She was an exemplary selfless citizen. Deputy Musil gave her life in service. I hope for all of us here to live up to those standards of citizenship that she exemplified. No words that I can say will heal the wounds of loss, but let it be known that our communities mourn along with her family and her sisters and brothers in law enforcement and our state. Provides that for students in grades 11 and 12, the information may be intergraded into the regular school program but may also be provided during special events after regular school hours. "Good. Correct. They would not be bound to use the same percentages that the State of Illinois uses. They would have to be… ability to craft a program that's responsive to the needs in their community. And they will have the flexibility to adopt goals that are appropriate for their area."

One of the cameras in my district, a couple of them next to a park, produced over $4 million in one year. And they… that camera, I was told, was there… it was installed to protect the park. But instead of having that money returned to that park or the school, that park… the funds of that camera go into a slush fund that can be used for anything they wish. So, instead of protecting the park and instead of protecting the school that they were installed there for, they're used as revenue making. So, this Bill requires that any camera that produces over $500 thousand that shall allocate 10 percent back to the school to actually create a safer environment. I think 10 percent is… actually probably should be 50, but let's start at 10, and let's see. So, if there's any questions, I'm more than willing to answer."

"No. But there's nothing that ties into the… to the property tax levy with that."

"It's very specific to what they want to do. But our… do park districts, do they pay taxes?"

"Oh, okay."

"It… there's no restriction on there. It just says it should go back to that. Let me be very specific. The Bill, the… there was an Amendment which narrows… narrows down. And while it doesn't go back to the district as a whole to any park, the Bill says that this… the funds that are produced by this camera should go back to that specific park that it is protecting, supposedly protecting. Right? So, if there is only one park in that municipality or taxing body, then I guess they could use that if they wanted to for that. But, for example, in the City of Chicago you would have, you know, there's probably, who knows, thousands and thousands of parks. So, you wouldn't be able to really use it that way because there's many parks. And so, it's designed to make sure the funds actually go back to the park that it is there to protect. If that explains it a little better."

"To the Bill." Davis, W.: "…think, for the sake of clarity, suburban communities' park districts are a taxing body. So, I think what the previous speaker was referring to is whether or not they would… would lower their levies if they receive some of those funds. It sounds like what you're discussing really only happens in the City of Chicago 'cause I don't even think we have speed cameras in park district areas in the suburbs. I don't believe we do. So, that's why I just think, for clarity's sake, I just wanted to… to make that point clear. And if it were suburban communities, I certainly would agree with your assessment about making some adjustments in the levy if we're talking about sizable… particularly if we're talking about sizable amounts of revenue that are generated by those speed cameras. From long, irregular schedules to understanding the real safety risks of the profession, there is a real mental toll that affects everyone. And sometimes this can strain relationships. Our first responders are there for us in our worst hours. It's critical that we ensure that we… that they and their families have the proper support they deserve. This Bill came to me by my friend, Kathleen McShane, who is a constituent. She is a therapist. She owns Begin Within Therapy in my district, and she sees a lot of first responders. She's been working on this Bill for nine years, and I'm so proud to stand here today. This is her Bill, and I'm so excited to present it. And I'm available for any questions."

The proposed change would resolve some avoidable delays in our court proceedings and can be satisfied with the already existing document in the possession of the health care providers. UTAC is an entity that manages a program funded by a checkbox on landline telephone bills that allows customers to donate to a fund to support low-income customers landline connection fee waivers. As you can imagine, the fund has not been used much in Illinois since most folks don't put in new landlines. And so, recently, the UTAC petitioned the Illinois Commerce Commission and asked for their assistance to repeal this statute now that they have fulfilled their mission. Currently, the funds being collected are going almost exclusively to the administration of the UTAC and virtually no funds are being used for their original intended purpose. This legislation, as I mentioned, is an initiative of the Illinois Commerce Commission and will allow for the dissolution of this outdated and redundant program. There's very little enforcement mechanism available to folks who are facing retaliatory evictions. So, House Bill 4768 would create some enforcement of the rights that are laid out in statute today. This is based on provisions that are already law in Chicago and Cook County, and 40 out of 50 states in this country have some kind of protections against retaliatory eviction. So, we're talking about a tenant whose heat gets cut off in the winter. They complain to the landlord. The landlord does nothing. They complain to the city. The city comes out and then they get an eviction notice the next day. So, this Bill would do two things. One, it would provide an affirmative defense in eviction cases for tenants who take protected actions. And then it would also provide a mechanism for tenants to sue under the Act if they can prove that they took a protected action, like complained about a violation or something to that effect. And the landlord cannot show that there was a nonretaliatory reason for taking that action, then the court can award damages to the tenant. I ask for an 'aye' vote."

