"Thank you, Mr. Speaker. House Bill 1022, Amendment #1 essentially does three things. The first thing that the Amendment does as offered by the Illinois Bankers Association deals with the authorization for merger on emergency sales, between two banks across a county line. This limits the distance to ten miles, the distant limitation of course results in reducing the protential participants of a bank merger. But the effect, in my estimation is not fatal to the Bill. Secondly, the requirement that in this merger, emergency sale an addition to the commissioner banking, the regional director of the FDIC would also have to be consulted before the merger becomes effective. This is a safeguard against any single individual banking commissioner and of course the auditor, would approve a merger. It provides a bank regulator of that institution an opportunity to be involved in the 43 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 32nd Legislative Day May 1, 1981 approval process. I did not personally approve of the Amendment but the Bankers Association felt that this was a necessary safeguard and of course I've included it as part of the Amendment. The third portion of this Amendment is technical in nature, it just strikes a period and brings in a comma and inserts the proviso into a single sentence. And I think it gives clarity to the Bill and it's no substantive change per se and I would ask for a favorable Roll Call."

And then I would like to debate the Bill on Third Reading. It could be a debatable Bill but it is not changing anything that would change the debate one way or the other."

Representative Yourell pointed out that this raises the minimun age required to enroll in the driver education program from fifteen to sixteen. Now if that's the intent of the Sponsor, I have no objection but I wish he would state that rather than saying, it makes a small technical change."
