In April 15, 1817, the first… first public school for the deaf was established in Connecticut, the American School for the Deaf. On April 8, 1864, President Abraham Lincoln signed the charter for Gallaudet University, which is the premier deaf university in the country. I just wanted to say that deaf people have the same skills and abilities as we do. They just can't hear us. So, take some time, learn about it, and thank you." We look forward to exploring these and other avenues for Canada-Illinois collaboration when DCEO leads a multisector trade missions to Toronto and Montréal this summer. Current Illinois law in that area requires several technical changes to shore up loopholes and strengthen penalties. This Bill broadens the definition of grooming and increases the statute of limitations for prosecution of grooming to 10 years after the person reaches 17. This is a redraft of Representative LaPointe's Bill that passed out of this House 104 to 0 in the previous General Assembly but ultimately died in the Senate. It has the support of the Illinois Association of Chiefs of Police, the Illinois Sheriffs' Association, and the Illinois Coalition Against Sexual Assault. It passed out of committee unanimously following an Amendment which brought it in line with IDPH language. I am incredibly proud of the Chief Sponsors on this, which I think is a really terrific group of people, and all of support we've received. The Bill provides that the statute of limitations for executing a certificate of error does not apply to a certificate that is correcting an assessment of one dollar. "Thank you, Chair. House Bill 4141 amends the Energy Assistance Act. This Bill seeks to solve an issue that was brought directly to us by a constituent. Our constituent receives a Section 8 housing voucher, and because of this housing assistance for her rent, her rent becomes less than 30 percent of her income. This carved her out of receiving LIHEAP to cover her heat bill. These likely just effects 200 to 300 people in Illinois who fall through the cracks because of the way the Bill was previously written. The American Academy of Pediatrics recently renewed its call to ban corporal punishment in all U.S. schools, citing its infectiveness and the harm it causes children. As of 2023, corporal punishment is still legal in private schools in every U.S. state, except for New Jersey, Iowa, New York, and Maryland, and legal in public schools in 17 states, and practiced in 12 of those states. "So, thank you for asking. So, currently, it's effectively banned because… in public schools because the School Code does not allow a board to have corporal punishment within their board policies. So, in that way, it is banned. But when I was working with ISBE, because we were going to extend this to private schools, they suggested we do an explicit ban that includes both public and private schools in the School Code."

"Not to my knowledge. No."

"So, we added private schools because… I mean, so the… the reason that the Bill was created, the reason it's drafted is because the American Association of Pediatrics renewed their call to ban it outright, for corporal punishment to banned in private and both public schools. It's not currently banned in private schools in the State of Illinois. So, the reason we added it was because I… I personally don't believe that anyone should be hitting children in schools, regardless if they're private or public."

"So, currently there are four, with the most recent being New York, which passed it this past fall."

From that time, they've had thousands of reports. I did talk to some people out there in the State Government. They didn't give me specifics because they often deal with minors, but they said there have been several cases of people being rescued."

We're kind of allowing the department of… DCFS, along with the Children's Advocacy Center, to create that content. But the constituent that came into my office is the cofounder of a nonprofit called My Body Tells the Truth. She has several examples, and I'll definitely connect her with those departments, but they're very nondescript. I know there may be concerns of how do you communicate that to a minor. And her posters are simply big blocks over areas of a body that say these are the no-go zones, and if anyone is here in those zones, here's a number to call for help or here's a QR code to scan. But they're very innocent in nature for a very sensitive issue."