This provision would remove an antiquated requirement that providers procure cash or in-kind donations of a certain amount in order to receive the money from the grant in their state contract. This fundraising burden is especially disadvantageous to small providers, providers in rural areas and in social justice communities, which may not have access to wealthy donors, endowment funds, or the ability to devote specific staff members to dedicated and sophisticated fundraising plans. Removing this outdated provision will not have an economic impact on the state. It will not compel Illinois to replace those formerly mandated funds. Providers will still be required to fulfill any federal matching funding mandates and will continue to be naturally incentivized to do their own supplemental fundraising, but instead on a timeline and scale that is a better fit for their organization and their community and not based on an arbitrary numerical requirement of our state. And certainly, again, I think the idea is organizations are naturally incentivized to do their own fundraising, but to do it in order to meet a certain metric on a certain time frame can be really difficult for them. We all know that loans are just not workable for many of the households that we represent. As a reminder, we have a few of these home equity assurance programs in Chicago. "Thank you, Madam Chair. House Bill 5078 will help modernize the Regional Planning Act, which the General Assembly passed in 2005. The changes included in this Bill will support timely decision making by the CMAP Board while maintaining regional consensus for key agency decisions. This Bill would allow for contracts, grants, purchase agreements, and meeting minutes to be approved by a simple majority of the board members in office, rather than the four-fifths as it is currently. The only exception to that would be contracts pertaining to the executive director. All other decisions, which include regional planning decisions, would still continue to require a concurrence of four-fifths of the board members in office. This will allow the board to ensure that the resources that support agency programs, projects, and operations are able to move through the agency in a timely manner. There's also a couple of other technical changes regarding wastewater… the wastewater committee, federal funding allocations, and modernizing some of the gendered language in the statute. House Bill 5083 amends the Public Employee Disability Act, the Line of Duty Compensation Act, and the Public Safety Employee Benefit Act to include mental health professionals employed by a unit of local government who are dispatched to respond to crisis calls received on public emergency services lines in lieu of or in conjunction with law enforcement. To better serve the mentally ill who are in crisis, some units of local government have created co-responder programs, like the Crisis Assistance Response and Engagement unit in Chicago. Under current law, if something were to happen to a mental health professional during a response, they currently would not be eligible for the same benefits as other first responders. HB5083 does not create co-responder units. That was done previously by the General Assembly. What HB5083 simply does is give mental health professionals dispatched under these specific programs parity with other first responders."

"Madam Speaker, I rise today to celebrate the life and legacy of someone who was not a native Illinoisian, but who, in his four years here, left an indelible mark on this state and on yours truly. I first met Vontae Davis when he was a 17-year-old kid on his recruiting visit to the University of Illinois. And he had a way about himself that made him stand out. Once he made the decision to come to Champaign, we all quickly recognized that he was no ordinary rookie. He also recorded 56 tackles and 4 interceptions that year, helping lead the Fighting Illini to our first Rose Bowl appearance in 25 years. He is an all-around cornerback that does not back down from any challenge, and usually comes out on top when he is issued one. Along with the talent and mentality of a shutdown corner, Davis has the ball skills and awareness to be a playmaker as well. His high-pitched voice, his high morale… morals, his energy… his high energy, and his high values made him someone that wasn't just a person you met, but he an was experience that you got a chance to live. We traveled the world together. He was inquisitive, and he loved visiting new places and learning new cultures. But no matter where he went and what he learned, he always loved the University of Illinois and he adored summer time in Chicago. Thursday, we will lay him to rest physically, but his memory and his legacy will forever be a part of the history of this state. Ladies and Gentlemen, today is Tuesday, April 16, and April is Autism Acceptance Month. Autism spectrum disorder, or ASD, is a neurological and developmental disorder that affects how people interact with others, communicates, learns, and behaves. Although autism can be diagnosed at any age, it is described as a developmental disorder because symptoms generally appear in the first two years of life. It's important to know that with support and understanding, autistic children can go on to lead fulfilling, purposeful lives. They can thrive in school, form healthy relationships, and contribute significantly to their communities. Autism doesn't limit one's potential for a fulfilling life. Autism is a lifelong condition, and an autistic person's needs, strengths, and challenges may change over time. As they transition through life's stages, they may need different types of support and accommodations. Early intervention and therapies can make a big difference in a person's skills and outcomes later in life.
