This morning in Financial Institutions a Bill was supposed to be called and for reasons with which I was not familiar or for reasons which I suppose, the Chairman sent Representative McBroom, recessed the meeting and said that he would call a meeting one half-hour after adjournment. The Bill in question was one that was particularly important to many of us in the Legislature, many of us in 6 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 60th Legislative Day June 10,1981 the Judiciary and many of us in various departments of government. I obviously lost my temper because I did not know why the Bill was not called, since the witnesses were present and as a matter of fact, I should add, the votes were present. And at that time I took strenuous issue with Senator (sic) McBroom, who is one of my oldest friends in the House. I doubt that there... Although I think I respect and admire and even like the vast majority of individuals in this House, there are very few that I am closer to than Senator (sic) McBroom. At the time I thought he did so- and I probably stated to the media- he did so at the request of Representative Telcser and Representative Collins. Representative Collins was in the room and I knew that he was not particularly in favor of the Bill. Representative Telcser had also indicated to me that he was not in favor of the Bill. And at that time, I publically stated that Senator (sic) McBroom was bowing to their wishes. I now must admit that I was in error. The posting notice that went out to the Members of the Committee was not identical in all cases. Several of us received the posting notice which showed that Bill 269 would be called. Several other Members of the Committee received the posting notice showing that 295 would be called. At the time, Senator (sic) McBroom indicated that there was some confusion, but he assured the Members of the Committee that they would meet one-half hour after adjournment as soon as he could straighten out the confusion and the necessary Bill is assigned to the Committee would be called. It deals with Senate Bill 890...867, which deals with the subject of insanity and guilty by mentally ill. This Bill was originally assigned to Judiciary II, then reassigned to Executive, then re-reassigned back to Judiciary II and then re-re-reassigned back to Executive this morning after it was set to be heard in Judiciary II this morning of which I'm the Chairman. The Bill deals with a substantial area of substantial concept in the area of criminal justice and I'm thoroughly appalled and so are the Members of the Committee that we could play such games with this matter. 9 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 60th Legislative Day June 10,1981 Now, there was a Bill that passed out of Committee, Executive Committee, Jack Davis' Bill, which dealt with the subject of child beating and death penalty that went to Executive. I didn't object to that and that was a serious infringement upon the Committee process. But when you begin doing it over and over and over again and you begin emasculating, eradicating the entire criminal justice system to placate one Sponsor, then I think we've gone too far. And I think at this time I'm going to file a Motion to recommit that Bill back to Judiciary II so that we do honor the Committee process. Remember, no one is going to bring the Bill to any Committee if they feel they cannot get it passed and I, on one hand, did not want a particular Bill sent to Health and Family Services, but they said it was going there and it did go there. Well, if that be the case, it should apply across the Board for each and every Bill. Thank you, Mr. Speaker."

What they've been doing is using these in the foundation..goes to the university. This is with the approval and suggestion of the Auditor General. "The Amendment would enable facilitating language for corporations from around the nation to invest in Illinois. It's a technical Amendment just sought by the Secretary of State to allow corporations that were making loans in Illinois to continue making loans. Apparently there's some language in the Statutes which makes it questionable as to whether some corporations can, in fact, make loans in our state."
"Our analysis seems to indicate that this Bill would allow corporations who are not qualified to do business in the State of Illinois to invest in loan money in the State of Illinois. Is that correct?"
"No, that's not true whatsoever. All the language would do is allow all corporations to invest in loans in Illinois."

"They are in terms of the..what's done but they aren't in terms of what the Statutes say they can do. And so this language is actually technical to make sure that there's no question whatsoever that any corporation, whether it's in New York or California or in Illinois, can, in fact, make loans in Illinois. It's gone through a number of basically technical revisions. What it provides is that each year all of the funds which are appropriated from the Driver Education Fund to the State Board of Education, with the exception of funds that are necessary for administrative purposes, shall be distributed to School Districts by the State Board of Education for reimbursement of claims for the previous school year. What this actually means is it changes the present program of ten dollars for classroom and forty dollars for behind the wheel to the utilization of all of the funds that are available in the Driver Training Fund which means that that number, that fifty dollar total number, should be pushed up so that the funds that are avaiable in the Driver Training Fund can be totally appropriated to the School Districts for driver education. "Mr. Speaker and Ladies and Gentlemen of the House, I had the pleasure of knowing Superintendent Reardon and I had talked to him just as recently as a week ago. It was almost impossible to go to a retirement party for police officers in Chicago without seeing him there. He certainly was available to the men. He was the type of man who didn't forget the patrolmen on the bottom. He went to everybody's parties, whether they were superintendents or whether they were commanders or captains or if they just were plain patrolmen. He had a ... He leaves a legacy of many, many friends on the Police Department. He was a dedicated police officer and the way he gave his life showed he couldn't turn his back from someone in trouble. He was unarmed at the time and tried to reason with a man who was six foot four and 250 pounds. Many people would have just turned the other way and walked out the door. He didn't choose to do that, and for that reason he gave his life."

He always had time to listen to the concerns of the people of my community, to really alleviate some of the difficult situations on a day to day basis. To his lovely wife, Loretta, my deepest sympathy and to his family.
