"Thank you Mr. Speaker, Ladies and Gentlemen of the House. I believe that we have finally reached accord on this Bill. It is a Bill that will substantially stimulate the economy of Illinois. It would grant a 1/2 percent investment tax credit on the Replacement Tax in 1983 and a further 1/2 percent in 1985 if the particular employer and taxpayer has increased his employment by 1/2 percent. The beauty of the investment tax credit, a scheme originally devised in the Federal system by President Kennedy, is that it focuses tax relief on the creation of manufacturing jobs. And I believe everybody in this Chamber knows and understands the travail of the Illinois economy has gone under in the past ten years. We have lost nearly 140,000 manufacturing jobs in this state. This Bill has a chance to begin to reverse that trend, it begins to move this state forward and to improve our economy. And I would urge an 'aye' vote on the Bill."

Mr. Speaker, if I could have a...if I could have....if I could have just a little attention because this affects everybody here as well as many of your constituents. Number one not necessarily in order of importance Representative Virginia Frederick called me this morning and said that one of the radio stations had blasted away that the Legislators were lining their pockets and providing all kinds of medical benefits through the insurance policy and so on. That's absolutely not true. We're state employees and so are the individuals that work at Menard, and Kankakee, and Waukegan, and Joliet and so forth. Mr. Speaker.... Bob... Bob, hold on just a minute....hold on just a minute. Secondly, Mr. Speaker, again, I was distracted just momentarily. It involves state employees and I want to point out as did the Representative Matijevich and Representative Wolf. Perhaps some of us in this room, perhaps fortunately a good many of us, if we had to come up with a thousand dollar deductible on a hospital...hospitalization program why, maybe some or most of us could do it. But I would like to ask a rhetorical question. What about the Lady that worked at the Waukegan State Hospital, makes eight hundred and fifty dollars a month, maybe has lost her husband, and has three children. 11 59th Legislative Day STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE June 9, 1981. We passed a Resolution Friday as to how the Illinois House of Representatives felt about this situation and I would simply direct this to you, Mr. Speaker, and to the Minority Leader, Mr. Madigan, and those of you in Leadership, I understand that in spite of the Resolution that we passed, the Director of the Department of Personnel plans to sign the contract today. I would hope that he wouldn't do that. I would hoped...would hope that he or one of his legislative liasons might, might be listening, and I would hope that there would be sone slowing down in the process until the Director of Personnel really understands the legislative intent. And if you would look into that, Mr. Speaker, or one of your staff to see, in fact, if he intends to sign the contract today, I think we would all be greatful. Thank you."

"Mr. Speaker, I join Ed McBroom in that request. I think it is important that the agency understands legislative intent. All four of the Legislative Members of that Advisory Committee did not approve of that contract, and this is not a matter of what we're doing for Legislators at all. It seems like everything is always twisted. I think we, as a Legislature, have some responsibility for state employees. We are are no different in this regard than an employer being concerned about the employees and health benefits that ought to be due to those employees. I think that this is an urgent matter. I don't think that we ought to give ground, and I think that the Director of the Department of Personnel ought to be aware of that.
