comprehensive Financial Report Internal Control Unit. Second, it removes the requirement that the Auditor General complete duplicative audits for a few specific funds. I want to highlight some important context that led to the reason why this legislation's being proposed. The Illinois State Auditing Act requires the Office of the Auditor General to audit the Illinois Annual Comprehensive Financial Report, which is called the ACFR. The OAG currently audits the ACFR by conducting separate financial statement audits of significant agencies in funds which are then utilized in the audit of the ACFR. Illinois is the only state who still prepares its financial audit in this manner. Due to the upcoming changes in accounting and auditing standards, the OAG has determined it will be shifting to a statewide ACFR audit approach with the goal of implementing the new audit process for the fiscal year 2025 ACFR. The statewide ACFR audit approach will eliminate the need for separate financial statements at significant agencies of the state, except for agencies such as universities, component units, and retirement systems. "You've probably have never heard this, but April is Autism Acceptance Month. Autism spectrum disorder is a neurological and developmental disorder that affects how people interact with others, communicate, learn, and behave. Although autism can be diagnosed at any age, it is described as a developmental disorder because symptoms generally appear in the first two years of life. While some autistic children may have co-occurring learning disabilities, many do not. It's important not to make assumptions about a child's cognitive abilities based on an autism diagnosis. Every child has unique strengths and challenges and should be understood and supported as an individual. By dispelling autism myths, we can promote a more inclusive, understanding, and accepting society for autistic people while reducing harmful stereotypes.
