House Resolution 907. Whereas the Honorable James Y. Carter will retire following the adjournment of the 77th General Assembly; and whereas he rendered distinguished service in the United State Air Force during World War II and whereas his strong, upstanding and public spirited member of his community, he has been active in civic and political affairs his entire adult life, and during his nine terms in the House, he made outstanding contributions to the State through his work on the Committee on Elections and Executive Committee. Therefore, be it resolved that we express our deep respect for the outstanding service that James Y. Carter has rendered to the People of Illinois during his nine terms in this House and that we express the appreciation of the People of Illinois for that particular service, that we congratulate him on his retirement and extend our best wishes for success in his future endeavors." We the under- signed committee of conference, appointed to consider the differences between the two Houses, in relation to Senate Amendment No. 5 and 6 to House Bill 3906, recom- mend as follows: (1) The Senate recede from Senate Amendments 5 and 6, and; (2) that House Bill 3906 be further amended as follows: On Page 1, by striking lines 1 through 4 and inserting in lieu thereof the following: An Act to provide for the compensation and annulments of elected state officers by amending certain act. And on Page 1 by striking line 7 through 8, and inserting in lieu thereof the following: Article I, Section 1-1: Section 1 of an Act concerning fees and salaries as classified in several counties of State with reference thereto. Approved March 29, 1972 as amended, is amended to read as follows: Section 1. There shall be allowed and paid an annual salary in lieu of all their salaries, fees and prerequisite benefits and compensation in any form whatsoever to each of the officers herein named and hereafter elected the following sums respectfully. Superintendent of Public Instruction, the sum of $30,000. To the Attorney General, the sum of $40,000. Article 2. Section 2-1. Section 3 3.1 and 3.2 of an Act concerning. fees and salaries and as classified as several counties in the State with reference thereto, approved March 29, 1972, as amended, are amended to read as follows: Section 3. The salaries of Judges of the Supreme Court. The salary of each judge of the Supreme Court shall be $42,500 annually to be paid out of the State Treasury. Section 3.1. The salaries of Judges of the Appellate Court. The salary of each judge of the Appellate Court shall be $40,000 annually to be paid out of the State Treasury. Section 3.2. The salaries of Judges of the Circuit Court. Each judge of the Circuit Court shall receive and be paid out of the State Treasury an annual salary of $30,000. The judges of the Circuit Court and the Judicial Circuit constituted by the First Judicial District and in other Judicial Circuits composed of a single county shall each be paid by the County in which their circuit lies and an additional salary of $7,500 per year. Such additional salary shall be paid in install- ments by the County Clerk at the end of each half-month by drawing a warrant therefore in favor of each of the Judges of the County Treasurer who shall pay the same on presentation properly endorsed. Article 2a. Section 2a-1. Section 12.1 of an Act concerning Fees and Salaries and classified of several counties of this state with GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 13. reference thereto approved March 29, 1872 as amended is amended. And Section 12.2 is added thereto. The amended and added sections to read as follows: Section 12.1. The Clerk of the Supreme Court shall receive an annual salary of $22,500 payable in monthly installments from the State Treasury on warrant of the Comptroller. All fees and costs paid to or received by the Clerk of the Supreme shall be paid quarterly into the State Treasury. Expenditures for Clerk hire and other expenses for the office of that Clerk may be made only pursuant to appropriations made by the General Assembly and on the warrant of the Comptroller. Section 12.2. Clerk of the Appellate of the First Judicial District shall receive an annual salary of $22,500 per year and the Clerk of the Appellate in each of the other Judicial Districts shall receive an annual salary of $20,500 per year. Article 3. Section 3-1. Sections 1 and 2 of an Act to provide for and fix compensation of the Members of the General Assembly of the State of Illinois approved December 6, 1907 as amended are amended and Section 4 is added thereto. The amended and added sections to read as follows: Section 1. Each Member of the General Assembly shall receive for the two year period for which Members of the House of Representative of the General Assembly are elected the sum of $17,500 per year. The following named officers shall receive additional amounts per year for their services as such officers respectively GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 14. as follows: The Speaker of the House of Representatives and the President of the Senate, $6,000 each. One Majority Leader in the House of Representatives and one Minority Leader in each House, $5,000 each. Three Assistant Majority Leaders in the Senate, $4,500 each. Two Assistant Majority Leaders and two Assistant Minority Leaders, $4,000 in the House of Representatives and two Assistant Minority Leaders in the Senate $4,500. Two Majority Whips and two Minority Whips in the House of Representatives, $3,500 each. The first years compensation shall be paid during the first Regular Session of the General Assembly held after the General Election for Members of the House of Representatives. And the second years compensation during the month of January of the year next following such Regular Session. If any Member files a request oral or written with the State Comptroller before July 1 of the Session year, however, such request when endorsed by the Comptroller as evidence by the drawing of a warrant entitles a Member to receive immediately the compensation payable for the second year. Mileage shall be paid at the rate of 15 cents per mile for the number of actually highway miles necessarily and conveniently traveled by the most feasible route to be present upon convening the sessions of the General Assembly by such Member in each and every trip during each session in going to and returning from the seat of government to be computed by the Comptroller. Member GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 15. traveling by public transportation for such purposes, however, shall be paid his actual cost of transportation instead of on the mileage rate if his cost of public transportation exceeded the amount to which he is entitled on a mileage basis. No member may be paid whether on a mileage basis or for actual cost of public tranportation for more than one such trip for each week the General Assembly is actually in session. Each Member shall also receive an allowance of $32 per day for