"I can explain them. I have about a three page ah... brief on it. Number 1, the Bill corrects a constitutional flaw by making the Act apply only to glass to be installed in Illinois instead of all glass manufactured for use else- where. It was felt that the State of Illinois could not make safety requirements for other States. The Bill also seeks to clarify the definition of 'hazardous locations'. The present Act allows the Department to add to the list GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 11. of hazardous locations. It was felt that these were un- constitutional as it would allow the Department to find new crimes; this being a legislative function. This pro- vision is eliminated. The Bill redrafts the Section on hazardous locations, which is poorly drafted and presently unclear. The new definition makes no real substantive changes; does not increase the risk of safety, which the legislature sought to guarantee in the original Act. The Bill adds definitions of terms used in the definition of hazardous locations. The definition of 'safety glazing material' is updated to include the materials meeting 1972 standards of the American National Standards Institute instead of the 1966 Standards."

"Thank you, Mr. Speaker, Ladies and Gentlemen of the House. House Resolution 848 ah... is ah a tribute and farewell salute to George H. Taggey of the Chicago Tribune and I will just read the resolved part. It says ' we adopt this Resolution to honor a man who has accomplished much in a great profession. To him, the Members of the Legis- lature and other readers of the Chicago Tribune, have long been indebted to Geroge and Lavonne Taggey, we wish God speed, long life and happy years, and we realize without him, the Chicago Tribune will never be the same; and be it further resolved that a copy of this Preamble and Resolution be presented to George and Lavonne Taggey.' House Resolution 849 commends the great Polish Astronemer, Scholar and Teacher, Nicholas Capernikas. House Resolution 850 is a death resolution, memorializing the passing of Mrs. Patrick Mascoto. House Resolution 851 expresses regret upon the death of Doctor Pasquale Petrilli, distinguished Professor of mathematics at Louisiana State University. House Resolution 852 expresses our deep sorrow at the pas- sing of LeRoy L. Janczak, son of our most esteemed colleague, the Honorable Lewis Janczak. House Resolution 853 ah... memoralizes and that is a very inappropriate word, con- GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 23. gratulates and expresses our great esteem on behalf of our venerable, capable and most warmly personable colleague, the Honorable Lewis Janczak, from the 17th District, who is retiring after the 77th Session in the General Assembly, and ah... I will read this if I may, it says 'Whereas Representative Janczak was born and lived all of his life in the same Senatorial District in Chicago, where he be- came a Member of the Regular Republican Organization, and is still a Member of that organization; and in his many years of experience in tax manners, local government positions before his first election of the 69th General Assembly; he served in the Sheriff's Office, Board of Local Improvements, Department of Registration and Educa- tion and the County Treasurer's Office. And he's always served his constituency in the highest sense of the meaning of the term ' service with honor and distinguion'. And we'll miss sorely in the next session ah... will miss him sorely; he is worthly of our sincere recognition of a good legislator and person and colleague; and therefore be it resolved that we commend the Honorable Lewis Janczak who has served in this Body for eight sessions of the General Assembly. For his meritorious service of the People of his District and for sharing a bright and happy spirit with us in many trying situations over these many years and we wish him well in his future endeavor.' It will be a big personal loss to me, because he always gives me good cigars. House Resolution 854 ah... expresses congratulations GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 24. to James F. Chapman of Collinsville, who is retiring as Recorder of Deeds of Madison County. House Resolution 855 commends the Freeport League of Women Voters for their stand on the Great Social and Political Issues during these 50 years. House Resolution 856 is a death resolution, mourning the passing of a distinguished former member, Orville Hittmeier. House Resolution 857 is also a death resolution, and mourns the passing of a former colleague, for sixteen sesssions, the Honorable Lloyd 'Curley' Harris of Granite City. House Resolution 858 is a resolu- tion commending the Granite City High School Warriors and their coaching and athletic department staff on their becoming the first Illinois State High School Soccer Tourn- ament Champions. House Resolution 859 honors the Honorable James B. Carrigan, who is retiring from this House at the conclusion of this General Assembly, and if I may read part of this Resolution: 'Whereas Representative Carrigan has served in this Body for twenty four years, in the best interest of his constituents and the People of the State, and whereas he was born in the Peoria area at an early age he became involved in local government as a City Councilmen, as County Auditor, before his election to the Assembly in 1947. And as a Member of the Committees on Highway and Traffic Safety, Personnel, Veterans Affairs and Public Utilities, he is diligently and capably ful- filled all of his assignments as well as his duties in the House Chamber as a knowledgable and effective GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 25. legislator for a quarter of a century. Therefore be it resolved that this House commends and congratulates the Honorable James D. Carrigan on his outstanding career as a legislator and dedicated Public Servant and while expressing our regret that he will no longer be a Member of this House, we do extend to him our best wishes for whatever endeavor he will now turn his experience and wisdom toward; and that a suitable copy of this Preamble and Resolution be presented to him. House Resolution 860 commends Chris Lenskod on her outstanding accomplishment in showing the Grand Champion Steer, Bold Move. I now move adoption, Mr. Speaker, of the agreed resolutions."

Mr. Speaker, Ladies and Gentlemen of the House, House Resolution 847 seeks to empower the Illinois Legis- lative Investigating Commission to investigate and conduct such hearing as may be necessary concerning the ah... 1973 racing dates recently awarded by the Illinois Racing Board, with a view toward determining the circumstances under which the dates were awarded and whether there have been any violations of the open meetings act, and related matters. This is a very important resolution, and ah... GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 26. I'm going to ask that the appropriate rule, which I be- lieve is 17, be suspended and that this Resolution be immediately signed to the Executive Committee, and I'm told Mr. Juckett will schedule a hearing of that Committee tomorrow morning at 10:00 AM, so that we may have a speedy hearing on that resolution. And so, Mr. Speaker, I do move suspension of Rule 17 so that this Resolution may be heard tomorrow in Executive at 10:00 AM."
