"Yes. I want to clarify for some of the Members on both sides of the aisle. They've asked me to explain the Bill. I'll be happy to do so, Mr. Speaker. This Bill came out of Senate without a dissenting vote. House Bill 576 addresses the Medical Practice Act and Veterinarian Medicine and Surgery Act. And it provides that the Department of Registration and Education may require an applicant for licensure under this Act to submit an endorsement of two or three persons as to their fitness. This is a Department of Registration and Education Bill and I don't know of any opposition to the measure. The Bill came out of the Senate without a dissenting vote. I'd ask leave to have the Bill posted."

"Mr. Speaker, Members of the House, since I sent out the memorandum in regard to the dimunition of our insurance company, our insurance coverage, subsequent to that I met with Representative Lechowicz in his office and it was his suggestion that the Republican staff, as far as insurance is concerned, and the Democrat staff, as far as insurance is concerned, would meet and go over and in effect see if the figures which I submitted were correct and accurate. Sometime on Monday -and Mr. 'Calahand of our staff is adjacent to me- sometime on Monday, he and Mr. Delort, official from ASFME and an official from the Department of Personnel met in my office and said in effect, yes, the figures that you sent out were indeed accurate. I've been asked by probably ten to twelve Members since then what we're going to do about it. I have an Amendment being drafted which has the approval of the Democrat staff as well as the Republican staff and the Amendment says -and I'll conclude here Ladies and Gentlemen in just one second- .. Such deductible and coinsurance provisions shall not be increased over the level as in the plan and in effect immediately before July 1st, 1981". "All right. It's my understanding, Ed, that all state employees, including the General Assembly, that our insurance benefits will be going down. The amount of coverage that ve will be getting will be going down, but the cost will be going up. Now, I know what your language will do, but what does that mean as far as the actual cost and the less coverage that we're getting under the present plan? Will that be renegotiated now?"
"We'll keep under the present plan and it will cost the state an additional eight or nine million dollars to keep our insurance...the insurance for state employees intact as it is now."

"We'll still be paying more money, but we'll still be getting...we'll be getting more coverage than what we would be getting under the original proposal."

"Very briefly, Mr. Speaker. I would just concur with Representative McBroom's remarks. Also the Director of Personnel came into my office late, as of today, and he showed the respective proposal as being...was presented by Blue Cross and Blue Shield to his Department. I told him that it was our intent to proceed with the Amendment to make sure that the coverage that the state employees presently have is maintained at the current level. What Representative McBroom has pointed out to you, the best way to do that would be to amend that Bill. It's my intent to support the Amendment and I would hope that this Membership as a whole would support the Amendment at the appropriate time. Thank you."

Counties with a population of more than 200,000 may classify or continue to classify real property for the purposes of taxation. Any such classification shall be reasonable and assessments shall be uniform within each class. The level of assessment or rate of tax of the highest class in the county shall not exceed two and one-half times the level of assessment or rate of tax of the lowest class in that county. Real property used in farming in the county shall not be assessed at the higher level of assessment than single family resident's real property in that county. Any depreciation of value of real property occasioned by a public easement may be deducted in assessing such property. The General Assembly may by law authorize counties to suspend or abate taxes upon real property. The rehabilitation, growth/incentive option: 22 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 56th Legislative Day June 4,1981 Any municipality may designate certain specific areas within its boundaries in which the real property is to be taxed on the basis of site value, without regard to the value of improvements thereon. The tax rates of taxing districts applicable to such designated areas shall be adjusted annually to prevent loss of revenue received by such taxing districts from such designated areas. Taxation of designated areas under this option shall continue for 12 years, but may be extended without limit as long as any such extensions are for less (sic, no less) than 12 year periods. Schedule: This Amendment to Section 4 of Article IX takes effect upon its approval by the electors of this State. Third Reading of this Constitutional Amendment as amended....