lodging, meals, and all other incidental expenses while in attendance at the sessions of the General Assembly. If a Member dies having received only one half of the amount payable as compensation, the unpaid balance shall be paid to the surviving spouse of each Member or if there be none, to the estate of such Member. Section 2. Such portion of the pay, allowances and mileage allowed to each Member of the General Assembly shall be certified to by the President of the Senate and the Speaker of the House Representatives and entered upon the Journals and published at the close of each session. Section 4. The appropriations made respectively to the President of the Senate and the Speaker of the House of Representatives for the furnishing of legislative staff, secretarial, clerical, research, technical, telephone, other utility services, stationery, postage, office equipment rental, and office rental costs to Members of their respective Houses throughout the year in connection with their legis- GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 16. lative duties and responsibilities and not in connection with any political campaign. Each Member is authorized to approve the expenditure of not more than $10,000 per year. No authorization by any Member of the General Assembly shall be made for any person who is the spouse, parent, grandparent, child, grandchild, aunt, uncle, niece, nephew, brother, sister, first cousin, brother-in-law, daughter-in-law of the Member authorizing payment. Pay- ments for office rental costs shall be made payable directly to the landlord who shall not be related to the Member authorizing payment. Payments from the amount appropriated for purposes of this section shall be made only upon the delivery of a voucher approved by the Member to the Comptroller. The voucher shall also be approved by the President of the Senate or the Speaker of the House of Representatives as the case may be. For any appropriation for purposes of this section for a fiscal year which overlaps two General Assemblies no more than one-half of the annual allowance per member may be incumbered by any member of either the outgoing or incoming General Assembly. Section 3-2. Title of said Act is amended ot read: An Act in relation to the compensation emulments of Members of the General Assembly. Article IV. Section 4-1. The Article, Sections, clauses and provisions of this amendatory act are mutually dependent. If any Article, Section, clause or provision of this amendatory act shall be held to be unconstitutional for any reason, GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 17. the entire amendatory act shall be void and of no affect as if this amendatory act had not become law. And to this end the provisions of this amendatory act are declared to be unseverable. Article V. Section 5-1. This amendatory act takes effect January 1, 1973, except that the amendments made in Article I take effect January 8, 1973 and the amendments made in Article III take effect January 10, 1973 all of which is respectfully submitted the 17th day of December, 1972. The essential changes made by the second Conference Committee boil down to two. The ah.. Governor has ah.. increased.. proposed to $50,000 ah.. was reduced back to his present salary, $45,000. The Lieutenant Governor. was reduced ah.. from the proposed back down to $35,000 which still gives him a sizeable increase over his present salary. Ah.. and ah.. the ah.. $2,000 for legislators, of course, is still out. I would like to point out to the Members of the House that when we discussed ah.. judicial salaries in this bill as we have it in present form now there's only $2,500 salary increase for all classifications of judges. And ah.. that pretty much concludes what you have before you in a position to vote on. And at an appropriate after the conference called by Mr. Choate, I would move that we adopt Conference Committee Report after your conference.".

And whereas Representative Lindberg is worthy of our highest respect and deserving of our recognition for his outstanding and meritorious service to the people of Illinois as a Member of this House for the past three terms and he has enthusiastically participated in many fraternal and community organizations notably as Vice-President of the Special Agent's Association, as a member of the Illinois Bar Association, American Academy of Pharynxes Sciences, American Polygraph Association and the Illinois Association of Chiefs of Police and distinguished himself as Vice-President and Legal Counsel GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 23. for John E. Reed and Associates for 13 years. And although we in the House will miss his warm fellowship and thoughtful nature, the people of Illinois will continue to derive the benefit of his ability, integrity, and devotion to duty. And whereas George W. Lindberg is deserving of our heartiest congratulations on becoming the first Comptroller of the State of Illinois, therefore be it resolved that we highly commend and congratulate our distinguished colleague, the Honorable George W. Lindberg, for whom we have the highest praise for his brilliant career of public and private service and give him our best wishes for success in his new position." George was on the verge of tears, so he'd rather not say anything. Ah.. House Resolution 909 honors George W. Burditt but he's not with us so we will forego ah.. reading three or four of the pages on this resolution. House Resolution 910. Ah.. whereas during six achievement-filled years, the Honorable Bernard J. O'Hallaren has been a member of this House and whereas he was born in Chicago and educated there and in Dubuque, Iowa he has served his city as Assistant Corporation Counsel and his community in numerous civic and professional associations and his state in this body. And whereas as the result of his hard work and generous donation of his time, he has made a valuable contribution to the Committees on the Judiciary and the Executive. "Yes, Mr. Speaker. A parliamentary inquiry. I was a member of the conference committee and we haven't reported. We started and they went into caucus and I was wondering if it would be in order if I moved the conference committee report be heard and either adopted or rejected. Because I already signed in descent the report and I would like the press to note it because the Chicago Tribune made a big to do about Hanahan and pay raises and their editorial comments and I'd like them to report. I'd like to have a. chance right now to vote in opposition or against the conference committee report of the committee I served on so that the newspapers can't pillory us ah.. from January 1 to the 10th that we're going to have a pay bill or ah.. we're going to resurect it January 10th or January 9th when we come back. Maybe we should just vote one way or the other on it and let it die a very natural, normal death. And I so move as a member of that Committee if I'm in order. I move to reject that conference committee report that I was served on as a member."
