"Let us pray. Lord, as we prepare for Session today, I ask freshness of your spirit to quicken our thinking, that out of confused issues may come simplicity of plan, that out of fear may come confidence, that out of hurry may come deliberation, that out of frustration may come guidance. Let us get to work not head first, but heart first. May we be able to disagree without being disagreeable, to differ without being difficult, to be honest without tension, and to be frank without offense, in an atmosphere of team spirit. These things we pray, Amen." Speaker Hernandez, B.: "We will be led in Pledge of Allegiance today by Representative Miller."

Miller - et al

"I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all." Speaker Hernandez, B.: "Roll Call for Attendance. Leader Gabel is recognized to report any excused absences on the Democratic side of the aisle. Leader Gabel."

Robyn Gabel (D)

"Speaker, let the record show that Representatives Guerrero-Cuellar, Ladisch Douglass, Vella, Omar Williams, and Yednock are excused today." 10300100.docx 1 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 5/7/2024 Speaker Hernandez, B.: "Leader Keicher's recognized to report any excused absences on the Republican side of the aisle."

"Good morning, Madam Speaker. Please let the record reflect that Representatives Niemerg and Caulkins are excused for today." Speaker Hernandez, B.: "Have all recorded themselves who wish? Mr. Clerk, please take the record. There being 110 Members being answering… answering the roll call, a quorum is present. Representative Mayfield, for what reason do you seek recognition?"

Rita Mayfield (D)

"Point of personal privilege." Speaker Hernandez, B.: "Please proceed."

Rita Mayfield (D)

"I would like to draw your attention to the west balcony. We have Foss Park District here in honor of Parks Day. Can we just welcome them to the Capitol?" Speaker Hernandez, B.: "Representative Canty, for what reason do you seek recognition?"

Mary Beth Canty (D)

"Point of personal privilege." Speaker Hernandez, B.: "Please proceed."

"Thank you, Madam Chair. I want to take a moment to give a shoutout to hometown hero from the 54th, Brett Harris. He is a proud alumni of Hersey High School and the son of the Arlington Heights police chief, Lance Harris. Brett made his MLB debut with the Oakland A's on Saturday. And during his debut, he hit not one, but two home runs. Only the 11th player to do so in franchise history and the first since 2018. So, shoutout to Brett Harris. Thank you." Speaker Hernandez, B.: "Representative Halbrook, for what reason do you seek recognition?" 10300100.docx 2 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 5/7/2024

"Thank you. Ladies and Gentlemen of the House, today is Christian County Day here in the General Assembly. Today, we are to celebrate the 100th anniversary of the Christian County Fair with HR724, which was adopted on an earlier day. Today, with us in the Speaker's Gallery, if they would please stand and be recognized, we have Christian County Fair Board President Craig Paulek, Christian County Fair Board Treasurer Larry Budd, Christian County Fair Board Second Vice President Jim Oliver (sic-Olive). Let me read a few things from the Resolution. On April 29, 1924, the Christian County Agricultural Fair was founded by Phil S. Haner, Robert Carlin, Louis Tolliver, and Edward Alton. They rented and held the fair on 40 acres of land just west… on the western edge of Taylorville starting in 1924. The Christian Country Fair has been the home to many outstanding society horse shows, sponsored harness and running races. The track was considered to be one of the best in the United States. They've held many Western Horse and beef and cattle shows there, dairy cattle, hog, and sheep shows. And, in the early years, hosted draft horse and mule shows, and, of course, horse pulling and, later in life, tractor pulling contests. The Christian County Fair has been made possible thanks to hundreds of Christian County residents giving thousands of hours of their time to making this fair one of the finest in the State of Illinois. Again, with HR724, we wish, as the General Assembly, the Christian County Fair a happy centennial anniversary and continued 10300100.docx 3 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 5/7/2024 success. This year's fair, Ladies and Gentlemen, will be July 16 through the 20 in Taylorville, just a short 20-to-30- minute drive southeast of Springfield, with many special events planned during that week. In closing, Ladies and Gentlemen of the House, county fairs have been and will continue to be an important part of our life throughout this great state. Please join me in welcoming and congratulating the Christian County Fair Board leaders with us today and the 100th anniversary of the success of their fair. Thank you." Speaker Hernandez, B.: "Representative Bunting, for what reason do you seek recognition?"