"So, the child would then make the phone call. Is that the idea?" Davis, J.: "That is the idea. The State of Illinois does a great job at educating the doctors, the teachers, all kinds of people to look and recognize this issue that is happening in the state. We are kind of taking a different approach and kind of hitting people that may find themselves in this to help them realize that this is an issue that they're in. I have foster parents and have fostered a handful of… of youth through my home that have been victims of this, and they are often kept out of schools. I'm still very uncomfortable with this Bill. I'm not sure this is the way to do it. You know, it's… it's one of those areas and issues that I… you know, we've tried to do and promote legislation that, you know, helps children even understand. I think there are even cases that children don't even understand their own bodies to even understand asking these questions to be able to know that. Representative Kifowit and I worked on a Bill, two different Bills, regarding consent and sex education. I think I mentioned that in committee. We have added to the mandatory reporter list for doctors and other professionals. But I'm wondering, did you have… I know you had a constituent, she was very passionate that came to committee. Is there any data or any background as to the efficacy of a poster like this in terms of prevention that you're familiar with?" Davis, J.: "Yeah, I… I did search and scour the nation and not… I'm trying not to repeat myself. But I did land in Oregon, who has had this on the books for more than a decade, very similar law, and they did tell me that they have rescued people out of trafficking from that with thousands of… of phone calls being received since they've been posted." Williams, A.: "So, trafficking, I do know that I have been to restrooms and place, probably Wally's, that have the sign about trafficking. This will be an addition to that sign? Does it overlap? I mean, what's the intention there? Too… you know, sometimes too much noise, you lose your focus." Davis, J.: "We're really trying to target the youth. You know, everything else that I've seen in this state… and even when I talked to the Illinois State Police, they were like, this whole new concept to us. We've always tried to equip the adults. Williams, A.: "I'm sorry, Children's Advocacy Center. The CAC." David, J.: "Yeah. We just included them in because of the historical background that they have on the topic. And we didn't want to get too restrictive 'cause I thought in a debate in this room it'd get very cloudy if we had a very descript poster. So, we're really trying to trust those that are in the weeds on this issue, like the department of… like DCFS and like the Children's Advocacy Center, to create the content." Williams, A.: "I think… I think what I would conclude from my prospective is this could be a good idea. It could be something that we should be utilizing to prevent this sort of abuse. I just don't know and don't really have the confidence that we should be mandating it as far and wide as we are quite yet. I'd be really interested to know how we came about the trafficking notices. I don't remember who worked on that. But I'm hoping that before we decide to, you know, keep adding notices and requirements on business to do this that it actually is going to be effective. "Okay. And we had a hardy debate in committee that day, and a lot of issues have been raised on the floor about what that Bill is, what that Bill does, and Leader Hammond raised some issues as well. But I want to clarify a few things that were said today that weren't necessarily said in committee, and I think it's important for this Body to take a moment and think about it. Representative Davis brought up a great point about truck stops and that these posters would be in a truck stop. We're… we're talking about human trafficking and sex abuse to children, and we're asking whether that, that is appropriate. So, we're leaving it up to the Department of Children and Family Services to determine what is age appropriate for sex education. I mean, that’s essentially what we're asking, right?" Davis, J.: "In essence that we've already human trafficking, ones we've done previously under the… the law, the statute that passed unanimously out of this House. "Right. I understand that since I was… I believe I was the Sponsor of the human trafficking Bill for hotel workers and to make sure that, that was in our hotel and for our hospitalities. And the assumption, though, is that those are adults. So, we assume that they understand what sexual abuse and… and what that… and what that looks like. What I'm trying to get to is we're okay with a poster in a Wally's truck stop that potently the AG or some other or local law enforcement is going to be responsible for enforcing, but we're not willing to let our teachers in our schools properly teach sex ed. I'm trying to help kids that I see come in and out my home every day that are just utter shambles because of what they've experienced in their life, and I'm not trying to make those lives into a political stump speech on the floor."

"Well, I… I guess I would say we… we've got school systems that have this done… have done this work and have it developed curriculum for age appropriateness, and yet we're not doing that because somebody's determined that something's not appropriate. I don't know if I think how we're going to get across the age appropriateness on a poster in a truck stop. And heaven help us, our kids sitting in tattoo parlors are reading a poster about what sex abuse is and trafficking is at that point. Again, Representative, I let you call the Bill. We… we worked on it. We discussed it together. But I'm raising an issue that we didn't talk about in committee about essentially the mandatory sex ed component on a poster, but we're not doing it in our schools. That, I think, is wrong." "I rise to celebrate National Work Zone Awareness Week. It's April 15 through 19. It gives a special thanks to… a special thanks to all of you for the work that you do on IDOT that help keep our roads safe and clean. National Work Zone Awareness Week seeks to raise the awareness of the need for more cautiousness when driving through work zones to decrease fatalities and injuries, promote safety, and share training and best practices. In 2021, 956 people died in the work zone and 108 highway workers had fatalities occur in the road construction sites. Since the weather started cooperating several weeks ago, IDOT and its crews have been working hard on the roads to clean up on the litter as part of the expanded efforts to keep our interstates clean of trash and debris. But there's still a lot of work to do. I have noticed the great progress on I-290 in my district, so I want to say thank you. Our amazing IDOT maintenance crew have also collected 60 thousand bags of litter, weighing nearly 600 tons, from our express ways. Your effort to maintain and beautify our highways help us provided a safe and clean experience to travelers and a warm inviting welcome to visitors to our great state. This is hard work, and it's dangerous. These workers deserve our praise and thanks. The best way to do that is to give them space on the road. The workers ask that everyone remain alert, slow down, drop the phone, and move over as cleanup efforts continue. Thank you for making our roads a top priority, and we should all give our IDOT workers a great big round of applause. Thank you." "Did you know that April is Autism Acceptance Month? It is. Autism spectrum disorder, ASD, is a neurological and developmental disorder that affects how people interact with others, communicate, learn, and behave. Although… although autism can be diagnosed at any age, it is described as a developmental disorder because symptoms generally appear in the first two years of life. By the way, I love someone with autism. Autism is not a disease. Even the term disorder is increasingly recognized as an inaccurate way to think about autism. Indeed, many autistic individuals view autism as an integral and valued part of the identity that comes with many strengths. Some common autistic strengths include excelling in music, arts, science, math. You can hyperfocus on areas of interest, like pumpkins. You may know letters, numbers, shapes, and colors early. You may have excellent memory skills. You can remember when your grandma said a bad word a month ago and repeat it. Can teach difficult skills, like how things work, and may read words at an early age. These will not be true for all autistic individuals since all brains are different.
