Today, up in the Speaker's Gallery, if he would please stand, we have Mayor Paul Antrim, the mayor of Stewardson, Illinois. Stewardson, again, is a rural farming community with just over 700 people. Let me read from the Resolution briefly. "Thank you, Mr. Speaker. Yesterday, Ladies and Gentlemen, we were invited to EV Day at the Governor's Mansion. Hopefully, you were able to be there. There on display was the latest and the greatest in electrical vehicle manufacturing: Ford, GM, Lions, and Rivian, and some other manufacturers. What is most interesting about this early afternoon event was just a few hours later, Rivian's quarterly earnings call would be out. This leads us to today's number. Today's number is $38,784. That's right, every Rivian vehicle on display that had been manufactured recently had been losing $38,784. This is on the heel of the Governor's announcement late last week of cash and tax incentives to Rivian to the tune of just over $800 million. When you do the math on that, that's over a million and a half dollars per every job that's to be created. Of course, this is on the announcement after last fall's $125 million cash infusion into Gotion battery, one of America's foreign adversaries, which hasn't produced a single product yet. So, why is this important? It's important because it impacts your neighbors and mine. They elect us and pay the freight for us to be here every day to be good stewards of their dollars. The Governor needs almost a billion dollars of additional new revenue to make the Fiscal Year '25 budget truly balanced. This will more than likely come up from a series of proposed revenue enhancements that will drive up the cost of living in Illinois. The experts agree more revenue is needed or spending will need to be cut. The question I have is, where is the money going to come from? Did the construction workers dig up buried treasure in the front lawn of the Capitol Complex recently? Let me ask you, how many government subsidies did it take to make that phone that's in your pocket or lying on your desk the top of the market? That's right, zero dollars. And as if the subsidies aren't enough, the Governor has proposed hundreds of millions of dollars in sales of these electrical vehicle companies by forcing the state to purchase 10 thousand electric vehicles by the year 2030 for the state fleet. The numbers speak for themselves. If people want EVs, they will buy them. If they don't want the EV, they won't buy them. No amount of taxpayer funded subsidies will ever change that. Ladies and Gentlemen, in closing, it's past time to reign in the out-of-control spending and let's do right by the people of the State of Illinois. Thank you."

The Illinois Department of Natural Resources is proud to announce the recent graduation of 21 new recruits. These recruits completed a comprehensive 30-week training program. The recruits spent 16 weeks at the Illinois State Police Academy, where they received full-time certification as law enforcement officers. Then they completed a 14… 14 weeks at the IDNR Conservation Police Academy, focusing on conservation-related topics, such as wildlife enforcement, fisheries enforcement, and watercraft safety. The graduates are currently participating in a field training program where they are transiting from what they learned in the academy to performing law enforcement patrol duties competently in the field with experienced Conservation Police officers. Upon completion of the field training program, these recruits will be certified Conservation Police officers where they will be assigned to various counties across the state, including Cook, LaSalle, Lake, Will, Putnam, Christian, Livingston, Crawford, Warren, White, and Winnebago. Rolling Thunder is dedicated to supporting U.S. military active duty, veterans, prisoners of war, and personnel missing in action from past wars. They were established in 1995 as a nonprofit organization and today have over 90 chartered chapters across the United States and abroad. Many members are veterans and motorcycle enthusiasts, but they all share a common goal, and that is to ensure full accountability for prisoners of war and those missing in action from all conflicts. Their mission is to educate the public about the issue, advocate for the return of living POWs, and the repatriation of remains, and support American veterans from all wars. The organization traces its roots back to the fall of 1987 when two Vietnam veterans, Artie Muller and Ray Manzo, initiated discussions about the neglect of POW/MIA issues. And this led to the inaugural Rolling Thunder demonstration in 1988, where thousands of motorcycles descended upon Washington, D.C. demanding a full accounting of all POW/MIAs. And since then, Rolling Thunder, Inc. has remained steadfast in its commitment to honoring and advocating for those who have served our country. With us in the Speaker's Gallery are members of Rolling Thunder, and specifically Gold Star parents Robert Patterson and his wife, Mary, who proudly served in the United States Navy. In this Resolution, we recognize Staff Sergeant Robert Dale Herreid. He served as a Specialist 5 in the U.S. Army with Detachment A-402P, Company D, 5th Special Forces Group and was an advisor operating with a mobile strike force company. On October 10, 1968, Staff Sergeant Herreid company was ambushed by a large enemy force in the Co To Mountain area, Chau Doc Province, South Vietnam. I am honored to present House Joint Resolution 56, the final initiative of the Rolling Thunder project in which we are making sure and honoring those who have made the ultimate sacrifice for our nation. Sergeant First Class Theodore Katsoolias served in the U.S. Army as a member of the 1st Battalion, 38th Infantry Regiment, 2nd Infantry Division. And on November 25, 1950, approximately 300 thousand Chinese Communist forces launched a counteroffensive against U.N. forces after crossing the Yalu River. SFC Katsoolias was… unit was positioned near the Chongchon River and soon came under intense attack. Unable to halt the enemy advance and in danger of being surrounded, his unit pulled back and was forced to fight against enemy pursuit while also attempting to break through well-defended roadblocks. The withdrawal was not complete until early December and inflicted extremely heavy casualties in his unit. He went missing at some point during the withdrawal. He was never reported as a prisoner of war, and his remains have not been recovered. He is memorialized on the Courts of the Missing at the National Memorial Cemetery of the Pacific. And therefore, by the House of Representatives of the 103rd General Assembly, we shall designate Route 59 in West Chicago from Route 38 to Route 64 as the 'SFC Theodore A.
