González: "Throughout the month of October, enemies of freedom have conducted immigration raids in our communities: my neighborhood, Little Village; the other communities in my district, Brighton Park and the town of Cicero; and neighborhoods all across Chicago. Our communities have known raids, but they have been selective and far between. But they still have separated families and left children without a mother and without a father. Our communities have known the casualties of raids, but not blanket attacks in the neighborhoods of a great city on peaceful mornings. Our communities have known surprise attacks, but never before on thousands of civilians. All this was brought upon us in a series of days, and night fell on a different world, a world where freedom itself is under attack. Americans have many questions tonight. Americans are asking who are behind the masks? The evidence we have gathered all points to a collection of loosely coordinated and horribly trained terrorist organization known as ICE. They have descended upon our communities for decades and are the same armed mercenaries charged with terrorizing working-class… working-class communities in Los Angeles and New York City. But when ICE sends its people, they're not sending their best. Moments after I and members of my community were tear gassed by the midget Gregory Bovino and his armed thugs, actions which today they have misconstrued as he presents himself in court, a young man who was appealing to the goodwill of an agent right in front of me. He couldn't tell if the agent was looking at him or listening to him, but he told him, 'You don't have to do this. Please seek God.' But I'm not sure that ICE will find him, because when you train men to see Brown skin as a threat, imagine how they would have treated Jesus Christ. They're too busy worshipping their president that they have forgotten his words, 'Whatever you did to the least of these, you did to me,' Matthew 25:40. So, when ICE zip ties children and fires tear gas at teenagers, American citizens, they didn't just violate policy, they violate the principles that separates humans from animals. Because we are dealing with animals, savages, predators preying on the vulnerable, on hardworking people, on American citizens. Just like the predator in the White House and his friends in the Epstein files. This is maddening. An ICE agent shoved me and other community members when I went to document what they were doing to my home, my community, just a block away from my house where I would go to the park as a kid with my sister. It pissed me off. And that is what these predators are trying to do, to incite, to provoke, to get a reaction out of us to justify their aggressive and illegal tactics. And as some judges and our courts have ruled for ICE to release my people, let me speak to those, especially on the other side of the aisle who like to use their Christianity to justify their positions, to dirty the legacy of their Lord. Before Moses parted the Red Sea and delivered the Israelites from the dominion of the pharaoh, another man who saw himself as a god-king, Moses said to the pharaoh, 'Let my people go.' If the president can learn anything from Scripture, there are consequences to tyranny, to him, to every agent, to every official. I say the same, let my people go. Thank you."

Williams, A.: "So, this is… yeah, this was a follow on of a… the workplace… the original workplace transparency bill that was passed, I think as… in August of 2019. And the most recent bill that we passed was to expand the definitions of unlawful employment practices to include laws enforced by the DOL, the U.S. DOL, LRB, National Relations Board as well, OSHA, et cetera, and just expand our ability to effectuate employment protections on the state level. And so, we had left the word 'compensatory damages,' and we wanted to fulfill the agreement and leave… I'm sorry, 'consequential damages,' and leave in 'compensatory,' which is more accurate and reflects what we tried to do in the first place."

This act is modeled and nearly mirrors the Judicial Privacy Act, which has been law since 2012. It's to protect the personal information of officials like ourselves, former GA Members, constitutional officers, and former constitutional officers, state's attorneys, public defenders, and election officials, which would include county clerks and election board commissioners. What we will do is set up a process by which one of the members of those groups can request that a governmental agency, a person, business, or association refrain from posting our personal information online or remove any personal information that is already there. They have to remove that information within five business days of receiving the written request, and that's government agencies. Persons, businesses and associations must remove information within 72 hours. There's also a way to do this by using the Secretary of State's Office. And just to give you a couple of examples, there are agencies right now that have seen their premiums increase by 200%, and the Department of Insurance has been a part of these discussions. And because not every insurance company is domiciled here in the state of Illinois, it limits their ability to get this information to receive it. This bill is going to address several aspects of some of our public health emergencies and the crises that we've been experiencing in recent months. I'm going to describe them briefly. Happy to answer any questions after that. But this really deals with several aspects. The first primary aspect of this bill deals with the Immunization Advisory Committee. This is an IDPH public health committee that is tasked with a variety of different objectives, but really codifies in state law some of the things we need to do right now in this particular moment in which our federal public health infrastructure is being impacted and in 10400059.docx 48 STATE OF ILLINOIS 104th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day 10/28/2025 volatile situation and one that's unprecedented in our lifetime. So, this gives us the ability to, through IDPH, take our… our state's best public health experts and create the processes for vaccine approvals that we need to, to make sure we keep the state of Illinois safe. That section also is going to give us the opportunity to make sure there's insurance coverage. So, we've heard… all of us, I believe, we've heard from our constituents about the lack of certainty about whether or not their vaccination and other health care is going to be covered by insurance. This clarifies that. Lastly, this really provides clarity about what the Illinois Department of Public Health can do in these circumstances in the event of lack of an FDA approval but with a World Health Organization approval. Secondly, this is going to deal with some aspects of the PBM legislation that we passed this summer. It's technical cleanup but to make sure that it's going to be effectuated the way that we all designed to allow a grant program of $25 million going out to pharmacies throughout the state of Illinois. There have been some hiccups about the implementation of that, and this clears the way. House Amendment 2 dealt with both technical cleanup with this legislation dealing with the Immunization Advisory Committee and also some cleanup with a separate piece of legislation at the request of the Illinois Health and Life Insurance Council that addresses another bill that we passed that dealt with access to supplemental insurance coverage for those over the age of 65. The pharmacy benefit manager language did come later. And, unfortunately, given the veto situation, we did conflate them into the two bills, but the PBM cleanup was not part of my original intent. It was the reverse."
"So, who has authority now in Illinois on vaccination policy and procedures?"
"Well, medical professionals have a variety of different mechanisms to decide what vaccines are approved and how to manage that for their patients. Most of that today comes directly from the FDA. As you know, doctor, we have both a federal FDA, but there also is a World Health Organization, which does similar… has similar functions with regards to vaccine approvals. "No. So, the process in statute has two mechanisms for IDPH to consider recommending vaccine approvals in Illinois. One is FDA approval, which, as you know, really handles the vast majority, at least to date, vast majority of vaccines and other medications. It also allows for WHO approval to be the basis for the recommendation instead."

And get this, if not IDPH, WHO, communist China-controlled WHO is going to make vaccination policy or approve of vaccinations for Illinois.