Jason Bunting (R)

"Point of personal privilege, please." Speaker Hernandez, B.: "Please proceed."

Jason Bunting (R)

"Thank you, Madam Speaker. One of my most favorite parts of representing the folks of the 106th District is welcoming constituents to Springfield. Today, it is a true honor to introduce seven students from St. Lutheran School in Buckley… from St. John's Lutheran School in Buckley. These seventh and eighth graders, along with their teacher and chaperone, are here to tour some of the finest spots the city has to offer and to learn about the rich history which leaders before us brought to this great democracy. I love their interest in the process of good government and all that it has to offer. Please join me in giving these students from St. John Lutheran School a warm Illinois House of Representatives welcome to our State Capitol. Thank you." Speaker Hernandez, B.: "Representative Cassidy, for what reason do you seek recognition?"

Kelly M. Cassidy (D)

"Point of personal privilege." 10300100.docx 4 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 5/7/2024 Speaker Hernandez, B.: "Please proceed."

Kelly M. Cassidy (D)

"I want to remind everyone that tonight is the Cubs Caucus gathering at DH Brown's, game time 6:40. We will be featuring amazing kosher hot dogs and garlic polish from Romanian Kosher Sausages in the 14th District, the most amazing encased meat you will ever eat, I promise. And just because we're that loving as Cubs fans, well-behaved Sox and Cards fans are also welcomed to join us. Game time is at 6:40." Speaker Hernandez, B.: "Representative Walker, for what reason do you seek recognition?"

Mark L. Walker (D)

"Thank you very much. Point of personal privilege." Speaker Hernandez, B.: "Please proceed."

Mark L. Walker (D)

"I am very thankful to be able to announce that the State of Illinois has its first federally recognized Indian reservation after 200 years of waiting. In the… above the Speaker's Gallery, standing there from the Prairie Band Potawatomi Nation are Zeke Rupnick, chairman of their executive committee, and Ralph Wahwassuck… Raphael, sorry, Wahwassuck. These… these are the leaders of that Prairie Band. They have led the way here and in other states and in Washington to reclaim land that was given to them and then taken away. We have started the process, and in this first step, we have established an Indian reservation in our state. We welcome these leaders to be partners in government, and I'm proud of this day for the State of Illinois. Thank you." Speaker Hernandez, B.: "Leader Lisa Hernandez is recognized." Hernandez, L.: "Point of personal privilege." Speaker Hernandez, B.: "Please proceed." 10300100.docx 5 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 5/7/2024 Hernandez, L.: "So, I'm asking Members of the Assembly if you can help me give a warm welcome to the Cicero Boys Club executive director, Edgar Montiel, who has done a phenomenal job with these kids and looking forward to your continued work. And let's say hello to Javier Lopez, Daniel DeLeon, Osvaldo Lara, Sebastian Vega, David Avila, Nathan Pina, Aiden Sanchez, and Jose Hernandez. Let's give them a warm welcome." "I rise today in honor of World Asthma Day, an initiative organized by the Global Initiative for Asthma in collaboration with the World Health Organization. Asthma affects 26.8 million people in the United States, including 860 thousand adults, 160 thousand children in Illinois, one of whom happens to be my son. Asthma is a leading cause of missed work and school days, and disparities persist in our state. According to the Illinois Department of Public Health, the rates of asthma emergency department visits among Black people and Latinos are eight times and nearly two times the 10300100.docx 15 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 100th Legislative Day 5/7/2024 white of… rate of white people, respectively. Sadly, 137 people died of asthma in 2018, and these deaths are largely preventable. The American Lung Association is championing initiatives to support asthma, and you'll hear more about their support and additional policy priorities to help protect lung health in Illinois during the Lung Association's advocacy day tomorrow. Thank you so much." Speaker Hernandez, B.: "Mr. Clerk, Agreed Resolutions."
